Maintaining current levels of service - Quarter 2, 2022 / 2023

MS1.1.1 - Logan Listens Residents' Survey

Deliver the Logan Listens: Residents' Survey, including a review to identify and apply improvements.

Purpose: To monitor the level of community satisfaction with major services.
June 2023 Completed As at the end of the second quarter, delivery of the Residents' Survey was completed. The process involved interviewing 1,600 adult residents from a random sample across the City of Logan.

The Survey was divided into two sections, each completed by 800 residents:
  • Facilities and services.
  • Customer experience.
Taverner Research Group undertook analysis of the feedback received. The resultant report was presented to ELT in November 2022 and to City Governance Committee in December 2022. Council endorsed the Logan Listens: Residents Survey Research Report in December 2022.

An accessible version of the Report is being made publicly available on Council's website.

Copies of the Report were provided to Council's Libraries and Customer Service Centres for public assess.

The Report was made available to staff electronically via the Manager's Toolkit intranet page, and e-copies were distributed internally in conjunction with the release of the Branch Business Planning process. The survey results will provide valuable input into performance reviews and the annual planning process.

This project is now closed.
MS1.2.1 - Customer Service charter and standards update

Deliver an update to the Customer Service Charter and standards.

Purpose: To support Council to meet the needs and expectations of the community.
June 2023 On Track As at the end of the second quarter a revised timeline has been put in place to ensure the interim charter is delivered on time. This includes:
  • Review and amendment of key documents - customer charter, and customer management directive (Complete).
  • Stakeholder engagement and amendments to key documents (due January 2023).
  • Design of interim charter (due March 2023).
  • ELT endorsement of key documents (due March 2023).
  • Council adoption (April 2023).
  • Final design of interim customer charter and management directive completed, including accessibility (due June 2023).
  • Interim charter published to Council's website (End of 2022/2023 financial year).
MS1.3.1 - Data analytics and customer insights

Deliver a data analytics and customer insights system.

Purpose: To better understand what our customers, and the community are saying and experiencing when interacting with Council.
Those insights will be used to make more meaningful data-driven decisions.
June 2023 On Track As at the end of the second quarter:
  • Negotiations with a preferred supplier was conducted in accordance with the Tender Evaluation and Probity Plan.
  • It is anticipated that the contract will be awarded in January 2023.
  • This slight delay will have no impact to the delivery of the solution.

Deliver the citywide rebrand project in line with the project plan.

Purpose: To bring a valued and unified visual identity to Council and the City of Logan.
June 2023 On Track As at the end of the second quarter the following planned activities were achieved:
  • Signage installation – Community Centres.
  • Signage review – Parks.
  • Welcome signage – existing sign removal.
  • Image asset management – consultation and testing.
  • MarComms strategy:
    • Internal: External provider selected, run workshops/consultation.
    • Marketing: develop framework.
    • Digital: develop framework.
Highlights for the quarter include:
  • Rebranding and installation of new signage at all Community Centres completed.
  • Branding review of Admin building reception completed - new designs created and production installation quotes received.
  • Gould Adams Park sign and Park Ridge suburb sign repairs and rebrand completed.
  • Browns Plains Waste facility - Education Centre signage review undertaken.
  • City overpass signage review completed - signage updates identified for Browns Plains, Springwood and Tanah Merah overpasses.
  • Park Ridge and Gould Adams signage updates/repairs completed.
  • TIMS truck rebrand complete, Water Tower updates complete.
  • Overpass signage and lightboxes RFQ complete (includes position review/signage removal/ new signage construction and installation).
PC2.2.1 - City of Logan: Safe City Strategy and Action Plan 2021-2025

Deliver the second-year actions outlined in the City of Logan: Safe City Strategy and Action Plan 2021-2025 through a broad range of crime prevention and community-based safety initiatives.

