Quality Lifestyles (QL)

Project Target Status Commentary
QL1.1.1 - Develop the Community Infrastructure Strategy Annual Action Plan for 2021/2022.

Purpose: Outline the priorities of community infrastructure for 2021/2022.
June 2021 On Track This project will commence early 2021.
QL1.1.2 - Deliver construction works of a new PCYC at Cronulla Park.

Purpose: Provide a new facility to encourage increased participation in physical activity.
June 2021 On Track As at the end of the second quarter, construction works are progressing well. The current program indicates the project will be completed ahead of the June 2021 target. This will depend on external providers completing their works, especially Energex.
QL1.1.3 - Construct an outdoor events space and redevelop the Kingston Butter Factory.

Purpose: Provide a performing arts space and social history museum. It will be a state-of-the-art cultural precinct for community celebration and entertainment
March 2021 Monitor The project has been running out of sequence as a result of latent site conditions which has caused delays to the project delivery. These delays, along with additional structural works and replacement of existing roof sheeting and gutters which were close to the end of life have resulted in practical completion for the project being extended to June/July 2021. The civil works are progressing well, although delayed by the rain in mid-December 2020. The Heritage Centre is progressing well and fit-out works are underway.

It is recommended that the target date for this project be moved to June 2021.
QL1.1.4 - Complete construction of the Underwood Park Multi Sport Development.

Purpose: To increase participation in physical activity.
September 2020 Completed The Underwood Park Multi Sport Development achieved Practical Completion on 24 of September 2020. The facility is being well activated by the lessees with the Meals on Wheels organisation to move in to their new facility in the coming weeks.

Council are currently addressing some issues with drainage of the two storey building and the netball courts with Qbuild and the Principal Contractor through the defects process.

Council is also completing designs to stabilise the banks on either side of the two storey building. Completion of the netball storage shed has been delayed and works will not commence until possibly late December.
QL1.3.1 - Deliver the outcomes of the Libraries Learning and Discovery Strategy 2019-2023.

Purpose: Provide meaningful library programming to the community. This will be achieved through the six strategic priorities of:
  • access and inclusion
  • economic opportunity
  • nurturing learning and well-being
  • sustainability
  • connected community
  • embracing life-long curiosity and discovery.
June 2021 On Track Over the second quarter Libraries have completed the following actions in support of the objectives of the Libraries Learning and Discovery Strategy:
  • Progression of the Libraries and Creative Industries branch community programming 2020 and beyond project. Over the second quarter, the project group developed programming priorities for the first six months of 2021. These priorities will focus on supporting COVID-recovery and key areas of learning for the community. The programs delivered will include a mix of virtual, in-person and hybrid events.
  • Ongoing delivery of online programming including live streaming and on-demand events.
  • Delivery of COVID-safe, face-to-face children's literacy sessions at seven libraries and online.
  • The Libraries and Creative Industries Manager and Library Client Services Program Leader presented a progress update on the outcomes of the Strategy to the City Lifestyle Committee on Wednesday 21 October. The report and presentation were very well received.
  • Bulk deliveries of library items to home library service customers.
About
The Libraries Learning and Discovery Strategy informs the programming deliverables of the Libraries and Creative Industries' Business Plan. This strategy provides the framework to allow library staff to be guided in the development, implementation and evaluation of purposeful and engaging library programming and community engagement.
QL1.3.2 - Deliver the libraries early years services and 'First Five Forever' initiative.

Purpose: Support early years and literacy-based development for Logan families with children under five
June 2021 On Track Over the second quarter First Five Forever has completed the following actions in support of the Libraries and Creative Industries 2020/21 Business Plan:
  • Delivery of COVID-safe, face-to-face children's literacy sessions at seven libraries and online.
  • Participation in 108 community network meetings.
  • Implementation of a book exchange program at five early childhood education centres across Logan City.
  • The coordination of Pathways to Resilience training for Access Community Services staff and Abecedarian training for First Five Forever community partners.
  • Progression of the Logan Little Legends project as part of a State Library of Queensland grant.
About
First Five Forever aims to support the learning outcomes for all Logan children aged 0-5 years old by providing programs that offer talking, reading, singing, playing, dancing, and moving.
First Five Forever also supports parents and carers to be confident as their child's first and most important educator. This program provides parents with access to resources they need through public libraries and the First Five Forever website.<
QL1.4.1 - Deliver a health and wellbeing program for all ages and abilities.

Purpose: Provide opportunities for residents to take part in physical activities and health and wellbeing programs that are affordable and accessible.
June 2021 On Track The Live Well Logan program delivered 127 weekly health and well-being activities between 1 October and 13 December 2020.
QL1.5.1 - Deliver an Illegal Dumping Team project, funded by the State Government.

Purpose: Undertake key education and enforcement initiatives to reduce waste dumping issues in the city.
June 2021 On Track The Waste Dumping Taskforce continues to deliver positive outcomes with the following year-to-date results:
  • 442 incidents reported
  • 376 cases closed
  • 70 successful investigation outcomes
  • 28 Penalty Infringement Notices (PINs) issued
  • 2228.5 cubic metres of waste removed
QL1.5.2 - Deliver actions from the City of Logan Animal Care Strategy 2018-2022.

Purpose: Maintain healthy and safe places and spaces for residents, businesses and visitors.
June 2021 On Track As at the end of the second quarter. actions from the Animal Management Strategy are being delivered. These include:
  • The cat management strategy project is on hold until quarter 4 however;
  • Annual inspections of regulated dog-keeping conditions have proceeded with 100% completion year-to-date.
  • Implementation of the Barking Dog Management Plan has resulted in several successful outcomes.
  • The review of Cat and Dog provisions in Local Law 4 and Subordinate Local Law 4.1 has been completed and is being implemented.
  • The Pet Smart program is being delivered in a COVID-19 safe format with the provision of learning material to schools for their delivery to students.
QL2.1.1 - Deliver the Arts, Culture and Heritage Strategy 2018-2022 action plan.

