Narrator:
Do you know how the City of Logan is planned?
On screen:
A big book appears with the following words on it “Logan Planning Scheme 2015”. Above this book is the heading “Logan Planning Scheme”.
Narrator:
Just like other councils, we have a planning scheme, which is the blueprint for development in the city.
On screen:
Another big book appears, replacing the previous, with the following words above it “SEQ Regional Plan”. This book slides to the left and a map of Logan appears with people and houses popping up around the map.
On the left-hand side near the South East Queensland Regional Plan book are the words “Population 500,000 by 2041” and a graph symbolising houses and factories being built.
Narrator:
Logan’s planning scheme is shaped by the State Government’s South East Queensland Regional Plan. This plan ensures Logan helps manage the future growth in the region. It tells us where development can happen and sets growth targets for population and jobs.
On screen:
The planning scheme slides to the left-hand side of the screen and 6 squares appear on the right-hand side. In each square is a picture of a type of Council infrastructure with a label. The labels for the 6 squares are Water, Wastewater, Transport, Stormwater, Parks and Land for community facility.
Narrator:
The planning scheme is the ‘book of rules’ that guides the way land and buildings are used and infrastructure is delivered. So why is it important to follow these rules?
On screen:
A suburban picture of a house with a road in front. Above the house is the picture of a woman, Rachel the Resident. On the vacant property next door is a “For Sale” sign. A factory is dropped onto the vacant property with the picture of a man wearing a hard hat above the factory, Dan the Developer.
Narrator:
Let’s take Rachel the Resident. She lives in a 4 bedroom house on a typical residential street. Dan the Developer wants to build a factory creating lots of exciting jobs for the city. Does it make sense for the factory to be built next to Rachel’s house? Probably not because it would disrupt the neighbourhood.
On screen:
The image slides to the right, suggesting the factory is moving down the road. It moves a long way and ends up off the end of the road in the middle of a nature scene with trees and rocks. After a pause the road and a pipe appear in front of the factory. A big red cross appears on the factory in this location.
Narrator:
How about over here? Probably not because we want to preserve Logan’s natural beauty and use infrastructure sensibly.
On screen:
A picture of an industrial building with a vacant property next to it. Dan the Developer’s factory is dropped onto the vacant property. A big green tick appears on the factory in this location.
Narrator:
Or would it make more sense being built where other factories are and where the infrastructure is already planned?
On screen:
The big book being the Logan Planning Scheme appears on the screen.
Narrator:
The Logan Planning Scheme helps make these decisions easier.
On screen:
The screen splits into two. A smiling Rachel the Resident with her house appears on the left-hand side and a smiling Dan the Developer appears with his factory on the right-hand side.
Narrator:
It helps Rachel keep her residential lifestyle. And it helps Dan make good decisions on where to build his factory.
On screen:
A map of Logan appears with the big book being the planning scheme sitting on top of it. Several small banners appear with the word ‘amendment’ on them and flow into the planning scheme book.
Narrator:
The planning scheme does a lot and it’s always being improved to keep up with how things change and what the community wants.
On screen:
The screen splits into 6 equal parts. 6 people from different backgrounds appear, each person is in their own different coloured box.
Narrator:
