During December select actions from the Safe City Strategy and Action Plan 2021 to 2025 were delivered, specifically:
  • 3 Crime Prevention Through Environmental Design (CPTED) audits were completed and recommendations actioned
  • 2 community safety related requests from residents were actioned
  • 2 community safety assessments for leased sporting facilities were completed
  • 1 community safety assessment for a proposed community garden was completed
  • 1 community safety assessment for a community centre was completed
  • 2 community safety assessments for liquor licence applications were completed
  • 1 community engagement event was attended by Community Safety Officers with Springwood Police Beat.

Disability Action Plan
June 2024 On Track During the second quarter of 2023/2024, the following key highlights were achieved:
  • 20 actions have now been completed
  • 31 actions are in progress
  • 3 additional actions have taken place across the organisation including a proposal to conduct an accessibility audit across all Council facilities, incorporating braille and Auslan sign language into signage at Alexander Clark Park and an update of the digital accessibility guidelines
  • Queensland Disability Action Week took place from 25 November to 2 December, which celebrated Queenslanders with disability and the contributions they make to our families, communities, workplaces and economy. We updated our website promoting Council's accessible programs and resources as well as highlighting some of the completed actions from the Disability Action Plan
  • Our People and Culture branch partnered with JobAccess to identify opportunities to support and employ more people with disability, and to ensure our workplace is accessible and inclusive. Through this partnership, Council will be well placed to benefit from the wide range of skills, abilities and qualifications people with disability have to offer
  • Kingston Butter Factory (KBF) Cultural Precinct was named Queensland's inaugural 'Accessible Venue of the Year' at the Queensland Music Awards
  • Our Waste and Recycling Program now provide braille bin lid stickers free of charge to assist residents who are blind or with low vision to identify the different bin types. The stickers will complement Council's existing medical assistance bin and supported bin collection services
  • Our Community Development and Economic Development teams are working together to leverage the Year of Accessible Tourism, and supported Bayside Wake Park and KBF to participate in the Access Accelerator Program, an 8-week structured mentoring and guided activity delivered by Spinal Life and Cerge
  • Logan Libraries continue to update their collection and now have 92 dyslexia-friendly titles, 18 dyslexia readers titles and 7 braille books available
  • 5 stories across 11 communications channels were shared including sensory sessions at Marsden Library, the Jigsaw employment program and an accessible tourism training program that KBF and Bayside Wake Park have recently been on
  • 18 Active & Healthy and KRANK providers attended disability awareness training
  • Our Parks team is currently working on the master plan concept for Alexander Clark Park which includes braille for visually impaired visitors, and Auslan sign language illustrations for the hearing impaired.

Reconciliation Action Plan
June 2024 Not Complete During the second quarter of 2023/2024, it was determined that completion of Council's third Reconciliation Action Plan (RAP) will take longer than the June 2024 timeframe outlined in Council's 2023/2024 Operational Plan.

The following activities have been conducted in the financial year to date:
  • Meetings were held with Council's Executive Leadership Team (ELT) to discuss priorities, resourcing and recruitment
  • 60 new Council staff members were inducted to Council's Reconciliation Ambassadors program
  • The Reconciliation Ambassador intranet page was updated to include new ambassadors and has become the main platform for sharing updates and information between Ambassadors
  • A sharing circle was held at Berrinba Wetlands with 31 Ambassadors in attendance
  • Engagement with internal and external stakeholders to discuss the development of Council's RAP.
The issues impacting the ability to prepare Council's third RAP in the 2023/2024 financial year include:
  • The need to refine, and seek agreement upon, the scope of responsibilities of Council's vacant First Nations Community Development Officer role before recruiting to the position. This includes establishing clarity regarding roles and responsibilities of related functions, services and activities across relevant teams in Council.
  • Timing for developing Council's third RAP is dependent on being able to recruit to the First Nations Community Development Officer and progressing appropriate engagement with Logan's Aboriginal and/or Torres Strait Islander community representatives.
The Community Development Program has worked in collaboration with ELT and relevant teams in Council to clarify roles and responsibilities and prepare a project plan for developing Council's third RAP.