Purpose: Improve community capacity and the image of the city. This will be achieved across the City of Logan through the five strategic outcomes of:
  • development
  • engagement
  • places and spaces
  • partnerships
  • communication.

The five key actions of Creative City: Logan City Council's Arts, Culture and Heritage Strategy 2018-2022 are development, engagement, places and spaces, partnerships and communication. These were delivered through exhibitions, activities, programs, events and activations during the second quarter of the 2020/2021 financial year

About
The strategy is a whole of council document that states Council's commitment to arts, culture and heritage. It defines the key areas, strategies and actions to guide the management, sites and provision, and plan for its future growth and development. The strategy outlines areas where Council will work to develop more opportunities for the community and its arts, culture and heritage professionals to watch, enjoy and participate in creative activities, with the aim of enhancing quality lifestyle, creative industries and business across the region. It is an integral part of developing the city as an emerging tourist destination.

Actions
Development: 14 applications were received and assessed by the Regional Arts Development Fund Committee and eight were approved for funding.
Engagement: Two COVID-safe 'staggered' exhibition openings were held at Logan Art Gallery. Online gallery presentations continue, work is underway to develop interactive online practical workshops and 'take home' art packs have been developed, promoted and distributed for school holiday activities.

Places and spaces: COVID-19 safe requirements are being undertaken to ensure visitor safety at all Council venues. 7,715 people attended Logan Art Gallery or participated in outreach activities.

Partnerships: Creative Industries is partnering with Logan Hospital to provide input into developing an engaging look and feel for the community, as part of the expansion project. Local Studies is partnering with U3A to present programs via their virtual platform. JMC Academy partnered with Logan City Council to present Logan Live Boost professional development sessions.

Communication: Electronic direct mail invitations and e-bulletins were distributed to residents promoting exhibitions, resources, activities, events and funding. Logan Art Gallery Instagram account now has 865 followers.

Outcomes
Three musicians who attended all six Logan Live Boost professional development sessions received a recording and video prize worth $10,000 from Boost partner JMC Academy.

Our stories and designs exhibition of artwork by local Aboriginal and Torres Strait Islander artists won 'highly commended' at the Australian Museums and Galleries Association (AMaGA) National Awards and 'highly commended' at Council's Employee Excellence Awards.

QL2.1.2 - Develop and curate content for the Living Museum of Logan at the Kingston Butter Factory Cultural Precinct.

Purpose: Share the stories of:
  • our culturally diverse communities
  • Logan's Aboriginal and Torres Strait Islander communities
  • themes of importance to Logan's people.

About
The Living Museum of Logan will tell the stories of the people of Logan. It will be a non-collecting, family-friendly space where residents and visitors to Logan can be inspired and learn about Logan City.

Actions
Interviews were held for the Museum Curator position and appointment of the preferred candidate is underway.

Research and development continues to be undertaken for the annual program.

Invitations were sent out to First Nations communities to assist in developing the content and design of the Aboriginal and Torres Strait Islander space.

Outcome
Development of the Living Museum of Logan spaces, displays and programs continues.

A well-qualified and experienced candidate for the Museum Curator position will be appointed.

QL2.2.1 - Deliver community services grants that fund community organisations.

Purpose: Support projects that respond to community priorities.
June 2021 On Track One community organisation was awarded funding to the value of $3,000 through Council's Community Project Grants program. Community projects run by organisations in Logan have decreased to focus on immediate relief priorities due to COVID-19.

21 community organisations were awarded funding to the value of $74,811.51 through Council's COVID-19 Community Response Grants program. These immediate relief efforts aim to support approximately 25,000 vulnerable people across Logan.

A review of the temporary COVID-19 Community Response Grants was undertaken in November. As a result of this review COVID-19 Community Response Grants ceased on 30 December and a revised Community Response Grant program will be implemented in January 2021.
QL2.2.2 - Deliver a school holiday program for five to 17-year-olds.

Purpose: Encourage young people to take part in active and healthy programs during school holidays.
June 2021 On Track The September/October KRANK school holiday program ran from 19 September to 4 October 2020 and delivered 91 activities, with a total of 1,850 young people attending. Additional activities were programmed for this school holiday period for the 5 to 11 year old age demographic to address demand.

Bookings for the January 2021 program opened on 14 December 2020.

Council engaged with young people across the City to identify what they would like to see delivered during future school holiday periods. The online feedback survey opened on 18 November and closed on 13 December 2020. 242 responses were received.

Request for proposals for KRANK opened on 2 November with community members, organisations and businesses invited to apply to deliver activities from July 2021 to June 2022.Applications closed 6 December 2020.
QL2.2.3 - Coordinate the implementation of the Access and Inclusion Plan 2019 - 2022.

Purpose: To create a more accessible and inclusive city for everyone.
June 2021 On Track The Access and Inclusion Plan 2019-2022 First Annual Progress Report 2019-2020 was endorsed for public release at the City Lifestyle Committee on 30 September.

The progress report has now been graphically designed and an accessible version will be available on Council's website in January 2021.

Council's Access and Inclusion Internal Working Group (IWG) met in November where actions of the Access and Inclusion Plan continue to be progressed.
QL2.2.4 - Coordinate the implementation of the Reconciliation Action Plan.

Purpose: To achieve Council's vision for reconciliation. To increase respect and understanding.
June 2021 On Track Council's RAP Working Group met in November to provide input into the final outcome report for the current RAP.

