Community leasing is about helping, encouraging and developing partnerships with the Logan community by providing land and facilities that meet community needs.

Sport, recreation and community facilities

The City of Logan is fortunate to have many proactive sporting, recreational and community organisations involved in providing activities and programs to target the needs of our diverse community. We provide facilities that can be leased to not-for-profit sporting, recreational and community organisations for the purpose of delivering a range of activities and programs to benefit our community.

Is your organisation looking to lease a Council facility?

We regularly receive leasing requests from sport, recreation and community organisations. As there is a high demand to lease Council facilities, our Community Services Branch maintains a register of interested organisations. Factors your organisation should consider when choosing a facility for your sport, recreation or community organisation

When choosing a site for a possible sporting, recreational or community activity or service, you should take the following into account:

  • Community need - Is there a community need for your proposed activity or service in your chosen location? Consider if there are similar facilities established in the area, and if you can provide an additional service and benefit to the community.
  • Suitability - Is the facility suitable to accommodate your proposed activity or service?
  • Size – The facility should be an appropriate size to accommodate your intended activity or service. Consider if you can use and maintain the whole of the site, including internal and external areas.
  • Multiple users - If you are unable to use or maintain the whole of the site, consider if your organisation would be willing to share with other users.

Does Council provide help to sport, recreation and community organisations during the term of the lease?

We have developed the Club and organisation planning toolkit to help sport, recreation and community organisations identify and prioritise their needs. This information helps us to understand the organisation’s needs, plans and direction for each year. The toolkit refers to setting directions in line with the changing needs of the Logan community. Are there opportunities for sport, recreation and community organisations to apply for grants and/or funding?

We are committed to providing support to sport, recreation and community organisations in Logan City. If your organisation is interested in applying for grants, donations or funding, see our Grants page.

What happens when a Council facility becomes vacant?

When a facility becomes available we call for an expression of interest (EOI) process to invite, identify and appoint suitable lessees to council facilities.

The EOI process is undertaken in the following steps:

  1. We will notify organisations listed on our Register of Interested Organisations (RIO) when a facility becomes available
  2. An Expression of Interest document is provided. The EOI document details of the facility, the relevant selection criteria that organisations must respond to in their application and details on how to make an application
  3. Interested organisations can view the facility and submit their applications within the nominated timeframe
  4. We review all eligible applications based on the selection criteria and recommend preferred applicants for consideration and approval
  5. Unsuccessful applicants are advised of the decision and will stay on our register.

To lease a Council facility, all applications must meet the following:

  • All applicants must be incorporated under the Associations Incorporation Act 1981 (Qld) or similar legislation, before a licence or lease being granted. You can find more information about incorporation on the Office of Fair Trading website.
  • All applicants must provide evidence of public liability insurance in the amount as requested by Council.

Other things to consider:

  • Is the facility suitable for your organisation’s needs?
  • Can your organisation share facilities or fully activate and use the facilities and resources?
  • Does your organisation have an organisation development plan or strategic plan?
  • Does your organisation or service meet community needs?
  • Is your organisation well connected to the Logan community?
  • Can your organisation undertake development and maintenance of the facility?
  • Can your organisation meet lease Key Performance Indicators?

Current tenant responsibilities

We have been granted a lease of a Council facility, what now?

Your organisation’s committee members should be familiar with the terms and conditions of the lease, especially the details of the term, permitted use and Key Performance Indicators.

Lease Key Performance Indicators may include:

  • attendance at annual briefings with Council
  • operation strictly in line with approved governing body regulations, the associations constitution, rules and by-laws, and any other rules imposed by Council or a regulating body
  • demonstrated evidence of activating the leased space and engaging with local communities
  • a demonstrated proactive approach to good neighbour principles by evidence of complaint or dispute resolution processes
  • submission of an annual report to Council detailing compliance with Key Performance Indicators
  • submission of annual audited financial statements and certificates of currency for insurances
  • undertaking facility maintenance to an acceptable standard.

We require organisations to comply with Key Performance Indicators. This makes sure organisations are being proactive in ensuring facilities are activated to their full capacity and providing the desired community benefit.

Are there any costs our organisation will be responsible for?

Yes, sport, recreation and community organisations should budget for costs associated with:

  • general running costs of a building (water, sewerage, cleaning, electricity)
  • public liability insurances
  • maintenance.

Does Council provide help to offset the cost?

Yes, we may provide remissions on water, sewerage and cleaning services depending on the organisation’s category as outlined in our Remissions to Sporting, Recreational and Community Organisations policy.

We are also responsible for the cost of insurance on the building and improvements that are leased to all Sport, Recreation and Community Lessees.

How does the remission policy work?

In line with our Remissions to Sporting, Recreational and Community Organisations policy eligible organisations may benefit from remissions on Council issued invoices for identified water, sewerage and cleansing charges.

Remissions are not available for State fire levies and/or other such charges.

Entitlement to remissions is subject to organisations complying with the terms of the lease or licence including Key Performance Indicators.

Annual Lessee Workshop

We facilitate an annual workshop developed to provide updated information and leasing advice to lessees. A delegate from all sport, recreation and community-based organisations that lease a Council facility is required to attend this workshop.

The aim of the workshop is to help organisations comply with reporting, statutory compliance and facility/organisational development. The anticipated outcome is better facilities with optimum activation. The workshop will be held in August each year. We will advise your organisation by email about eight weeks prior to the workshop.

What happens at the end of our lease term?

If your organisation wants to renew its lease, your organisation will need to advise us in writing at least 3 months before the lease expiry date. We will consider this request in line with the relevant leasing policy.

If your organisation is unsuccessful in securing a renewal at the end of your lease term, your organisation will be required to hand back the facility to Council in good and tenantable repair, with all your organisation’s goods removed from the premises.

Can our organisation hire community facilities short-term?

Yes, we have facilities available to the community for community functions, public seminars and special occasions. You can find more information on our Community centres page.
