Bahrs Scrub
Bahrs Scrub is identified as a Local Development Area in the South East Queensland Regional Plan 2009-2031.
The regional plan identifies a number of local development areas in Logan. These areas, due to their size and attributes, are intended to be developed for urban purposes and in doing so help Council achieve the dwelling targets allocated in the regional plan.
Council is preparing a Local Development Area Plan for Bahrs Scrub. This plan will identify the areas suitable for urban purposes and areas required to be conserved or managed for a variety of reasons. The plan will also identify the range of necessary infrastructure needed to support the development of Bahrs Scrub. The final plan will be integrated into the new Logan Planning Scheme.
Bahrs Scrub Net Developable Area Plan
Council endorsed the Bahrs Scrub Net Developable Area Plan (NDAP) on 15 November 2011. The plan is a precursor to the Local Development Area Plan which identifies the areas that are intended to be:
- conserved for environmental purposes
- managed for their impacts on environmental values and outcomes
- developed for urban purposes.
NDAP public consultation and submissions report
The plan was released for public consultation from 3 November 2010 to 28 January 2011. During this period, 49 submissions were received. Council thanks the community for their valuable feedback on the plan and assisting Council in preparing the best possible plan for the community.
The plan was also sent to the State Government for review. The Queensland Department of Environment and Resource Management (DERM) also provided their feedback on the plan. Since January 2011 Council has been working closely with the State Government to address the issues raised by DERM.
Key issues raised in submissions received from the community and the State Government during the public consultation period include:
- wildlife protection and movement
- vegetation protection
- achieving net gain in koala habitat
- waterways management
The Bahrs Scrub Net Developable Area Plan Submissions Analysis and Response Report contains a detailed analysis and response to the submissions raised by the community and State Government during the public consultation period.
Revised NDAP
A number of changes have been made to the NDAP following feedback received during the public consultation period. These changes sought to refine the balance between maintaining the unique environmental attributes of Bahrs Scrub and facilitating urban development of the area.

Changes to the plan include:
- Removing Wildlife Movement Area 3 and realigning Wildlife Movement Area 2
- Updating the waterways layer to more accurately reflect the extent of these waterways
- Removing waterway Water Management Area 4 near Heins Road
- Including a new waterway within Environmental Management Area 2
- Extending wildlife movement areas on the western boundary to link up with the waterway management areas.

Next steps
The second phase of technical studies will help identify appropriate land uses and infrastructure requirements through the preparation of five new technical studies, including:
- Housing Needs Assessment
- Stormwater Management Strategy
- Infrastructure and Services Assessment
- Transport Assessment
- Economic Study
Once these studies have been completed and endorsed by Council, a draft Bahrs Scrub Local Development Area Plan will be prepared. This plan will identify land uses and infrastructure, as well as provide more specific detail on how environmental values are to be conserved or managed.
There will be further public consultation on the draft Bahrs Scrub Local Development Area when the studies and plan have been developed.
The Bahrs Scrub Local Development Area Plan will be integrated into the new Logan Planning Scheme.