The following activities are proposed to ensure that Council's third RAP will be developed by 2026, as per the commitment in Council's Corporate Plan 2021-2026:
  • Finalise and present to ELT a project plan, including roles, responsibilities and resourcing, to deliver Council's third RAP
  • Establish appropriate mechanisms for engaging with Aboriginal and/or Torres Strait Islander community elders and representatives in the development of Council's third RAP
  • Finalise the position description and undertake recruitment to the First Nations Community Development Officer position, whose input will be integral to the development of a meaningful RAP for Council.
It is recommended that the project description outlined in the Operational Plan 2023/2024 be amended to reflect the revised timeframes.
  • Purpose: Strengthen relationships, respect and opportunities that support outcomes for First Nations communities in the City of Logan.
  • Progress the development of Council's next Reconciliation Action Plan to support reconciliation in a coordinated approach across Council.
  • Outcome: Roles, responsibilities and resourcing are confirmed for the development of Council's third Reconciliation Action Plan. First Nations are informed on the progress of the Reconciliation Action Plan.

Logan and Albert River Litter Clean Ups
June 2024 On Track During the second quarter of 2023/2024, the Logan River clean-up program continued with monthly clean-ups of the river from Geoff Philp Bridge to the mouth of the Logan River.

The procurement process for a suitably qualified contractor, to undertake the large debris clean-up project along the Logan and Albert Rivers, has been completed.

Riverbank Restoration Projects
June 2024 On Track During the second quarter of 2023/2024, maintenance works were completed at previously planted riverbank restoration sites along the Logan and Albert Rivers.

The procurement process for weed removal and planting at Sebring Park, Riverbend has been completed.
EN3.3.1

Tree Planting Offset Projects
June 2024 On Track During the second quarter of 2023/2024, the following environmental vegetation offset projects were progressed:
  • Ooah Park, Buccan contract awarded, site prepared and planted and continues into the establishment phase after planting 18.3 hectares and 19,300 trees
  • Sebring Park, Riverbend continues with establishment phase of the project, with 2.8 heactres and 2,845 native trees
  • Brushwood Park, Cedar Grove continues with establishment and maintenance of 1.8 heactres and 1,667 trees
  • Ongoing maintenance of existing 77 hectares of offsets, over 21 sites, is continuing.
EN3.4.1

Environmental conservation partnerships
June 2024 On Track During the second quarter of 2023/2024, the Environmental Conservation Partnerships achieved the following:
  • 1021 members in total participating in the program
  • 34 new Habitat Connections members joined the program - 534 properties in total (10 properties deregistered from the program)
  • 11 new Land for Wildlife properties were registered - 487 properties in total (3 property deregistered from the program)
  • formal agreements remain at 30 (Voluntary Restoration Agreement, Voluntary Conservation Agreement and Voluntary Conservation Covenant)
  • 11 Land for Wildlife property revisits were conducted
  • 291 individual community engagement interactions were provided to community members
  • 18.63 hectares were added to the Land for Wildlife habitat network bringing the total to 6351.98 hectares
  • 4 threatened species were recorded on Land for Wildlife properties including a new threatened species record, Lagenophora fimbriata (19 threatened species have been recorded in total)
  • Upper Oxley Creek Landholder Engagement Project
    • 2 site visits for on ground weed works were carried out for phase three
    • responses received for Phase 4 of the project
  • 73 Environmental Conservation Partnership members submitted orders for conservation incentives (yearly total is 167 orders)
    • 1918 plants were ordered (yearly total to date is 5462 plants)
    • 4 nest boxes were ordered (yearly total to date is 20)
    • 12 resource books were ordered (yearly total to date is 30)
    • 7 herbicide orders were made (yearly total to date is 60).

Riverine Discovery Centre
June 2024 Not Proceeding During the second quarter of 2023/2024, following consultation with the State Government, Council decided on 9 December 2023 that the unacquitted/unspent balance of the South East Queensland Community Stimulus Package grant be returned to the State. (Resolution No. 118/2023).

This decision means that the Riverine Discovery Centre project will not progress this financial year.

It is recommended to remove this project from Council's 2023/2024 Operational Plan.

Energy efficient lighting upgrades
June 2024 On Track During the second quarter of 2023/2024, the LED energy efficiency lighting upgrade project progressed with a request for quote developed and put to market.

