Policies

Policies include administrative provisions and requirements, standards, specifications, maps, planning layouts, standard drawings and infrastructure charges. Policies support the interpretation and implementation of the planning scheme; they do not regulate development.

Planning Scheme Policy No. 1 (Development application for a material change of use or reconfiguring a lot) 2006

Planning Scheme Policy No. 1 (Development application for a material change of use or reconfiguring a lot) 2006 (PDF 470 KB) applies to applications for development requiring a material change of use or reconfiguring a lot, and specifies the information that Council may require from applicants, to assist in the assessment of a development application for a material change of use or reconfiguring a lot.

Policy No. 2 (Development application for work) 2006

Planning Scheme Policy No. 2 (Development application for work) 2006 (PDF 503 KB) applies to applications for work. It specifies the information that Council may require from applicants, to assist in the assessment of a development application for works involving operational work, advertising devices, building work, and landscaping. It also specifies the information that may be required for addressing particular overlays and defined areas, and information to be included in requested reports and plans.

Policy No. 3 (Request for advice or comment on a development application) 2006

Planning Scheme Policy No. 3 (Request for advice or comment on a development application) 2006 (PDF 163 KB) applies to the request for advice or comment on a development application. It specifies the circumstances under which Council may seek further advice or comment on a development application from a public sector entity other than the local government.

Policy No. 4 (Defined area maps) 2006

Planning Scheme Policy No. 4 (Defined area maps) 2006 (PDF 202 KB) provides an interpretation of the defined area maps and the determination of their boundaries, which specify standards in respect of assessable development.

Please note: Where a map is available in both 60,000 scale and 20,000 scale formats, they provide a whole of city coverage, and depict the following:

  • 60,000 scale format depicts road boundaries, and
  • 20,000 scale format depicts property boundaries.

Policy No. 5 (Design and construction of work) 2006

Planning Scheme Policy No. 5 (Design and construction of work) 2006 (PDF 777 KB) applies to the design and construction of work. It specifies the standards and administrative arrangements in respect of work including infrastructure, and the circumstances in which Council may accept a security for the completion of work.

This policy also includes infrastructure planning layouts for roads and stormwater, standard drawings for parking areas, landscaping and infrastructure, and standard specifications (1 to 14) which specify the assessment provisions of an application for development approval for development being work.

Policy No. 6 (Standards for flood plain management area) 2006

Planning Scheme Policy No. 6 (Standards for flood plain management area) 2006 (PDF 2029 KB) applies to standards for flood plain management, specifying standards in respect of assessable development in flood plain management areas. It also outlines further information Council may ask the applicant to give to assess a development in the flood plain management area, and additionally provides the hydraulic models used in determining compliance with standards.

Planning Scheme Policy No. 7 (Infrastructure contributions) 2006 (PDF 8070 KB) applies to infrastructure contributions and specifies the methods for calculating infrastructure contributions for water supply, sewerage, stormwater drainage, parks, works external, and transport.

Policy No. 8 (Environmental offsets) 2006

Planning Scheme Policy No. 8 (Environmental offsets) 2006 (PDF 38 KB) is intended to assist with the implementation of the Logan Planning Scheme 2006 and Amendment Instrument 2009 No. 5 (Park Ridge) by specifying the method for calculating an infrastructure contribution for environmental offset land.