Purpose: To create a safer City of Logan.
June 2023 On Track As at the end of the second quarter, delivery of a range of actions from the City of Logan: Safe City Strategy and Action Plan 2021-2025 continued. The following key highlights were achieved:
  • Completion of 5 Crime Prevention Through Environmental Design (CPTED) audits in response to reports of anti-social behaviour in public spaces.
  • The Safe City Awards ceremony was successfully held on 27 October 2022, at the Logan PCYC and was attended by approximately 70-80 people.
  • Delivery of the Services at the Square event on 7th November 2022, in partnership with Beenleigh Probation and Parole. This event engaged approximately 40 community members, connecting them with local support services.
  • Hosted a stall at Loganlea State High School's Wellbeing Expo on 10 October 2022, as part of Queensland Mental Health week, engaging students in grades 7 to 12 with regard to personal safety. A survey was conducted with students to ascertain their feelings of safety when out and about, with specific questions regarding perceptions of safety at train stations, as train stations have been identified in the Safe City Survey as locations that young people perceive as being less safe.
Council also attended a number of external community safety meetings and networks including:
  • The Logan Youth Network meeting to discuss upcoming events, activities, shared priorities, collaboration opportunities and emerging issues for youth in Logan.
  • Not Now Not Ever in Logan Meeting - Discussed 16 days of activism. The 16 Days of Activism against Gender-Based Violence is an annual international campaign that kicks off on 25 November, the International Day for the Elimination of Violence against Women, and runs until 10 December, Human Rights Day. A social media campaign and awareness walk to support the campaign is being investigated.
  • Hosting the Indigenous Community Police Consultative Group Meeting. The group discussed the importance of Domestic Family Violence programs, resources, work mentors and counselling services being culturally appropriate for community.
  • Meeting with QPS officers from Logan Central station to discuss the Community Safety Crime and Safety Profile for Division 2.
  • Participating in the Domestic & Family Violence (DFV) Workshop (Nutcha Aboriginal and Torres Strait Islander Corporation) Discussions relating to holistic and multi-agency responses to DFV.
  • Meeting with QPS Officers from Jimboomba station to discuss the Community Safety Crime and Safety Profile for Divisions 9&11.
  • Meeting with Senior Sergeant Corinne Brown (Officer in Charge of Beenleigh station) to discuss the Community Safety Crime and Safety Profile for Divisions 4, 6 and 12.
  • Meeting with Betty McGrady (Aunty Betty) to discuss Aboriginal and Torres Strait Islander services within Logan and potential domestic and family violence responses.
  • Meeting with Senior Sergeant Melodie Mulder (acting Officer in Charge of Loganholme station) to discuss the Community Safety Crime and Safety Profile for Division 10.
  • Meeting with Jimbelungare Community Garden group, Community Development Program and Logan Youth Action Group to discuss ideas for youth event to deter anti-social behaviour occuring in area.
  • Attendance at the round table conference for discussion of culturally and linguistically diverse children and domestic and family violence.
  • Meeting with Brenton Wong (Department of Seniors, Disability Services and Aboriginal and Torres Strait Islander Partnerships) to discuss idea to adapt/re-contextualize multi-systemic therapy for Aboriginal and Torres Strait Islander at-risk youths.
  • Meeting with Sergeant Vernita Pennington and Police Liaison Officer's from the Police Cultural Liaison Unit to discuss potential project collaborations
PC2.2.2 - Swim Logan

Deliver water safety awareness education sessions. Provide culturally appropriate learn-to-swim activities for:
  • First Nations people
  • newly arrived migrants and refugees.
Purpose: To increase participant swimming skills.
December 2022 Completed As at the end of the second quarter the Swim Logan program continued to deliver a range of swimming lessons and water safety awareness education session to the community. The following key highlights were achieved:
  • 11 learn to swim programs were delivered to migrants and refugees aged 16 years and over.
  • The 'Now I can swim' water safety digital campaign was delivered until 16 December 2022. The campaign featured messaging in 7 different languages targeting Logan's culturally and linguistically diverse community resulting in an engagement rate of 89.97%.
  • The Swim Logan celebration event was held on Saturday 10 December at the Logan North Aquatic Centre, which aimed to congratulate and showcase the achievement of all Swim Logan participants. Mayor Power and the Hon. Jim Chalmers MP were present as speakers for the event, along with Cr Koranski and Cr Russell.
  • The delivery of Swim Logan concluded on the 31 December 2022.
PC2.2.3 - KRANK School Holiday Program

Deliver a school holiday program for 5- to 17-year-olds.

