Survey Plans & Plan Sealing

A survey plan, also known as a subdivision plan, is lodged at the plan sealing stage of a development, also know as a survey plan endorsement.

The developer proposes a subdivision of land into lots and seeks separate title over each new parcel. Council must approve, or seal, the subdivision plan prior to registration with state government authorities.

Before Council will seal a plan, the plan must comply with all conditions of a lot reconfiguration, operational works or material change of use approval, for example payment of outstanding rates or completion of any conditions requiring works. The conditions of approval details these requirements.

When lodging an application to seal a survey plan, please refer to the Survey Plan Lodgement Kit (PDF 1796 KB) for the application form, a checklist of documents to be attached to your application and a survey plan assessments fee structure.
