Griffith University - Centre for Environment and Population Health was contracted to evaluate the plan. The scope of the project is to evaluate the implementation of the Logan Public Health Plan (LPHP) 2003-2008. The evaluation is expected to be completed in 2009.
Aims
The aim of the project is to evaluate the LPHP 2003-2008 to:
- better inform Council in their decision to develop any subsequent public health/healthy city plan;
- contribute to capacity building, collaboration, skill sharing, program involvement, goal clarification, and adding to the information base of stakeholders; and
- provide an overview of what has been accomplished through the life of the plan.
The actions to be taken to acheive the outcomes will include but are not limited to:
Preliminary evaluation
- Stakeholder analysis;
- Interview questions development; and
- Preliminary stakeholder focus group.
Case study analysis
A comparative study will be useful for evaluation purposes. The analysis will include neighbouring local govenment area public health planning, especially due to the Local Govenment Boundary Reform that occurred in March 2008.
Process evaluation
This phase is a qualatative analysis involving in-depth interviews to evaluate the progress of the aims, objectives and 'guiding principles' of the Logan Public Health Plan. Stakeholders to be interviewed will include:
- community;
- agency stakeholders;
- managers;
- practitioners; and
- partners.
Impact evaluation
This phase includes qualitative and quantative evaluation of the actions of the LPHP. This evaluation process will investigate the progress of the LPHP actions, such as:
- percentage completion of actions;
- funding successes; and
- possible indicators of progress and 'wins' of the LPHP.
Evaluation outcomes
The outcomes will be an evaluation report and presentation to Council and the LPHP Advisory and Implementation Committee that will demonstrate the performance and effectiveness of the LPHP. The evalutation will showcase findings and feedback to build capacity and the knowledge base of all stakeholders to better communicate information about the LPHP.