An internal online campaign for NAIDOC 2020 was held to showcase the importance of caring for and acknowledging Country.

In accordance with procurement procedures a request for quotation process was implemented to engage a reputable Aboriginal and/or Torres Strait Islander organisation to deliver training to staff.

A RAP outcome report is being finalised, detailing the outcomes against the 55 RAP deliverables over the June 2019 to December 2020 period. The report will be presented to the City Lifestyles Committee in January 2021 and available on Council's website.
QL2.2.5 - Deliver the Community Development Action Plan.

Purpose: To work with the community to build a more cohesive and connected City of Logan.
June 2021 On Track From October to December 2020, deliverables continued to be progressed and actioned against all priority areas in the Community Development Action Plan (CDAP).

Highlights from this reporting period include:
  • Established the Logan Youth Action Group where young people aged 14-24 years from across Logan develop and deliver youth led initiatives in response to identified needs.
  • Established a First Nations Community Action Group, a partnership between Council, Elders and community representatives. The group will meet quarterly and provides an opportunity for community and Council to partner and engage on relevant priorities to action identified community priorities, as appropriate, within Council's sphere of influence.
  • Established a Cultural Leaders Action Group providing a forum for engagement between Council and leaders from Logan's diverse communities. The group will also progress social cohesion priorities for the city. A draft action plan was prepared and will be progressed in partnership with this group over time.
  • We publicly promoted the Christmas donation drives of 14 local organisations through our webpage, social media and networks. This ""Christmas Kindness"" initiative responded to an identified need to support local emergency relief organisations who were seeing an increase in demand, but have not been able to raise funds due to COVID-19.
  • Seven Community Services e-newsletters were sent to approximately 900 recipients during the quarter. The e-newsletters provide updates to the community on events, training opportunities, funding and resources available.
QL2.3.1 - Implement and evaluate the SafeRoads4Logan, Road Safety Strategy 2017-2021.

Purpose: Encourage safer travel for residents, businesses and visitors.
June 2021 On Track During the second quarter, Traffic Services Coordinator continued to meet everyone (1) to two (2) weeks with Queensland Police Service traffic representatives and Department of Transport and Main Roads (TMR) road safety representatives to discuss and develop strategies in response to current crash trends and planned Police traffic operations.

Nominations were submitted to TMR for Vulnerable Road User Program funding for assessing and implementing 40 km/h speed zones in highly pedestrianised road corridors.
QL2.4.1 - Deliver a crime profile that provides a detailed analysis of key crimes in the City of Logan.

Purpose: Help plan community safety and crime prevention activities for the next year.
June 2021 Completed Throughout this quarter, crime statistics for the Logan Local Government Area have been collected and analysed to identify priority issues, locations and emerging trends through the development of an annual Crime Profile for the City of Logan. Crime statistics for 2019/2020 have also been utilised to develop Divisional Crime and Safety Profiles to help inform planning for targeted crime prevention initiatives for the year ahead.

These documents have also been distributed to the Mayor and relevant Councillors.
QL2.4.2 - Deliver an awards event.

Purpose: Acknowledge those who work to create a safer City of Logan:
  • individuals
  • community groups
  • not-for-profit organisations
  • businesses
  • government agencies
June 2021 Completed The 2020 City of Logan Safe City Awards were held in November 2020. These awards acknowledge the work of volunteers, not-for-profit groups and government/businesses that have contributed to making Logan more welcoming, inclusive and safe through initiatives, activities or events over the past 12 months.

A total of 12 nominations were received and a total of 7 awards were presented to the community.
QL2.4.3 - Deliver a community survey.

Purpose: Gain an understanding of community perceptions on safety and crime in the City of Logan. This will support planning for community safety and crime prevention activities. It will also determine if the Community Safety Program is meeting the goals identified in the City of Logan Safe City Strategy and Action Plan
June 2021 Completed Analysis of the 2020 survey results and development of a key findings report for the city and divisional key findings reports for Council's 12 divisions have been completed and distributed to the Mayor and relevant Councillors.

The city-wide key findings report has been made publicly available to the community on Council's website.

Results from the 2020 Safe City Logan community survey and crime profiles will assist the Community Safety Program in the planning of targeted community safety initiatives for the year ahead.
QL2.4.4 - Deliver expo-style 'building social capital' community hubs that bring together social support networks.

Purpose: Create opportunities for referral pathways for Community Corrections clients and other community members.
June 2021 On Track This quarter the Community Safety Program, in partnership with Community Corrections, hosted the first COVID safe Services at the Square Hub at the Beenleigh Town Square.

Planning has now also commenced for 2021 Hubs. Dates and locations to be confirmed in January 2021.
QL2.4.5 - Install and replace CCTV safety cameras as scheduled.

Purpose: Ensure continued successful operation and expansion of the Logan Safety Camera Program network.
June 2021 On Track The Logan Safety Camera Program capital works and replacement schedule for 2020/2021 remains on track. Highlights of the work undertaken during the last quarter includes:
  • Integration of CCTV cameras from the Logan Art Gallery, Bethania Aquatic Centre and Browns Plains Waste and Recycling facility into the Logan Safety Camera Program Monitoring Room.
QL2.4.6 - Deliver a new Safe City Strategy and Action Plan. It will replace the current 2016-2020 Strategy and Action Plan.

Purpose: Provide tangible actions for the Community Safety Program that will help create a safer City of Logan.
December 2020 Completed The draft City of Logan: Safe City Strategy and Action Plan 2021-2025 was available for community consultation for a period of three weeks, from 17 September 2020 to 11 October 2020.

Once the community consultation period had closed, community feedback was analysed and appropriately incorporated into the draft Strategy and Action Plan.

