Water and sewerage development

1. Overview

Our Water Development Services (WDS) team assesses the water and sewerage aspects of development applications, including Building Over or Near Infrastructure (BOONRI) applications.

WDS also provides technical advice about our network and prepares infrastructure agreements for water and wastewater services with land developers.

If you need help to determine if a new connection to our Council’s water and/or wastewater infrastructure is feasible, please contact our team to discuss your proposal.

2. Private works

To connect or alter water or wastewater infrastructure that relates to development approvals or minor works you need to lodge an application with us.

Please note that the Private Works application will need an approved design plan to accompany the lodgement.

3. GIS Mapping and As-Constructed Information of Water and Sewerage Assets

Geographical Asset Information

The location and technical information for water and sewerage assets within Logan can be accessed through Council’s Open Data Portal. The following are links to this information:

The assets include pump stations, mains, water valves, water hydrants and sewerage maintenance structures. 

The technical information provided for these assets includes pipe diameter, material, age, invert levels and depths.

This spatial information can be downloaded as a shapefile (.shp), and utilised in a wide range of geographical applications.

As-constructed Drawings

Water and sewerage as-constructed drawings can be accessed using the following online tools:

  • Logan City as-constructed plans – search for a property to find water and sewer, house drainage, stormwater and roadworks plans. Noted that the level of information available varies, depending on the property.
  • Development Enquiry Tool – to see documents associated with development applications.

If you cannot find as-constructed plans for a property using our online services email council@logan.qld.gov.au. We will investigate and let you know if records are available (please allow 5 to 10 working days). An onsite search at the developer’s expense may be needed to locate existing services if we do not have the information.

4. Building over or near relevant infrastructure (BOONRI)

If you want to build a structure close to existing water or sewerage (wastewater) infrastructure you may need approval.

A private building certifier will assess your proposed building works to make sure the works do not damage or block access to infrastructure. They will assess this against the Queensland development code and tell you if you need an approval from us.

5. Design and construction standards

Design variation requests

If you want to vary from the design and construction standards for water and sewerage infrastructure works please complete and submit a design variation request form(PDF, 71KB) within your operational works application.

Operational Works Checklist 

Operational Works Checklist – Water and Sewerage(PDF, 362KB) applicants are encouraged to submit the completed checklist with their operational works application for water and/or sewer infrastructure. This will assist in providing a submission compliant with the SEQ water and sewer Codes and Council’s requirements for operational works applications. Fully compliant applications will reduce the need for information requests, reduce the assessment timeframe and minimise the likelihood of a refusal.

6. Development industry consultation

We often by asking for feedback about discussion papers and regularly consult with interested stakeholder groups about water and sewerage matters.

All feedback is considered when we prepare future policies, guidelines and amendments to the infrastructure requirements and water supply standards.

7. Easements

We need easements on private property to manage important water and wastewater infrastructure. Easements allow us to enter private property so that we can construct, maintain, protect and inspect this infrastructure.

8. Infrastructure and tankering agreements

Infrastructure agreements

Infrastructure agreements are a contractual agreement between developers and Council. They detail the obligations and entitlements for each party, like the timing for the delivery of infrastructure works and the value of infrastructure offsets and refunds.

Tankering agreements

Tankering agreements are a contractual agreement between a developer and Council. Tankering agreements provide certainty as to the method and responsibilities for collecting and conveying wastewater flows from a development to a Logan City Council designated wastewater treatment plant.

9. Local government infrastructure plan

In line with Queensland planning legislation, we have a local government infrastructure plan (LGIP) to manage long-term planning and delivery of trunk infrastructure.

These may be helpful when considering the potential servicing requirements for a nearby development site.

11. Work requests from State Government

Government Departments may need information directly from us or their contractor to carry out works relating to water and sewerage.

Information they need may include:

  • technical advice
  • an estimate of cost or quotation to undertake planning works
  • preparation of design drawings
  • carrying out construction works for new infrastructure
  • relocating or modifying existing water or sewerage infrastructure.

12. Sub-metering for multi-unit properties

The Water Sub-Metering for Multi-unit Properties Guidelines have been prepared to assist customers and their consultants to understand:

  • the access provisions of meters
  • the location of meters
  • the type of meters that are permitted
  • the plumbing configurations permitted
  • details required for the installation of meters, and
  • handover requirements for meters.

13. Development Support Services

Logan Water now offers the below range of optional development support services. These services are designed to provide more timely, upfront technical advice and improve certainty during planning and design.

Fire Hydrant Pressure and Flow Modelling

This service draws on Council’s network data to simulate how the water system performs under appropriate demand conditions, helping determine whether the network can meet Council’s desired service levels for fire-fighting. A desktop assessment will be undertaken that uses hydraulic modelling to estimate the available water pressure and flow at nearby fire hydrants for a proposed development.

The scope of works will generally be completed within 10 business days from the date of payment - $500 ex GST

Fire Hydrant Pressure and Flow Testing

On-site testing to measure actual water pressure and flow available from a fire hydrant under controlled conditions. Testing involves opening a hydrant and measuring flow rate and pressure to confirm the available capacity of the water supply for fire protection systems.

The scope of works will generally be completed within 15 business days from the date of payment - $500 ex GST

Water Supply Network Modelling for Small Developments

This service provides a detailed assessment of how a proposed development will interact with the existing water supply network, using hydraulic modelling tools.

This modelling evaluates factors such as flow, pressure, demand and network capacity, allowing Council and developers to understand potential impacts and identify any required upgrades. Network modelling helps utilities make informed decisions about system performance and future infrastructure needs. Typically, a small development is considered 50 lots or less with negligible impact on the local network.

The scope of works will generally be completed within 20 business days from the date of payment - $2,000 ex GST

Wastewater Network Modelling for Small Developments

A technical assessment of how a development will impact the existing wastewater (sewer) network, using modelling and analysis tools. The modelling simulates how wastewater flows through pipes, pump stations and treatment systems to ensure the network can accommodate the proposed development and operate effectively. Utility network modelling enables understanding of how systems behave and respond to increased loading or changes in flow. Typically, a small development is considered 50 lots or less with negligible impact on the local network.

The scope of works will generally be completed within 25 business days from the date of payment - $2,500 ex GST

Water/Wastewater Planning Study Scoping Document

Logan Water has completed Water and Sewerage Master Planning for the entire area of Logan. However, there are areas within Logan where the catchment and/or detailed planning has not been undertaken. Developers lodging a development application in these areas may be requested to provide a planning report to identify infrastructure works needed to service the proposed development. If catchment planning is needed, developers are encouraged to contact our team to discuss the possibility of engaging Logan Water to undertake this planning report. Catchment planning will generally determine the alignment/location, size/specifications and/or the easements/land needs for future trunk water and sewerage infrastructure works required to service an area much greater than an individual development. The costs of undertaking this planning report may be eligible for Infrastructure Charges Offsets. Where Logan Water supports such an arrangement, the developer needs to complete the Request for scoping application form which will be available on our website from 1 July 2026. Logan Water will prepare a scope of works for the planning report.

The scope of works will generally be completed within 15 business days from the date of payment - $5,000 ex GST

Additional time may be required if the development is outside the Planned Infrastructure Area.

Water/Wastewater Planning Study

A comprehensive technical study that assesses the capacity of water and/or wastewater infrastructure to service a proposed development. The study evaluates current and future demand, network performance and infrastructure requirements, and identifies any necessary upgrades or mitigation measures to support the development.

The scope of works will generally be completed in accordance with the timeline provided in the Water/Wastewater Planning Study(PDF, 114KB) document - Price On Application.
