Amend operational works filling and excavation restrictions

The operational works filling and excavation code limits vary between 20 cubic metres (residential) and 100 cubic metres (rural residential area). They do not consider the land size, depth of land increase or time period. In the High flow area it is limited to 20 cubic metres. These are insufficient to do basic works such as:
- driveway repairs
- garden beds
- top dressing lawns/paddocks, or
- rectifying weather erosion.
For example: a 400 square metre block has the same 20 cubic metre restriction as a 2000 square metre block, despite being 5 times different in size; for a 1 acre block it has the same restriction as a 10 acre block despite being 10 times different in size. In a high flow area a 400 square metre block is treated the same as a 10 acre block being restricted to 20 cubic metres.
Change the operational works excavation and fill to an amount per square metre, land height change and time period. Regardless of land size and other overlays. Anything above this would be assessable by Council. For example: In any 12 month period, not exceed 0.1 cubic metres per square metre of fill and not increase ground height in any area by more than 10 centimetres.