Purpose: To encourage participation in active and healthy programs.

To increase community participation during school holidays.
June 2023 On Track As at the end of the second quarter the KRANK program continued to provide a range of school holiday activities to the community. The following key highlights were achieved:
  • 10 school holiday activities were delivered in October resulting in a total of 194 activities being delivered in the September/October school holiday program.
  • 1,585 young people participated in the September/October school holiday program.
  • The annual request for quote process closed on Sunday 11 December 2022, with 57 applications received from 53 different service providers to deliver activities in the 2023/24 financial year.
PC2.2.4 - Active and Healthy Program

Deliver a health and wellbeing program for all Logan residents.
Purpose:

To encourage participation in:
  • affordable and accessible physical activities
  • health and wellbeing programs.
June 2023 On Track As at the end of the second quarter the Active and Healthy program continued to deliver a range of health and wellbeing activities to the community. The following key highlights were achieved:
  • 326 health and wellbeing activities were delivered resulting in 1,798 participants accessing the program.
  • External funding of $1,000 was received from Heart Foundation to increase promotion of walking groups in Logan.
PC2.2.5 - Libraries Learning and Discovery Strategy 2019-2023

Deliver the outcomes of the Libraries Learning and Discovery Strategy 2019-2023.

This is delivered through the 6 priorities of:
  • access and inclusion
  • economic opportunity
  • nurturing learning and well-being
  • sustainability
  • connected community
  • embracing life-long curiosity and discovery.
Purpose: To support Logan's community through purposeful library programming
June 2023 On Track As at the end of the second quarter:
  • Logan City Council Libraries Job Help programs and services won the 2022 Dare to try Logan City Council Employee Excellence Award. Job Help programs and services were initiated to assist the community of Logan job seekers during challenging times and changing circumstances.
  • Delivery of activities and programs in libraries was achieved including Page Turners, Baby Time, Wriggle and Rhyme, Story Time in the Park and Be Connected for Older Australians.
  • Delivery of take-home packs for families: During December 2,338 take home school holiday activity packs were distributed to families.
  • Delivery of face-to-face and live streamed library programming and events for adults and children.
PC2.3.1 - Events Strategy deployment

Deliver strategic outcomes from the endorsed Events Strategy.

Purpose: To enhance delivery of the existing events portfolio.
June 2023 On Track As at the end of the second quarter the following planned activities were successfully delivered to the community:

  • Years of Service celebrations.
  • Seniors Day.
  • Sports Awards.
  • 2022 Mayors Christmas Carols.

PC2.3.2 - Reconciliation Action Plan

Progress a detailed development plan for Council's next Reconciliation Action Plan.

Purpose:

To:
  • strengthen relationships
  • build knowledge within Council
  • identify opportunities
  • work towards outcomes that will support the organisation and Logan's Aboriginal and Torres Strait Islander community.
June 2023 On Track As at the end of the second quarter:
  • Engagement continued with internal and external stakeholders to progress planning for the development of Council's third Reconciliation Action Plan, with strong community relationships continuing to flourish.
  • A report was prepared and submitted for Council's Executive Leadership Team with recommendations to proceed with planning for an Innovate level Reconciliation Action Plan.
  • The report will be discussed at the first Executive Leadership Team in January 2023.
PC2.3.3 - Access and Inclusion Plan