The final version of this document was adopted by the City Lifestyle Committee on 10 November 2020.
QL2.4.7 - Deliver at least 48 targeted crime prevention and community safety activities. Four will be delivered per division each year. These will respond to crime and safety concerns of each local community.

Purpose: Increase community safety and positive community perceptions about crime and safety.
June 2021 On Track As the majority of the targeted divisional activities are delivered in a face-to-face format, the COVID-19 pandemic and the restrictions imposed by the Federal and State Governments regarding community events and activities have had a significant impact on the activities that the Community Safety Program had planned to deliver throughout 2020. Despite this, throughout the October – December 2020 quarter, the Community Safety Program delivered 18 COVID safe targeted community safety and crime prevention activities.

Planning for 2021 targeted divisional activities will commence in January 2021. Results from the 2020 Safe City Logan community survey and crime profiles will assist the Community Safety Program in the planning of targeted community safety initiatives for the year ahead.
QL2.4.8 - Deliver expo-style 'Youth Street Hubz' focused on young people. These will bring together social support networks for young people across the Logan community.

Purpose: Create opportunities for referral pathways for Youth Justice clients and other local young people
June 2021 On Track Due to COVID-19 social distancing restrictions and in consultation with our partners, the Youth Street Hubz initiative has been put on hold until 2021.

In November 2020, the Youth Street Hubz working group met to begin planning for next year's Hubz. Since then, Hub dates and locations have been confirmed for 2021, with the first event scheduled for 1 February at Crestmead Skate Park.

CC1.1.1 -Deliver a report on the medium term needs for Logan's public transport system.

Purpose: Identify infrastructure requirements for the City of Logan for the next five to 15 years
June 2021 On Track In the second quarter a Councillor briefing was held to discuss the findings of a recently completed study on the City's short term bus network needs. It was necessary to receive Mayor and Councillor feedback on the bus network study to understand the final scope of the current medium term study. Following the briefing the current study was temporarily placed on hold until the identified funding source for the project is agreed by Council resolution. A report to the City Infrastructure Committee is planned for the third quarter.
CC1.2.1- Complete a condition survey of the sealed road network.

Purpose: Assess overall condition and prioritise future rehabilitation.
June 2021 Monitor As at the end of the second quarter, the Road Network Condition Survey has been slightly delayed due to laser failure and time taken to arrange repair. The project is expect to recommence the survey by February 2021.
CC1.2.2 - Deliver the annual Road Maintenance Program.

Purpose: Maintain the quality of the local road network.
June 2021 On Track As at the end of the second quarter, delivery of the annual road maintenance program is on track with 52% of the program having been delivered.
CC1.2.3 - Deliver the annual road and drainage capital program.

Purpose: Improve active transport across the city
June 2021 On Track The Capital Roadworks and Drainage Program delivers enhanced transport and drainage infrastructure across the City of Logan. The program delivers infrastructure upgrades to cater for improvements and growth across the city as well as renewal of the existing infrastructure.

At the end of the second Quarter of the 2020/2021 Financial Year, delivery of the Capital Roadworks and Drainage Program has achieved $28.2 million in overall expenditure:

Significant projects, which were underway or completed in the second Quarter include the following:
  • Asphalt and spray seal resurfacing across numerous streets ($3.1 million)
  • Kerb and Channel rehabilitation at numerous locations to support future asphalt resurfacing works ($1.3 million)
  • Pavement reconstruction works at Hawkins Street, Benbow Court and Grenville Street, Springwood ($1.4million)
  • Pavement reconstruction works at Silverwood Drive, Red Ash Court and Red Cedar Crescent, Jimboomba ($2.0 million)
  • Pavement reconstruction works at Kirk Road, Chambers Flat ($0.8million)
  • Stage 1 of the Woodlands Drive Catchment Master Drainage Project, Rochedale South ($1.1 million)
  • Stage 1 of Doug White Drive, Park Ridge ($3.0 million)

CC1.3.1 - Deliver construction works for the Compton Road cycleway project.

Purpose: Link the cycleway to Logan Road and provide connections to the Springwood Bus Station.
June 2021 On Track As at the end of the second quarter, procurement of the construction works has been finalised. Coordination discussions are currently underway with service providers with construction currently forecast to commence in February, subject to final approvals.
CC2.1.1 - Commission the Cedar Grove Wastewater Treatment Plant (WWTP) in the Cedar Grove Environment Centre.

Purpose: Improve services to the southern region of the City of Logan.
June 2021 Completed The Cedar Grove Wastewater Treatment Plant (WWTP)has been commissioned and is treating wastewater from the Greater Flagstone Priority Development Area (PDA).
CC2.1.2 - Deliver master planning works for the Chambers Flat Wastewater Treatment Plant (WWTP) and associated trunk infrastructure.

Purpose: Improve services to the southern region of the City of Logan.
June 2021 On Track As of the end of the second quarter, site acquisition processes are nearing completion.

The early planning continues with the preparation of the Recycled Water Strategy as a precursor with to discussions with the Department of Environment & Science regarding an Environmental Authority.
CC2.2.1 - Deliver a review of the planning scheme.

Purpose: Enable well planned development for residents and businesses.
June 2021 On Track The major amendment to form Version 9 of the Logan Planning Scheme 2015 is on track with briefing sessions now scheduled in early February 2021 with Councillors. It is intended to have this amendment for Council endorsement in March 2021. This amendment includes items raised from Councillors based on Community feedback in 2020.
CC2.3.1 - Deliver a review of the Local Government Infrastructure Plan.

Purpose: Deliver trunk infrastructure in the City of Logan.
June 2021 On Track Updated planning assumptions have now been finalised. Work is continuing on LGIP version 1.2 and is on track to be delivered by July 2021. LGIPv2 has been progressing in line with the project schedule.