Sustainable Solutions
June 2024 On Track The solar farms at Loganholme and Chambers Flat are progressing and are in detailed design.

Construction has started for the Loganholme Depot, with earthworks nearly completed.

The Energy partner Request for Proposal has commenced and will close on 16 February 2024.
EN3.7.1

Solar Panel Recycling Service
June 2024 Monitor Enquiries with Council's existing e-waste and battery recycling service contractors regarding progress toward accepting solar panels have continued. However, these current service providers report that an absence of acceptable sub-contracting solar panel recycling services together with equipment procurement issues and long lead times for suitable equipment are delaying their plans to offer Council a viable solar panel recycling service.

Officers continue to investigate alternative service providers further afield, as well as explore options for other solutions. Successful recruitment of a temporary Waste Contracts and Projects Officer (Acting) will provide resource to progress these investigations.

Libraries Learning and Discovery Strategy
June 2024 On Track Libraries Learning and Discovery Strategy activity highlights for quarter 2 include:
  • 19,235 residents attended 1,891 programs and outreach activities
  • 8,163 residents were supported with tech help enquiries
  • 1,253 early childhood programs were delivered to 11,322 participants.

During December 2023:

  • 5,315 residents attended 151 library programs and outreach activities that cultivated sustainability, learning and wellbeing.
  • 3,528 tech help enquires and 238 people accessed the Accessibility Centre. 77 residents attended 15 Job Help sessions. 409 individuals, 24 aged care facilities and 25 retirement villages received home delivery services delivered by 79 volunteers.
  • 5,003 participants attended 112 early childhood events increasing literacy in our community.
  • 92,399 people visited Council's 9 library locations, and 1,859 new members joined.
  • The International Day of People with Disability was celebrated on 3 December with the promotion of Logan North's Accessibility Centre and Sensory story time at Marsden. 52 attended and utilised the sensory space and resources.
  • Internal consultation has informed the draft Libraries Learning and Discovery Strategy 2024 to 28. The draft will be presented to the Executive Leadership Team in the third quarter for their endorsement to proceed to the City Lifestyle Committee in the fourth quarter.

Arts Culture and Heritage Strategy 2023 to 2027
June 2024 On Track Interpretation and Response:

Arts, Culture and Heritage activity highlights for Quarter 2 include:
  • At the B105 Breakfast Santa in the Suburbs event on 1 December 2023, 3,000 people attended the event at Kingston Butter Factory Cultural Precinct, 22,000 people viewed the event as a Live Stream broadcast, 629 people travelled to the event on the Queensland Rail Network and 540 people participated in the children's scratch art ornament activity
  • At the City of Logan Christmas Carols event on Saturday 9 December, 7,000 people attended the event at Kingston Butter Factory Cultural Precinct and 7,000 people visited the Living Museum of Logan
  • The Regional Arts Development Fund Committee supported 7 applications for arts, culture and heritage projects to the value of $29,631 in Round 52 of the program
  • Dr Nicola Hooper worked as Artist in Residence at Living Museum of Logan to create new content for the Slacks Creek projection. The new projection includes portraits made by over 100 Woodridge State School students and extends from the Big Voices: Children Art Matters exhibition at Living Museum of Logan.

Logan Plan 2025 State Interest Review
June 2024 On Track During the second quarter of 2023/2024, the project team worked through the 131 items raised by the State Government in their information request. State Government also flagged that a supplementary information request will be made once the Regional Plan is updated.

Towards the end of the quarter, the State Government issued a pause notice requesting more information on the policies within the Logan Plan.

The Branch is working on providing the required information in accordance with the State Government request.
EG5.8.1

Digital Infrastructure and Connectivity Program
June 2024 Completed Interpretation and Response:
At the end of quarter 2, the identified program of works for the Digital Infrastructure and Connectivity Program is complete from both a Logan City Council and State Government perspective.

Highlights of the program included:
  • engagement with potential participants completed
  • network detailed design completed
  • fibre cable construction laid and installed
  • internet service to participating properties turned on.
The final report for the State Government, providing a comprehensive summary of the project, is due to be lodged by mid-March 2024. This is the final step in the project.

This project is now complete.