Coordinate and support implementation of the Access and Inclusion Plan 2019-2022.
Purpose: To create a more accessible and inclusive city for everyone.
June 2023 Completed As at the end of the second quarter the Access and Inclusion Plan 2019/2022 progressed well and is now completed. The following key highlights were achieved:
  • Prepared and presented the Access and Inclusion Plan 2019-2022 outcome report to the Executive Leadership Team and the Community Lifestyle Committee. This highlighted that 83 out of the 84 actions have been achieved in the plan with an additional 11 actions delivered over the past 4 years.
  • Following community consultation, 40 staff representatives from 26 branches have developed 103 actions to form the draft Disability Action Plan 2023-2025.
  • The draft Disability Action Plan 2023-2025 was presented to the Community and Lifestyle Committee on Wednesday 7 December and was endorsed for public consultation.
  • The draft Disability Action Plan 2023-2025 was released for public consultation via Council's Have Your Say platform on Thursday 15 December. It will be open for public consultation until Sunday 5 February 2023.
  • Following public consultation, the draft Disability Action Plan 2023-2025 will progress to final stages and be presented to the Community and Lifestyle Committee on Wednesday 15 March 2023.
PC2.3.4 - Community development initiatives

Deliver community development initiatives that strengthen and build the community.

Purpose: To respond to local priorities.
June 2023 On Track As at the end of the second quarter a range of community development initiatives were delivered to the community. The following key highlights were achieved:
  • Stories from the Kitchen dinner was held on Saturday 15 October and Saturday December at Flagstone Community Centre and Kingston East Neighbourhood Centre where 46 people attended from 18 different cultural backgrounds.
  • The Logan Youth Action Group delivered two workshops at Marsden State High School to approximately 800 students from Year 11 and Year 12 for mental health and community safety.
  • The Logan Youth Action Group presented the outcomes of their 4 different project areas and released their first Annual Report magazine.
  • The Logan Youth Action Group delivered a Koala Family Fun Day event on Saturday 12 November where over 500 people attended.
  • The Logan Youth Action Group held a dinner with the Mayor and Councillors on Tuesday 29 November to celebrate the conclusion of their work.
  • Chatty Café was held on Wednesday 19 October and Wednesday 16 November at five local cafes where 46 residents and 15 volunteers attended.
  • Delivered both the Logan Seniors and Community Centres network meetings on Wednesday 7 December and Thursday 15 December where 24 service providers, local seniors and 8 centres attended.
PC2.3.5 - Aboriginal and Torres Strait Islander Bursary Program

Deliver the Aboriginal and Torres Strait Islander Bursary.

Purpose: To support employment opportunities in Council for Aboriginal and Torres Strait Islander peoples.
June 2023 On Track As at the end of the second quarter:
  • Interviews were undertaken in October with a potential candidate for the bursary with the panel completing post interview checks.
  • A candidate for the bursary has been chosen subject to being accepted into the university course.
  • A verbal offer has been made to the candidate by the university and Council is awaiting confirmation in writing to be able to formalise the offer to the candidate.
PC2.3.6 - Living Museum of Logan

Deliver the Living Museum of Logan exhibition and programs in collaboration with the community.

Purpose: To:
  • share the stories of our culturally diverse communities and of Logan’s Aboriginal and Torres Strait Islander communities
  • share themes of importance to Logan's people
  • enhance visitor experience to the City of Logan
June 2023 On Track As at the end of the second quarter:
  • The second exhibition display for 'Nourish: food stories connecting people, cultures and countries' was installed sharing new stories from Logan residents' businesses, kitchens, markets and gardens. This will be displayed until February 2023.
  • A total of 9,328 people visited the Living Museum of Logan during quarter two, which includes 4,126 in December. This brings the total number of visitors for the 2022/2023 financial year to 19,680.
  • Council continued provision of exhibitions, public programs and museum tours during the quarter.
PC2.4.1 - Enhancement to City Administration Centre main entry

Deliver an enhanced main entry to the Logan city Council City Administration Centre.

Purpose: To provide a more attractive area for customers conducting routine business.
June 2023 On Track As at the end of the second quarter:
  • The final design plans are on track to be completed by the end of January 2023.
  • The final design plans will form part of the tender documents which are to be released in early February 2023.
  • Site works are to commence in March 2023.
  • Project completion is on track for all works to be completed by 30 June 2023.

EN3.1.1 - Albert and Logan Rivers accessibility and connectivity projects

Deliver initiatives identified in the Albert and Logan Rivers Accessibility and Connectivity Plans.

