Community benefit fund

Community Benefit Fund (CBF) is a discretionary fund that allows councillors to meet requests for financial help from eligible organisations. This may be for activities, events or projects that demonstrate a 'community purpose' as defined in the CBF Policy.

CBF operates under sections 201B and 202 of the Local Government Regulation 2012. 

Funding available

Council allocates a budget for CBF each financial year. The prescribed and total amount budgeted as discretionary funds is $181,676 for the 2021 / 2022 financial year.

The amounts budgeted for use by each councillor are:

Discretionary funds have not been allocated for capital works of Council.

Application timeframes

The application period closes on 30 April each financial year, or when there are no funds left (whichever comes first).

Where possible, please submit your funding request prior to the project or activity being undertaken.


Please ensure that your project or activity is not eligible for another Council grant before considering CBF. If you are unsure whether CBF is the right funding for you, please contact Council’s Community Grants Coordinator on 3412 5858.

Councillors use their discretion when allocating funds for eligible CBF applications. Please note there may be other factors that affect whether your application is supported. This might include depletion of funds, your organisation has already received funds this financial year, etc.

How to apply

You must read the above eligibility documents and ensure that you are not eligible for other Council grants before you apply for CBF.

If CBF is the only funding you are eligible for, you can submit your request:

  • online by filling in the CBF funding request form, or
  • if you prefer to complete a physical form, please call us on 07 3412 3412 or email us at (please expect delays with this option)

Assessment process and notifications

Once we receive your application we will assess it against the eligibility criteria. If you meet the eligibility criteria we will forward your request to the relevant councillor(s) for a decision.

If we need more information or determine that you do not meet all the eligibility criteria, we will contact you and give you the opportunity to comply. We will also advise of any delays this may cause.

If your request could be funded under another Council grant program we will direct you to the correct program. You will then need to re-apply for that grant.

If the councillor supports your application you could receive the funds within two to three weeks from the date we received the application. Please note that the amount supported may not match the amount you applied for.

If your request is unsuccessful, we will notify you.


Successful applicants must acquit funding within 8 weeks of completing the funded activity. To do this you will need to provide evidence of how you spent the funds, including receipts.

Please to complete the CBF evaluation form to acquit your funding. Please ensure you attach all receipts.

Please note that you will not be eligible for any Council funding if you have an outstanding acquittal or debt with Council.