Infrastructure - Quarter 2, 2023 / 2024

  • continue work on the odour control system, truck refill, and septage receival areas
  • return effluent ring main completion
  • electrical work will continue with Energex power turn on to site in February 2024.
The project is on track for construction completion and commissioning as scheduled.

Water and Wastewater Capital Works Program
June 2024 On Track Interpretation and Response:

As at December 2023, the actual expenditure on the Water and Wastewater Capital Works Program was $71.6 million against a phased budget of $60.6 million, as a number of projects and renewal programs are ahead of schedule.

2023/2024 Parks Capital Works Program delivery
June 2024 On Track Interpretation and Response:

At the end of the second quarter of 2023/2024, delivery of the Parks Capital Works Program achieved $15 million spend against an adopted budget of $23.2 million, representing 64 percent completion of the annual program.

Project completions for the quarter include:
  • Riverdale Park
  • Eridani Park
  • Sweetgum Park
  • Elm Park upgrade
  • Alexander Clarke Park.
Current risks to the program are resourcing (both internal labour and contractors) and construction cost inflation. These risks are being proactively managed through Parks Pre Qualified Supplier Panel and value/scope management.

Road and Drainage Capital Works Program
June 2024 On Track

Interpretation and Response:

At the end of December 2023, delivery of the Capital Roadworks and Drainage Program achieved $73.6 million in overall expenditure. This was ahead of anticipated planned expenditure targets by 18 percent.

Notable projects under construction throughout December include:

  • Loganlea Road Upgrade, Loganlea
  • Chambers Flat Road Upgrade, Chambers Flat
  • Jimboomba Stage 2 Local Road Kerb and Stormwater Upgrades
  • stage 1 and 2 of the Cowper Avenue Catchment Master Drainage Project, Eagleby
  • stages 1 to 5 of the Kelly Street Catchment Master Drainage Project, Eagleby
  • Bobermien Road, Logan Village Local Road Upgrade
  • Station Road Cycleway, Loganlea
  • asphalt resurfacing, spray sealing works and pavement rehabilitation at numerous locations across the city.
The Capital Roadworks and Drainage Program delivers enhanced transport and drainage infrastructure across the City of Logan. The Program delivers infrastructure upgrades to cater for improvements and growth across the city as well as renewal of the existing infrastructure network.

Monitoring room expansion investigation

During December work has continued against this project and confirmation was received that, subject to funding confirmation, the minor redesign works will include:

  • new desktop monitors
  • replacement of the video wall (in line with the existing replacement schedule)

Community champions project

By the end of the second quarter of 2023/2024:
  • 15 Community Champions are at the pre-acceptance stage. This includes:
    • 14 provided link to conduct blue card/ police checks (not yet commenced)
    • 1 provided link to conduct blue card/ police checks (commenced).
  • 19 total Active Community Champions
  • The project has experienced some challenges with
    • some participants dropping out/ losing interest in the program
    • participants yet to complete relevant training and pre-application checks (e.g. blue card/ police check)
    • needing to reschedule key training sessions due to scheduling clashes.
  • To mitigate this, the Branch will:
    • not be accepting further EOIs, so they can focus on completing onboarding the first round of participants into the pilot program
    • be completing all the relevant processes and documentation to support onboarding and activating Community Champions
  • It is not anticipated that this will impact the overall target of June 2024 for this project.

HP7.2.4

South-West Depot
June 2024 On Track Project contracts have been executed, and a project manager and builder have been engaged.

Design and shop drawings finalisation is in progress and nearing final approval.

An application for permit for the clearing of trees nearby a protected species has been lodged with the appropriate state department. The permit issuance is expected in late January 2024.

Commencement onsite, and site establishment by the builder, is also expected in late January 2024.