Purpose: To increase community connection, user experience and activation.
June 2023 On Track As at the end of the second quarter the following Logan and Albert Rivers accessibility and connectivity project actions were delivered:
  • Design developed and quotes sought for delivery of the art seat at the Riverdale Park pontoon.
  • Site scoping and stakeholder consultation commenced to inform delivery of a riverside art project along the Albert River.
  • This project is on track.
EN3.2.1 - Riparian Restoration Projects

Deliver riparian rehabilitation along priority areas of the Logan and Albert Rivers.

Purpose: To enhance our green canopy and urban forest.
June 2023 On Track As at the end of the second quarter the following Logan and Albert River riparian rehabilitation actions were delivered:
  • Maintenance works continued at Wendt Park, Wolffdene South Reserve, Luscombe Park and Riverdale Park.
  • Stage 1 Infill planting site at Riverdale was successfully handed over to Parks.
  • The third Trees for Fish community planting event was delivered. 900 tube stock were planted and approximately 45 community members attended. This site is now on maintenance.
  • The flood recovery planting of 1,700 plants at Logan River Parklands was completed and is now on maintenance.
  • An inception meeting was held with Reclink, Skilling Queenslanders for Work, to scope out Albert River Park riparian revegetation work.
  • This project is on track.
EN3.3.1 - Environmental offset delivery

Deliver and maintain environmental (vegetation) offset planting sites.

Purpose: To enhance wildlife corridors and core habitat across the city.
June 2023 On Track As at the end of the second quarter the following actions were delivered under the Environmental (vegetation) offsets project:
  • Draft Private landholder agreement developed and sent to key stakeholders for comment.
  • 6 months of maintenance on current offset sites completed.
  • Hydraulic modelling completed for future Environmental Offset sites and drafting of associated report.
  • Quote submission developed, submitted and accepted to the Queensland Department of Environment and Science to deliver Koala offsets in the City of Logan.
  • Planning continued for Ooah Park Environmental (vegetation) Offset planting.
  • This project is on track.
EN3.4.1 - Environmental conservation partnerships

Deliver environmental conservation partnerships.

Purpose: To support the community to:
  • become more sustainable
  • conserve and restore private land.
June 2023 On Track As at the end of the second quarter, Environmental Conservation Partnerships achieved the following:
  • 856 members in total participating in the program.
  • 19 new Habitat Connections members joined the program (420 properties in total with 4 deregistration's).
  • 6 new Land for Wildlife properties were registered making 436 properties in total (9 properties deregistered from the program).
  • Formal agreements remain at 28 (Voluntary Restoration Agreement, Voluntary Conservation Agreement and Voluntary Conservation Covenant).
  • 6 formal agreement annual visits were completed.
  • 48 Land for Wildlife property revisits were conducted.
  • 458 individual community engagement interactions were provided to community members 8.77 hectares were lost from the Land for Wildlife habitat network due to deregistration bringing the total to 6,180.99 ha
  • Oxley Creek Catchment Association was appointed to deliver the next phase of the Oxley Creek Landholder Engagement Project.
  • 78 Environmental Conservation Partnership members submitted orders for conservation incentives (yearly total is 226 orders).
  • 1,674 incentives plants were provided (yearly total to date is 5,485 plants).
  • 6 incentives nest boxes were provided (yearly total to date is 38).
  • 23 incentives books were provided (yearly total to date is 66).
  • 17 herbicide orders were made (yearly total to date is 31).
  • This project is on track.
EN3.5.1 - Environmental events and activities

Deliver a range of environmental events and activities.

