Surface defects, Mundoolun Road

 

Council acknowledges the time it has taken to rectify the deteriorating condition of the new Mundoolun Road surface. We recognise the affect the project has had on the community and thank you for your patience. We have been working with our contractor to develop a plan of action to permanently rectify the defects.

 

Rectification works are scheduled to commence from 2 April 2024 and include laying a new asphalt road surface from East Street to Monmouth Court and from John Collins Drive to Collins Creek Road.

 

What has happened

 

Soon after the project was completed in December 2023, we became aware of potholes and surface deterioration defects on the newly laid road surface.

 

Bitumen (tar) was observed coming through the new stone surface, which is called flushing or bleeding. This resulted in excess bitumen at the road surface, particularly in the wheel paths.

 

The contractor engaged a pavement specialist to undertake testing of the road surface to determine why bitumen was coming through the recently laid stone surface, so they could design a suitable solution.

 

The specialist found there was a misalignment in the specification and quality of the surface seal material applied, in proportion to the traffic flow on this road. Additionally, the pavement surface deteriorated sooner than expected due to the road being open to traffic before the newly laid pavement had sufficient time to set.

 

What you can expect

 

Rectification works are expected to commence from 2 April and finish in late May 2024, weather and construction conditions permitting. Works will generally occur from Monday to Friday 7:00am to 6:00pm. If works are required to be completed outside of these hours, nearby residents will be notified.

 

Please continue to drive safe by driving to conditions and following the traffic signage in place.

We are upgrading 4.5 kilometres of Mundoolun Road, from the East Street / Edelsten Road roundabout to just north of Monmouth Court, and from John Collins Drive to Collins Creek Road.

This project is being delivered under our Capital Roadworks and Drainage Program and is funded in part by the Australian Government through the 2022/23 Roads to Recovery Program. Improvements include a smoother road with wider lanes and shoulder, improved flood immunity and better intersections to keep you moving.

Project timeline

Early works, including clearing and the relocation of services started in January 2023. All early work activities are now complete. Main construction works commenced in late May 2023

It is expected that the road restoration works will be done between July and August 2023. Construction, including landscaping, lighting and line marking is anticipated to be completed December 2023, subject to weather and construction conditions.

Project features

The road upgrade will maintain safety as traffic increases. This means:

  • raising the road in some sections to improve flood resilience
  • improving how the road curves
  • widening lanes and building wider shoulders
  • road resurfacing in some sections
  • improving drainage
  • minor changes at some intersections to make turning easier for heavy vehicles.

Project benefits

The road upgrade will deliver a range of benefits, including:  

  • improve road conditions
  • improve safety for all road users via lane and shoulder widening and smoothing out of some bends
  • provide better flood protection for parts of the road corridor.

Project impacts

We will make every effort to minimise disruption. Given the nature of work, some temporary construction impacts can be expected:

  • changed traffic conditions (including reduced speed limits, detours, and some traffic congestion)
  • temporary disruption to driveway access (affected residents will be notified)
  • increased noise, dust, and vibration