In accordance with budget amendment two, a cost phasing forecast is being developed for related project management and construction costs.
HP7.2.5

Community Engagement Strategy for the City of Logan 2020-2024
June 2024 On Track During the second quarter of 2023/2024, the following highlights were achieved in delivering the Community Engagement Strategy:
  • the online engagement portal review was completed and the new contract signed in 2023
  • an internal engagement network meeting was hosted in December 2023, and International Association of Public Participation (IAP2) training booked was for February 2024
  • the Aboriginal and Torres Strait Islander guidelines were updated in December 2023.
HP7.2.6

Customer Experience Strategy 2020 to 2024
June 2024 On Track During the second quarter of 2023/2024, the following actions were completed to support of the outcomes of the Customer Experience Strategy 2020 to 2024:
  • endorsement of the customer centric Roadmap/plan by the Executive Leadership Team (ELT)
  • simplified the password reset process for online services, making it easier for the community to do business with us
  • went live with the new look and feel online services
  • participated in the Enterprise Portfolio Management Office (EPMO), New Initiative's, General Management Team (GMT)
  • participated in service reviews for identified council branches
  • completed a Better Business Review (BBR) and rolled out training to the Development Assessment (DA) Branch
  • continued to work with DA Branch on improvements to the customer request module.
HP7.2.7

Value for Money Program
June 2024 On Track During the second quarter the update of the Value for Money Framework (VfM) and associated definition, additional initiatives will be identified. These will be outcomes of the service reviews, and will be finalised for the following Branches:
  • City Safety and Liveability
  • Information Technology Services
  • Corporate Property.
These branches are in the process of gaining endorsement by their Branch Management Teams for their initiatives. The Enterprise Portfolio Management Office will work with the branches to determine what opportunities are eligible for the VfM Program.

Eligible new initiatives will be added to the 8 projects currently in the VfM Program.

A slight impact to the project's schedule was encountered during the second quarter with the resignation of a key team member. Resources were temporarily re-allocated during this time to ensure the VfM Program and other projects in the branch still progressed.

Recruiting for a replacement has commenced. It is not anticipated that this will impact the project's delivery date of June 2024.

June 2024 On Track During the second quarter of 2023/2024, the following activities were delivered:

Animal Management Plan
June 2024 On Track Interpretation and Response:

Key actions of the Animal Management Plan during December 2023 include:
  • recovery of registration revenue
  • disaster management preparedness and response
  • proactive patrols of parks, reserves and known streets with recorded incidents of anti-social animal behaviour
  • prompt response and investigation into reported animal incidents
  • delivery of dog safety framework training to Council staff (field officers)
  • reviewed the existing Animal Management Program Structure in preparation for workforce planning workshops scheduled for January 2024
  • installed body-worn camera docks and peripherals in preparation for training and deployment.

Illegal Dumping and Litter Enforcement Strategy (2022 to 2025)
June 2024 On Track Interpretation and Response:
Investigations and enforcement for illegally dumped waste continued through December 2023.

Key deliverables / actions for year two of the Illegal Dumping and Litter Enforcement Strategy are 92 percent complete.

As at the end of December the following activities were achieved by the Digital Transformation Program (DTP):

Program Management
  • updated Risk and Issues Register
  • integrated Program Schedule
  • project meeting with delivery team and Technology One Project Management
  • resource planning workstreams and capacities, capabilities.
Business Readiness
  • branch technical partners and slide decks to support Digital Transformation Program Business Case announcement cascade
  • role mapping engagement
  • training: success statement validation workshops
  • book branch management team plus Community and Lifestyle directorate management team for Digital Transformation Program update and engagement
  • training mapping activity for external Training Partner.
Finance and Supply Chain
  • completed problem statement, process maps, system and business requirements for goods receipting / 3-way matching
  • continued discussions with branches on current state contract management processes
  • continued developing findings summary of contract management processes
  • training strategy engagements with subject matter experts and Liberate Learning
  • 2 meetings with Procurement and Business Readiness.
Enterprise Asset Management Solution (EAMS)
  • EAMS-Plant fleet service education session (at their request for the new Plant Fleet Service business analysts)
  • assigned approximately 500 Roads business readiness action plan items a work Package
  • business readiness action plan forum with Roads Group
  • coordinate Enterprise Portfolio Management Office / DTP alignment forum with branch manager and business analysts
  • DRP / Roads alignment forum at Marsden Depot
  • completed design template drafts for forms, business process automation, and reporting functions.
  • To-Be Process ProMapp Transition Scope – EAMS complete.
Human Resource (HR) Services
  • recruitment project went live first week of December 2023
  • data migration from Turbo will be completed in January 2024
  • post go-live support provided in December 2023 and will continue in January 2024
  • HR Transitions project will kick off in January
  • wider Organisational Management and Payroll project currently in planning phase.