Economic Transformation (ET)

ET1.1.1 - Deliver actions to generate $70 million of investment and 500 local jobs by promoting the City of Logan.

Purpose: Increase local jobs and stimulate economies.
June 2021 On Track In the second quarter, investment announcements to the value of $23.4 million were recorded in the construction of light industrial and mixed-use speculative developments as well as medical manufacturing and transport and logistics facilities.

The year-to-date total is $209.95 million which far exceeds the annual target of $70 million.

As a result of the investments this quarter, 209 jobs have been retained in the local area and 64 new jobs created. The year-to-date total of new and retained jobs is 714 which exceeds the annual target of 500.
ET1.2.1 - Deliver 15 business-relevant workshops for businesses in the City of Logan.

Purpose: Build the capacity of the local economy.
June 2021 On Track Logan Office of Economic Development hosted a State Budget Breakfast on 14 December with 150 attendees registered. This brought the quarter total to 5 business relevant workshops/events. The annual target of 15 workshops has been exceeded.
ET1.4.1 - Deliver two investment attraction events in the City of Logan.

Purpose: Attract investment and local jobs.
June 2021 On Track The Logan Tech Round Table was held in the second quarter. Three local businesses, TechPath, Go1 and Wing spoke about their companies and aspirations for Logan demonstrating the capability that exists in the city.

There were approximately 20 people in attendance
ET2.1.1 - Prepare for Council Endorsement a new Economic Development Vision and Strategy for the City of Logan.

Purpose: To attract investment and provide a framework for the community, businesses and investors in the city.
June 2021 On Track The Branch is working through the comments from the 8 focus groups held to discuss the future of the draft Economic Development Strategy.

The next task is to ensure the community feedback can form measurable actions.

The draft actions will be presented to Council before we undertake further community engagement on the Strategy.
ET2.3.1 - Plan and deliver the city's first innovation hub (coLab).

Purpose: Support entrepreneurship, scaling businesses and capability uplift. Attract investment and highly skilled jobs to the City of Logan.
June 2021 On Track Substantial progress has been made in the planning stages to establish the City of Logan's inaugural coLab. The Heads of Agreement between Logan City Council and Go1 has been successfully executed with subsequent tenure documents for council to occupy space at the Go1 premises in draft stage for review and finalisation. The coLab Advisory Board has been established with three exceptionally experienced members appointed.

An expressions of interest document is currently under review with the expectation of being in market early 2021 for potential Portfolio Companies to apply for residency at the coLab. This timeframe ensures all necessary approvals have been appropriately considered and actioned prior to launching the coLab.

Additionally the development of the necessary documentation to call for Entrepreneurs in Residence and mentors to assist the successful Portfolio Companies in growing their business is currently underway.
ET2.4.1 - Develop a combined "Think Local, Buy Logan" social and local marketing campaign.

Purpose: To increase social and local spend in the city.
June 2021 On Track Activities conducted/ delivered during the second quarter include:
  • The 'Think local, buy Logan' campaign report was presented at the Procurement and Appropriations Special Committee held on 1 December 2020
  • An animated video to increase awareness of Council's Buy Local policy was distributed to Managers and Program Leaders.
  • A register of Councils contractual arrangements and exceptions has been created as a tile on Council's intranet buzz page as a one point of truth to increase visibility of Council's arrangements when inviting quotations, ensuring local businesses are identifiable.
  • Council's Elective Leadership Team have endorsed the continuation of the preliminary research, actions and investigations required to seek the adoption of and to implement the strategic procurement framework. The outcomes of Council's Procurement Model Review will have positive impacts on social procurement and buy local initiatives.
  • A review of Council procurement policies, tender and contract documentation was undertaken for consistency with the Human Rights Act, and to ensure human rights are embedded in procurement policies.
  • A BI Procurement interactive dashboard is under development to increase visibility of Councils spend profile.
What is coming up for next quarter?
  • The animated 'Think Local, Buy Logan' video will be distributed to all staff to provide education and awareness to Council staff about best value decision making, supported by Buy Local and Social Procurement Policies
  • Internal 'Think local, buy Logan' roadshow - Deliver a presentation and training to increase awareness and provide training to Council staff.
  • l Supplier Briefing/Engagement Session will be delivered to assist Suppliers in doing business with Council.

II1.1.1 - Deliver key marketing objectives from the City Positioning and Marketing Roadmap.

Purpose: Provide streamlined messaging to key audiences.
June 2021 On Track December 2020 saw the commencement of the rollout of the City of Logan brand and marks the first major milestone in this body of work.

The brand refresh has been well received and stakeholders are looking forward to the next phase of the project being delivered.
II1.2.1 - Implement amendments to the City of Choice initiative.

Purpose: Advocate the interests of the city. Create partnerships with other levels of government and non-government organisations.
June 2021 On Track Following an independent report received on governance arrangements options, work commenced refining these options and internal consultation with key stakeholders on next steps.
II1.3.1 - Deliver the Catapult Program in collaboration with:
  • young people
  • industry
  • community
  • educators.
Purpose: Build job readiness and entrepreneurial capability for young people in Logan.
June 2021 On Track As a Council-led partnership with the business, education and community sectors, Catapult brings together a range of opportunities that help to prepare young people for the jobs of today and of tomorrow by building an entrepreneurial mindset and enterprise skills. The Catapult pilot program concluded in November and an independent evaluator has been engaged to assess the strengths and areas for further development of the pilot to inform planning and delivery for 2021.

