Charges on my rate notice

This page outlines the main charges you may see on your rate notice. To confirm the specific amounts you have been charged, please refer to our Annual Budget document, see Budget, fees and charges

General rate

The general rate charge is calculated based several factors being the rateable valuation of the property, the general rating category, the relevant rate in the dollar, and the relevant minimum charge.

This charge contributes to the funding required to deliver the key services provided throughout the city.

Environmental charge, community services charge a volunteer fire brigade charge

The charges stated above are classified as separate charges which are fixed amounts levied on all rateable properties. Council levies a separate charge where it considers there is a benefit in identifying to each ratepayer the charge for a particular service, facility, or activity. Council considers that each parcel of rateable land within the local government area should contribute equally to the separate charges rather than based on the rateable valuation and use of each property.

Environment charge

The Environment Charge ($25.35 per quarter for 2024/25) helps fund our environmental program which includes:

  • community partnership projects such as Land for Wildlife and Voluntary Conservation Agreements
  • EnviroGrants and World Environment Day events
  • waterway rehabilitation, water quality monitoring and waterway management
  • acquisition of environmentally significant land
  • biodiversity and threatened species management
  • energy and climate change projects
  • vegetation management, bushcare and bushland maintenance

Community services charge

The Community Services Charge ($111.35 per quarter for 2024/25) helps fund the operations, maintenance, and capital requirements of our 9 libraries and 55 community and neighbourhood centres in 70 suburbs, including:

  • Logan Art Gallery
  • 3 Indoor Sports Centres
  • 6 aquatic centres
  • Logan Entertainment Centre
  • Beenleigh Events Centre
  • Kingston Butter Factory Cultural Precinct
  • other community facilities.

It also helps fund social services like:

  • sporting and community grants
  • school holiday activities
  • Active and Healthy program
  • safer city programs
  • social infrastructure development
  • sport and recreation development
  • cultural diversity activities.

Volunteer fire brigade charge

The Volunteer fire brigade charge ($0.41 per quarter for 2024/25) helps fund the services provided by rural fire brigades in Logan.

State emergency levy

The State Emergency Levy is a charge Council collects on behalf of the State Government. The Levy is applied to all Queensland properties to ensure there is a sustainable funding base for fire and emergency services and recognises that all Queenslanders are at risk from a wide range of emergencies including floods, cyclones, storms as well as fire and accidents.

The amount charged is determined based on the property use, size of the property, proximity to a fire station, and the staff available at the first station.

Garbage charges

The garbage charge shown on you rate notice is to fund the garbage services provided to your property. The charges vary depending on the type and frequency of the service. The most common garbage services are a 240 llitre waste bin collected weekly and a 240 litre recycling bin collected fortnightly. For 2024/25, this combination of garbage services is $86 per quarter.

Water service charge

The Water Service Charge is a charge collected to maintain Council’s water network and can apply to a property under multiple different circumstances including where:

  • a water meter connection has been made on the property
  • a service connection exists which is not metered
  • the service is available, but a connection has not yet been made to Council’s water network.

The method used to calculate the charge can vary based on the type of property and the number of connections. For 2024/25, most standard residential properties would be charged  $79.36 per quarter.

Wastewater (sewerage) charge

The Wastewater (Sewerage) Charge is a charge collected to maintain Council’s wastewater network and can apply to a property under multiple different circumstances including where:

  • a connection has been made to Council’s wastewater network
  • the service is available, but a connection has not yet been made to Council’s wastewater network.

The method used to calculate the charge can vary based on the type of property and the number of connections. For 2024/25, vacant land without a connection yet would be charged $140.25 per quarter. Most standard residential properties with a connection would be charged $187.01 per quarter.

Water usage

The water usage charge is based on the number of kilolitres of water used. The charge consists of two separate components:

  • State Government Bulk Water charge - $3.4440 per kilolitre
  • Logan City Council charge - $1.0428 per kilolitre.

Account establishment fee

When a property is purchased, Logan City Council charges an account establishment fee of $92.50 for the transfer of property ownership to the purchaser. This fee will appear on the first rates notice issued after the change of ownership is processed. For more information, please download the Account establishment fee fact sheet (PDF 188 KB).

Supplementary charges

Supplementary rates or charges occur when there are changes to the property’s valuation or the services available. The charges are usually a one-off charge that is calculated on a pro-rata basis from the date the change takes effect.

Interest

Interest of 12.35 percent per annum compounding daily is charged on overdue rates and charges. We choose to impose the maximum interest rate allowed on overdue rates and charges in an effort to encourage both on time payments and for those experiencing financial hardship to enter and maintain agreeable payment plans to pay down their overdue rates.

As a guide, if $1,000 was overdue and attracted interest for 30 days, $10.20 worth of interest apply.

Prompt payment discount

We offer a prompt payment discount of $120 per year ($30 per quarter) to properties categorised in the Residential 1 general rating category provided rates and charges are paid in full by the quarterly due date.

The prompt payment discount will only appear on your rate notice if you have been charged a Residential 1 general rate for the quarter.
