Stall Permits

A stall is a booth, bench, table or stand used to display or sell merchandise in a public place. To operate a stall, you must obtain a permit from Council.

Stall Requirements

Stalls must not:

  • obstruct pedestrian movement on a footpath
  • obstruct driveways
  • obstruct vehicle movement
  • distract motorists.

Upon approval, Council may impose these and other conditions.

Busking Permits

A busker is an entertainer who performs in public spaces such as streets or parks. If the performance involves soliciting or receiving money, a permit from Council is required.

Busking Restrictions

Buskers must not:

  • use amplification devices
  • use abusive or offensive language
  • use dangerous items (e.g. knives, fire)
  • disrupt retailers
  • display items for sale or distribute flyers.

Buskers may keep any money received during performances. Additional conditions may be imposed upon permit approval.

Touting and Business Advertising Publications Permits

Touting involves approaching people to verbally or in writing promote a business, commercial, or trade activity. A permit from Council is required to tout in public places.

Touting Restrictions

Touters must not:

  • use amplification devices
  • use abusive or offensive language
  • use dangerous items in demonstrations
  • disrupt retailers
  • display items for sale
  • allow flyers or advertising materials to become litter.

Council may impose additional conditions upon permit approval.

Business Advertising Publications

A business advertising publication promotes a business, commercial, or trade activity. A publication includes any printed or written material (excluding newspapers), such as:

  • books, pamphlets, or leaflets
  • circulars
  • handbills
  • notices or tickets
  • vouchers or passes
  • advertisements
  • posters
  • magazines or other periodicals.
