Beneficial enterprises are corporate entities, legally separate from Council but owned by it (wholly or in part) that must be "directed to benefiting, and can reasonably be expected to benefit" the whole or part of the City - refer to the Local Government Act 2009, Chapter 3, Part 2.
Unlike a company, which seeks to deliver value to its shareholders, Council is accountable to the public it serves. Therefore, the public, as ratepayers, are major stakeholders.
