Planning Scheme Amendment 2009 No.5 (Park Ridge Structure Plan)

Logan City Council adopted the Planning Scheme Amendment 2009 No.5 (Park Ridge Structure Plan) on 25 October 2011. It has now taken effect following notification in the Government Gazette on 11 November 2011.

The adoption follows the endorsement of the amendment on 25 January 2011, to inform the development of the new Logan Planning Scheme. The reason the amendment was not adopted in January was because, at the time, there was not an appropriate infrastructure charging regime in place to support it. Since then the State legislation governing infrastructure charges has changed and Council has adopted the Adopted Infrastructure Charges Resolution No.1 (2011). There is now an appropriate infrastructure charging regime in place to support the amendment.

The Amendment for Park Ridge has been developed by Logan City Council over the past four years. The aim of the plan is for an integrated, well planned, well serviced urban community and employment area that is defined by an extensive environment, parks and waterways network. The plan identifies infrastructure requirements, land constraints and natural assets, as well as land uses and residential densities. This plan will guide development in the Park Ridge area for the coming decades.

Development can commence

With the adoption and commencement of the amendment, zonings in the Logan Planning Scheme will change for the first phase of the amendment area. This will make it easier for residents to develop their land in accordance with the amendment.

Public issues and modifications to the Amendment

During the public consultation period, a total of 206 public submissions were received and subsequently reviewed. Council has carefully considered all of the submissions and made a number of modifications to the Amendment in response to submissions. Council has prepared a report that demonstrates how these matters were considered and highlights the relevant changes that were made in response. Council is proud to present the Amendment for Park Ridge and would like to thank the community and stakeholders for their input into creating a plan that will provide for the sustainable development of Park Ridge over the coming decades.

Guiding Principles

To help guide the structure plan development, Council has identified a set of guiding principles under the following themes:

  • residential communities (including housing needs and diversity);
  • employment precincts (including enterprise and a specialist activity centre);
  • urban open space (wildlife corridors, recreation and sport, parks, bikeways);
  • transport (public transport, road corridors); and
  • infrastructure (community services, water and sewerage networks, telecommunication and electricity networks).

Terms of Reference

A Steering Committee for the Park Ridge MPA structure planning process has been formed and comprises Councillors and senior officers. The Steering Committee is the primary decision-making body for the project. Please refer to the Terms of Reference document which details the governance of this project.

Background

In 2008, Council released several options for public comments. Feedback was taken into consideration and a preferred option was released for community consultation in December 2009 to February 2010.
