The Logan Central Draft Master Plan provides the strategic vision that will guide development in Logan Central in the future and help us realise it's potential as the cultural and civic heart of Logan City as identified in the South East Queensland Regional Plan 2009-2031.

The draft plan aims to build upon and celebrate Logan Central's cultural diversity while taking a fresh look at the emerging needs of the area over the next 20 years. The draft plan is the vision for the area and is being prepared to encourage future development, improving the site's attractiveness to investors, the community and visitors.

Have your say - Consultation Report Released

The Logan Central Draft Master Plan was released for public notification from Monday 17 October 2011 to Friday 11 November 2011. During the consultation period, 13 submissions were received. A report has been prepared detailing the summary of issues raised and Council's response to these issues.

Logan Central Social Impact Assessment

In conjunction with the Logan Central draft Master Plan, Council's Social Planning team is conducting a community survey to determine the positive and negative impacts of the planning on the Logan Central community.  

This survey will be used as a tool to inform a Social Impact Assessment (SIA) for the draft Master Plan. The SIA will look at the impacts of the draft Master Plan, and assist Council in determining strategies to achieve the best outcomes for the community.  

This survey will be confidential, and should be considered separate to the consultation process for the Logan Central draft Master Plan. Please complete this survey by Wednesday, 30 November 2011.

Vision

Logan Central is the cultural and civic heart of Logan City - a place where the city's diverse and vibrant community comes together to do business, celebrate and socialise. It is an attractive and contemporary centre, the heart of which is a vibrant daily market providing for the needs of its residents as well as attracting visitors, who are drawn to the area for exotic and high quality foods and produce.

The centre is a regional destination of distinction. It is home to a rich and diverse residential community that benefits from the close proximity to services, convenient public transport and an attractive urban environment. A network of vibrant public places offers the benefits of sub-tropical living infused with cultural activities from around the globe that spill out onto the streets.

Logan Central is South East Queensland's most dynamic, diverse and contemporary centre, a place where the cultures and lifestyles of its indigenous and migrant residents are fused together to define a new and exciting home.

Objectives

The Logan Central Draft Master Plan aims to:

  • Define and strengthen the role of the centre as a civic and cultural hub
  • create a heart and focal point for Logan Central
  • Ensure Logan Central fulfils its role as the sub-regional transport hub
  • Embrace the opportunities that 160 cultures presents for developing the cultural economy through a purpose built market precinct and new community facilities
  • Facilitate the growth of niche retailing and markets providing an alternative shopping experience that meets the needs of a growing workforce and residential population
  • Establish a sense of place and arrival at Logan Central through encouraging gateway buildings at key arrival points
  • Encourage higher densities in accordance with maximum building heights to achieve a critical mass in the Town Centre Core
  • Ensure redevelopment focuses on place-making and its contribution to the public realm
  • Support a diverse and intensified centre by focusing on mixed use development, cultural facilities, community infrastructure and workplaces around the proposed town square
  • Continue to attract state government agencies to provide a diversified employment base
  • Deliver a variety and abundance of residential living options that are affordable and meets the projected housing needs of the surrounding community
  • Provide key worker accommodation that takes advantage of proximity to other employment nodes at Berrinba MIBA, Logan Hospital at Meadowbrook, and activity centres Springwood, Beenleigh, Logan Hyperdome and Browns Plains

Precinct Details

Cultural Centre

  • Highest intensity of mixed use development
  • A new multi-purpose town square for outdoor markets, street entertainment, community events and outdoor dining
  • Clear focus for niche retailing at ground level surrounding the town square
  • Commercial and professional services providing the business hub for the centre and adjacent mixed industry and business area in Berrinba
  • 5 to 7 storeys and 8 to 12 storeys for landmark/gateway buildings

Civic Centre

  • Administrative and formal arts area of the master plan that includes the Logan City Council Administration Building, Logan Entertainment Centre, Logan City Art Gallery and Community Centre.
  • Commercial activities are envisaged that continue to support government, administrative and civic uses.
  • A range of quasi-retailing activities such as travel agencies, post office, financial institutions are also considered appropriate.
  • 3 to 7 storeys and 10 to 12 storeys for landmark/gateway buildings.

Croydon Road

  • Intended for mixed use buildings, however residential will remain the dominant use.
  • The precinct will continue to cater for government service providers co-located with non-government organisations that provide valuable housing, employment and social support services.
  • Small convenience and value based retailing will play an important role in meeting daily shopping needs of the surrounding community.
  • 3 to 6 storeys and 7 to 8 storeys for landmark/gateway buildings

Logan Gardens

  • The informal gardens, all abilities playground, district sports fields and associated sporting clubs (Logan Brothers Rugby League) will continue to support a range of formal sporting activities and informal recreation.
  • Community and sporting facilities that complement the role and function of the sporting fields and metropolitan park are supported.

Urban living

  • The Urban Living areas capitalise on being close to the services, employment and entertainment facilities at the Cultural Centre and Croydon Road precincts, while still primarily being suburban neighbourhood.
  • The areas will provide a transition in scale and intensity of development to the adjoining neighbourhoods.
  • 3 to 7 storeys and 10 to 12 storeys for landmark/gateway buildings.

Parkside living

  • A variety of housing forms are promoted to take advantage of the visual amenity offered by Logan Gardens and high level of access to a range of recreation activities, civic and community uses.
  • 2 to 3 storeys.

Background studies

Several background studies and strategies have informed the preparation of the Logan Central Draft Master Plan and provide an overarching framework for regeneration and urban renewal within Logan Central.

School Sites Planning Study

Sustainable education facilities that support and enhance learning in the 21st century and are responsive to the needs of the local community are key to the vision for Logan Central in the draft Master Plan.

A School Sites Planning Study has been done to look at opportunities for relocating Woodridge State School and the nearby special school. Logan City Council and the state Department of Education and Training are currently examining the possibilities for realising this vision of the new education precinct for Logan Central.