To strengthen partnerships between the business sector, young people and Council we engaged 22 industry partners engaged throughout program in total. To uplift engagement and enterprise skills capability among young people participating in pilot programs, 84 students engaged throughout the program, with 34 progressing through to later stages and receiving further capability development. For Schools and educators to embrace entrepreneurial learning 18 educators, school leadership and support staff have taken part in the professional development sessions.

The above markers, along with qualitative feedback gathered throughout the program, indicate that engagement across key stakeholder groups throughout Q2 is very positive. The program is subsequently set to be scaled in 2021 to reach more students and engage more businesses and educators. Council have formed a key partnership with Education Queensland's ENABLE cluster – a coalition of 14 state high schools across Logan and Beaudesert – to continue building teacher capacity and capability in 2021 and beyond. Furthermore, Council is partnering with the Social Enterprise Network – Logan to provide ongoing support, development, and access to networks for a select group of students who participated in the program pilot.
II2.1.1 - Deliver the Parks Asset Renewal Program.

Purpose: Provide and maintain healthy and active recreation opportunities for families.
June 2021 On Track As at the end of the second quarter, the delivery of the 2020/2021 Parks Asset Renewal Program is on track. 100% of the asset renewal program funding has been allocated and currently in design.
Planning work has begun for the preparation of the 2021/2022 Asset renewal program.
II2.1.2 - Deliver park infrastructure through the Parks Capital Works Program.

Purpose: Increase tourism in the city. Create healthy and active recreation opportunities for families.
June 2021 On Track As of the end of the second quarter, the delivery of the Parks Capital Works Program is currently on track. Design program for 2020/2021 projects is progressing positively. It is noted the delivery of a number of larger Local Infrastructure Program (LIP) funded projects will roll over into next financial year.
II2.2.1 - Implement a Logan City Council Events Strategy 2020-2025.

Purpose: Guide the strategic direction of city-wide events across a five-year period.
June 2021 On Track Following the endorsement of the Events Strategy, a number of key objectives are being researched with a view to confirming next steps.

Some elements will naturally need to be postponed or realigned owing to changes required for event delivery under COVID-19 restrictions.
"II2.6.1 - Deliver detailed design work for a new general community space at Greater Flagstone.

Purpose: Enable the next stage of the proposed Greater Flagstone Integrated Service Hub to progress
June 2021 On Track As at the end of the second quarter, the team is awaiting confirmation from PEET of land transfer arrangements. The Functional Brief for the design work has been done in preparation for this work to commence.
II2.6.2 - Deliver detailed design for a new district level community centre at Yarrabilba.

Purpose: Enable construction to start on the Yarrabilba Integrated Service Hub.
June 2021 On Track As at the end of the second quarter, detailed design work is progressing on schedule. The Concept Plan has been approved by the Steering Committee and has now moved onto the next stage of planning.

Green and Renewable (GR)

The documents were supported by Council's Executive Leadership Team and endorsed by Council for community consultation in 2021.
"GR1.2.1 - Deliver a range of environmental events and activities across the City of Logan.

Purpose: Raise awareness and provide community education on the environment and sustainability.
June 2021 On Track During the second quarter of the 2020/2021 financial year the following Environmental events and activities were delivered:
  • A waterbug monitoring event was held at Cedar Creek on October 31 with 20 people in attendance;
  • A Platypus pondering event was held at Waterford on November 7 with 35 people in attendance;
  • A Family ""come and try"" kayaking event was held at Waterford on November 28 with 33 people in attendance.
Planning and preparation has commenced for events regarding the following deliverables for 2021:
  • Priority Species community education, dates, locations and topics to be confirmed;
  • Environmental Conservation Partnerships Celebration Day in March 2021, location to be confirmed;
    • Pest Fishing event in April 2021 at Demeio park, Berrinba.
GR1.2.2 - Deliver a Logan Environment Strategy that aligns with the Federal Strategy for Nature and Queensland Biodiversity Strategy.

Purpose: Provide overarching goals and actions. These will protect and enhance healthy and functioning biological systems in the City of Logan
June 2021 On Track During the second quarter of the 2020/21 financial year consultants were appointed to develop the Logan Environment Strategy and undertake internal stakeholder consultation.

Internal stakeholder consultation and a gaps and opportunities analysis commenced.
GR1.3.1 - Deliver priority on-ground wildlife movement solutions based on hot spot prioritisation mapping.

Purpose: Enhance road safety and reduce wildlife-vehicle collisions<
June 2021 On Track During the second quarter of 2020/2021 financial year, the Wildlife Movement Solutions project has progressed well and is on track.

The Wildlife Movement Awareness Campaign continued, including social media posts, e-newsletter articles and electronic posters.

Maintenance inspections of the three virtual fences were completed. Maintenance works and monitoring of roadkill at the Rosia Road virtual fence were completed.
GR2.1.1 - Deliver riparian rehabilitation along priority areas of the Albert River.

Purpose: Enhance water quality, biodiversity connection and ecological values along the Albert river. Work towards achieving the Albert River vision.
June 2021 On Track During the second quarter of 2020/2021 financial year, the Albert River Riparian Rehabilitation project has progressed well and is on track. Wolfdene South Reserve was planted with 300 native plants along approximately 50 metres of the Albert River bank, this site is now on maintenance. The pre-start meeting, weed removal and planting of 300 native plants occurred at Luscombe Park, this site is now on maintenance.

A further 35 locally significant plant species were donated by Native Plants Queensland and planted across both sites. A request for quote was developed for the Eagleby Wetlands bank stabilisation and river access project and put out to quote.
GR2.2.1 - Deliver a feasibility study to establish a Riverine Discovery Centre.

Purpose: Promote community environmental awareness and eco-tourism in the City of Logan.
December 2020 Monitor During the second quarter of the 2020/21 financial year discussions were held with three Traditional Owner representatives seeking feedback, interest and themes for the Riverine Discovery Centre.

