Project overview

We are delivering two major stormwater upgrade projects around Cowper Avenue and Kelly Street in Eagleby.

Project update April 2024

Works on the Eagleby master drainage project are on hold. Since our last update in March, the contractor responsible for the works, Allroads Pty Ltd, has been placed into liquidation by the Queensland Supreme Court on 21 March 2024.

We recognise the affect the ongoing delays have had on the community and understand the frustration of residents living on impacted streets. Council is committed to keeping the community up to date as information is available.

Thank you for your ongoing patience and understanding during this challenging time. 

What you will see us doing

In late February, Council took action to place its own crews on site to improve amenity and safety. This includes:

  • securing pits and making open work areas safe
  • removing loose gravel and street sweeping
  • patching wash-outs and scours next to driveways and kerbs
  • undertaking regular watering to reduce dust
  • ensuring signage is in place around detours and work areas.

You will continue to see  our teams in the area maintaining the project site.

What you can expect

Recommencement of works

Regrettably, with the contractor placed into liquidation, a new contractor is now needed to finish the partly completed work. Prior to the appointment of administrators, we were engaging with Allroads who were attempting to restructure their business and complete the project. Working with Allroads presented the quickest and most cost-effective way to complete the works in progress.

With the movement of Allroads into liquidation, the process to secure a new contractor is underway. Council has been quantifying the outstanding works and will be engaging with contractors over the coming weeks on their availability and capacity to complete them.

Unfortunately, establishing an arrangement with a new contractor to continue the incomplete work of others is complex. We appreciate that residents would like more clarity about when the work will restart, and when we have resolved these matters, we will provide further advice.

Maintaining safety

Council crews have patched potholes and securely fenced open work areas to maintain safety on local streets until works can recommence. Detours, including changes to public transport routes, remain in place. Our crews have installed signage and fencing to continue these services. We have teams on site to respond to issues that are reported to us. If you notice any immediate safety concerns, please call Council on 07 3412 3412.

Reducing dust

We’ve heard from the community that dust is a continuing issue. We have actioned water trucks twice daily across unsealed roads, and arranged for dust bonding agents to be applied in the coming weeks as an additional control measure.

Reducing gravel

Street sweepers are being deployed in locations where gravel accumulates on the road to reduce build-up.

Proposed re-openings

We have received requests from the community to temporarily reopen some of the existing closures, such as the closure at Fryar Road and Logan Street.

Reopening such road closures for a limited period before works recommence is not possible due to exposed pipes, pits and impacts to other services.  Council will make the reopening of closed roads a priority when construction activities restart on site.

Project features

The upgrade will include

  • installation of 2.6 kilometres of upgraded drainage infrastructure including larger pipes, maintenance holes and culverts
  • resurfacing parts of the road impacted by the works
  • driveway reconstruction works (where required)
  • replacement of kerb and footpath (where required)
  • vegetation removal and tree trimming (where required)
  • associated works including replacement/relocation of services and restoration activities.

Project benefits 

The Eagleby master drainage upgrade will deliver a range of benefits, including: 

  • allowing stormwater to drain more easily during wet weather events
  • helping to protect people and property
  • building a more resilient and reliable stormwater network.

Project impacts

To reduce the duration of the works, we will have multiple crews working at the same time across the Cowper Avenue and Kelly Street catchments.

This will speed up the works and reduce the duration of disruption to the community.

Given the nature of the work, unfortunately some impacts are unavoidable including:

  • increased noise, dust, and vibration
  • temporary footpath closures or diversions, and/or temporary bus stop relocations. Changes will be signed.
  • temporary loss of street parking and driveway access. Affected residents will be notified in advance.
  • temporary closure of some local parks
  • temporary water, sewer and power disruptions
  • intermittent nightworks where required (residents will be notified).

Local traffic

  • Changed traffic conditions including reduced speed limits, road/lane closures and detours (as needed).
  • Traffic controllers will be available during working hours to assist as required.
  • Motorists are advised to plan their journey and allow extra travel time. We thank you for your cooperation and patience as we work to provide a safer, more resilient, and reliable stormwater drainage network.
