Amend TLPI 1/24 to be consistent with the Flood Risk Assessment

TLPI 1/24 places a restriction on all building works in the High Flow Area Overlay. This is one aspect of the supporting flood risk assessment, however, this assessment also recommends that due to the low risk nature of domestic scale building works where there is no increase in the number of dwellings, the Council should not go further than the Queensland Development Code MP3.5 in attempting to regulate class 10 buildings or small scale extensions and changes to residential buildings.
Amend the TLPI 1/24 and future planning laws for the High Flow Area Overlay to make class 10 buildings, small scale extensions and changes to residential buildings permitted developments without further assessment. This change will make planning laws consistent with the Flood Risk Assessment and avoid over regulation.