This information and other technical data was made available to the consultants working on the Riverine Discovery Centre feasibility study. Due to complicated design requirements related to flooding, the draft report could not be completed in December and will be provided to Council in quarter three.

It is recommended that the target date for this project be moved to March 2021, to allow for the remaining tasks for this project to be completed.
GR2.3.1 - Deliver riparian rehabilitation along priority areas of the Logan River.

Purpose: Enhance water quality, biodiversity connection and ecological values along the Logan river. Work towards achieving the Logan River vision.
June 2021 On Track During the second quarter of 2020/2021 financial year, the Logan River Riparian Rehabilitation project has progressed well and is on track. The pre-start meeting, preliminary site works which included weed removal and planting of 3,050 native plants occurred at Wendt Park, this site is now on maintenance.

The construction request for quote was developed for the Logan River Parklands banks stabilisation project.
GR3.1.1 - Deliver a report on service options available under the 2021 Waste Collection Contract.

Purpose: Prepare for the commencement of the new waste collection contract in July 2021.
April 2021 On Track The greenwaste service report was considered and approved by Council during 2020/21 budget deliberations. A further report on how the service will be rolled out was considered by Council in a Briefing Session on 17 September 2020.Approval was obtained to proceed with the call for Expressions of Interest (EOI's) in the service on a dedicated web page with promotion via City Mag, brochures delivered with Kerbside Clean Up flyers, social media and various other means at Council facilities and customer service centres. 5,663 EOI's had been received by mid-December 2020.

Council in August 2020 resolved to not implement an on-demand KCU service and stay with the scheduled service.

Council considered a report on the innovation project in August 2020 and resolved to call for a business case from Lendlease. Lendlease conducted some stakeholder consultation to assist with the development of the plan in December 2020.The business case was still awaited at the end of December 2020.
GR3.1.2 - Deliver a report for Council consideration on the evaluation of the regional waste disposal and resource recovery.

Purpose: To inform future waste management planning.
October 2020 Completed The Evaluation Report was considered by Council at its Planning, Environment & Economic Development Committee Meeting on 30 September 2020.

The recommendations of the report were endorsed for Council adoption.

Next Generation Governance (NG)

Project Target Status Commentary
NG1.1.1 - Deliver enhancements and new features to the corporate website.

Purpose: Provide enhanced digital customer experiences.
June 2021 On Track The Digital Customer Experience Team have completed a full accessibility audit and received accreditation against the WCAG2.1 Standard at the AA level. The 'My Property' feature via the corporate website and City of Logan app had some upgrades and enhancements applied.

There is still some ongoing work on this product to deliver some further enhancements. A COVID-19 tile via the corporate website continues to be updated with dynamic data. Several new online forms have been created and multiple PDFs have been converted to web pages.

The focus for the coming quarter is applying Council's rebranding to our websites and City of Logan app, adding an enhanced Careers section to the corporate website applying online form upgrades which introduce location services and form logic.
NG1.2.1 - Develop a proposal for proactive and targeted educational or compliance programs. These will link to systemic risks or priority city-wide issues of public importance.

Purpose: Increase compliance.
December 2020 Monitor During the second quarter of 2020/2021, the Development Assessment Branch had to place an increased focus on achieving key prosecution outcomes in the Magistrates Court during this period due to unforeseeable delays in the court system arising from COVID-19.

This created an upswing in legal/investigation work required to support this volume of outcomes. In any event, the successful outcomes achieved from these prosecutions during quarter 2 will inform the proactive educational proposals, particularly around the public interest considerations. Accordingly, the report is still under preparation and it is anticipated that it will be delivered to Council in quarter 3.

It is recommended that the target date for this project be moved to April 2021, to allow for Councillor consultation to take place and a report to be completed.
NG2.1.1 - Deliver a news and community website.

Purpose: Provide stronger communication channels to the community.
June 2021 On Track Media Branch has prepared a report that will go to the Executive Leadership Team (ELT) in early 2021. The exact date to be confirmed. The report will seek endorsement for the project to present at a future committee meeting.
NG2.1.2 - Develop a revised community engagement strategy, with input from the community.

Purpose: Further enhance Council's commitment to broader engagement practices and processes.
June 2021 Completed
Community consultation occurred and the feedback provided was reviewed. The draft strategy was updated to reflect feedback from the community and the final strategy has been endorsed by Council.

The Community Engagement Program is currently developing an action plan to support the strategy.
NG3.1.1 - Develop and implement a compliance management system.

Purpose: Ensure effective and accountable governance.
June 2021 On Track The Compliance and Risk Management Framework was approved by the Ordinary Council at its meeting on 28 October 2021 (Minute No. 136/2020).

The next stage of the project involves engaging with stakeholders to develop a compliance policy and procedure and reporting requirements.
NG3.1.2 - Develop and implement a governance framework.

Purpose: Promote best practices for corporate governance.
June 2021 Completed The Governance Framework was approved by Ordinary Council at its meeting held on 28 October 2020 (Minute No. 136/2020). This project is now complete.
NG3.1.3 - Deliver actions to secure Quality Management System ISO9001:2015 certification.

Purpose: Ensure a consistently high quality of service is delivered to customers and stakeholders.
June 2021 On Track As a result of the gap audit undertaken 17 November 2020, Queensland Business Documents conducted a risk management workshop on 10 December 2020 with Plant Fleet Services and key stakeholders, the Health and Safety program and Risk and Insurance program, to identify and document the main risks to PFS business. An additional risk workshop is booked for 14 January to document additional risks identified.

One internal audit was undertaken during December with no non-conformances. A Management Review meeting was held 18 December. The internal review of processes and documentation remains at 70% progressed and awaits Queensland Business Document's guidance and input. Queensland Business Documents is in the process of reviewing the QMS documentation.
NG3.1.4 - Engage all stakeholder groups across the city to develop a long-term plan and city vision.

Purpose: Inform the strategic direction for the City of Logan.
June 2021 On Track External consultants Articulous have been successful in the tender process for the provision of managing stages 2 and 3 of the community engagement process.

An initial workshop has been held to map out the process, timeframes, and stakeholder groups for stages 2 and 3. Social media releases have already commenced bringing awareness to the next stages, with formal community engagement scheduled to commence in February 2021.
NG3.1.5 - Deliver the Asset Management Strategy.

Purpose: Build organisational capability in sustainable asset management practices. Enable cost optimisation to meet the current and future needs of the city.
June 2021 On Track As at the end of the second quarter, the progress of key deliverables as per the Asset Management Strategy improvement plan continue and are currently being delivered per schedule.
These Include:
  • Asset Condition Assessment guidelines and plan which have been completed and were distributed to stakeholders via the AM TRG for review and feedback.
  • Development of the new TASMP using a new template.
  • Development of dashboard reporting capability.
  • Creating a new template for AMP.
  • Progressing Asset Data Standard and submission handbook is occurring in collaboration with RIP.
  • The development of a business case for an Asset Work Order and Maintenance Module has commenced.
NG3.1.6 - Deliver the Corporate Innovation Strategy.

Purpose: Build organisational capability in using innovation models. Enable services to be delivered in new and better ways.
June 2021 On Track The program continues to roll out and support a number of initiatives for the month of December. Key highlights for the second quarter include:
  1. Innovation Culture & Capability Uplift

    In December, the Corporate Innovation (CI) Program delivered the second online Lunch N Learn session for council staff with 55 staff logging in to the session. The focus of this training session was to equip participants with the skills and knowledge to understand the importance of unpacking a problem from a range of perspectives and learnt how to complete a problem statement. In session and post session feedback rated positive in line with the previous month's results.
  2. Corporate Innovation Services
    In December, the CI Program supported the following programs by facilitating workshops and applying corporate innovation tools and techniques:
    • Worm Farm Business Case: Facilitating internal and external stakeholders to inform a draft business case for Council's Basement Canteen to explore the option of establishing a worm farm pilot as a potential solution to repurpose organic waste as an alternative to re-divert the canteens organic waste to landfill.
    • Business Process Mapping: Working with Governance to map out existing business processes to identify waste and improve business efficiencies.
    • Active Logan Workshops - facilitating workshops with internal stakeholders to identify opportunities to improve organisation collaboration and coordination of active lifestyle programs and marketing.
  3. Innovation Communication & Engagement
    The monthly Podcast was distributed across Council in December with a range of podcasts focused on innovation best practice. There are currently 148 council staff subscribed to the electronic podcast. Electronic communications were also distributed internally as part of project progress updates to internal stakeholders across a range of initiatives.

    Two infomercial videos were finalised by the program in partnership with a local video production company. These two artefacts are an internal communication tool to the business that helps explain the role of the Corporate Innovation Program and the tools and techniques that can be facilitated to support the organisation to explore and address business challenges.
NG3.2.1 - Deliver an advocacy campaign leading into the State Government election in October 2020.

Purpose: Secure infrastructure investment for the City of Logan from the State Government
October 2020 Not Proceeding Council made a decision to remove this project from the Operational Plan at its meeting 18 November 2020 (Minute number 153/2020).

A decision was made to pause Council's FairShare4Logan platforms in March 2020 due to the COVID-19 pandemic. No budget was allocated towards a state election campaign in 2020/2021.

Assistance was offered and provided to Councillors who wished to advocate for divisional priorities with State Candidates, as per the program's usual scope of business.

NG3.2.2 - Deliver the Advocacy Strategy 2020-2024 and implement a program of priorities.

Purpose: Build strategic relationships to influence policy and investment in the best interests of the city.
June 2021 On Track The Advocacy Program received in principle support on the criteria and advocacy priorities from Committee, in order to commence drafting the new Advocacy Strategy in full.
NG3.3.1 - Deliver actions from the City of Logan Biosecurity Plan 2017-2022.

Purpose: Manage invasive pests, plants and animals across the city.
June 2021 On Track As at the end of the second quarter, the Biosecurity Surveillance Program and invasive biosecurity matter control are on target:
  • 132 Monthly Water Body inspections, which led to 34 weed treatments
  • 1327 weed treatments on parks, public land and roadsides
  • 205 weed treatments provided by Council on private property (as a cost recovery exercise)
  • 1605 weed inspections
NG4.1.1 - Deliver a Safety Culture Action Plan and an organisational wellness strategy.

Purpose: Ensure the safety of our people, contractors, and community. Build resilience and maximise the physical and mental health and well-being of our people.
June 2021 On Track Council's new Health and Safety Strategy was endorsed at the end of July 2020. This strategy serves to strengthen and deepen our existing positive safety culture.

The formal health and safety strategy launch is currently being entered into each BMT meeting for delivery through February 2021.
NG4.1.2 - Deliver 14 strategic people projects.

Purpose: Enable and support our people to deliver on the Corporate Plan 2017-2022.
June 2021 Monitor Project deliverables within the People Plan have been resumed post a significant COVID-19 pause during 2020.

An amended focus, prioritisation and timing of projects is being finalised to ensure initiatives support Council's current and changing business needs within our new operating environment.
NG5.1.1 - Deliver an updated hazard and risk profile for the city.

Purpose: Improve disaster management capabilities.