Purpose: To:
  • encourage environmental stewardship
  • enhance environmental awareness across the community.
June 2023 On Track As at the end of the second quarter the Environmental Events and Activities program delivered 20 events to 896 community members. The following events and activities were delivered to the community:
  • Four spotlighting events were held at Boronia Bushlands on 7 & 8 October and 18 & 19 November with 78 participants across the four events.
  • Trees for Fish Planting was held at Logan River Parklands on 15 October with 45 participants.
  • Batty Halloween was held at Doug Larsen Park on 29 October with 90 participants.
  • Great Southern BioBlitz Guided Walk was held at Springwood Conservation Park on 30 October with 7 participants.
  • Four spotlighting events were held at Berrinba Wetlands on 4 & 5 November and 2 & 3 December with 82 participants across the four events.
  • Frog-spotting event was held at Berrinba Wetlands on 11 November for FrogID Week with 21 participants.
  • Froggy Fun was held at Greenwood Lakes Park on 12 November for FrogID Week with 3 participants.
  • Koala Family Fun Day stall was delivered on 12 November with approx. 500 people in attendance.
  • Paddle the Logan was held at Henderson Park on 19 November with 17 participants.
  • The Fire Information Session and Workshop on 22 & 26 November were both postponed due to low registrations.
  • Kids Waterway Workshop was held at Gould Adams on 3 December with 11 participants.
  • Agents of Discovery Walks (drop-in style) were held at Wearing Park and Stoneleigh Reserve Park on 12 December with 4 participants.
  • Cane Toad Busting Information was held at Park Ridge Tavern on 12 December with 25 participants.
  • Frog-spotting event was held at Eagleby Wetlands on 16 December with 13 participants.
  • 10 people responded to post event surveys with 90% of participants agreeing or strongly agreeing that they enjoyed their event/activity overall.
EN3.6.1 - Decarbonisation - extended solar and new hydrogen capability

Complete an investigation to identify options for delivering sustainable outcomes in the way Logan Water delivers its services.

Purpose: To support the increased use of:
  • renewable energy
  • energy efficient technology
  • carbon reduction capabilities.
June 2023 On Track As at the end of the second quarter:
  • Market sounding work with PWC to investigate energy partners has commenced and will proceed through January 2023 and February 2023 as advised at the December Infrastructure Committee meeting.
  • Positive response has been received from ARENA regarding Funding of FOGO trials and work on the Loganholme Solar farm extension and additional Gasifier train have commenced.
EN3.6.2 - Climate change resilience actions

Deliver actions identified in the Climate Change Resilience Strategy 2021-2031.

Purpose: To achieve climate change resilience outcomes for Council.
June 2023 On Track As at the end of the second quarter:
  • The carbon neutrality certification was granted by Climate Active.
  • Discussions continued in relation to establishment of the South-East Queensland Climate Resilient Alliance with membership fees and resourcing yet to be finalised.
  • This project is on track.
EN3.7.1 - Waste management and resource recovery

Deliver actions identified in the Waste Management and Resource Recovery Strategy 2022-2032.

Purpose: To minimise waste to landfill and increase recycling
June 2023 On Track As at the end of the second quarter
  • 60% of the ongoing and short timeframe actions in the Implementation plan have commenced. This is in line with the project's schedule.
Examples and highlights for the quarter include:
  • Action item 1 - Green bin promotion continued during quarter; 1371 new green bins ordered in Q2.
  • Action item 4 - Conducted successful trial with Cleanaway rear end loader and crew to determine safe loading techniques and determine maximum collection quantities and site service requirements. Prepared information and resources for Marketing team to prepare media and information campaign on mattress processing.
  • Action item 11 - COMSEQ – Project Management Office Sub-working group meeting regards food organics and garden organics strategy. Prepare Waste Recycling Industry Member Briefing (WRIQ) on Clean Energy Regulator and Opportunities for WRIQ Members.
  • Action item 12 - Provided comments and advice on motions relating to waste management and resource recovery on the agenda for the 2022 LGAQ Annual Conference. Contributed to the LGAQ forum and consultation on the End of Waste Framework and the discussion with the Qld Dept. of Environment and Sciences regards clean fill material and the waste levy.
  • Action item 15 - Successfully conducted a range of community Upcycling workshops at the Logan Recycle Market.
  • Action item 16 - Compost rebate scheme promotion ran from Monday 5 September – 20 December, 148 rebates were approved in Q2.
  • Action item 21 - Developed new conditions of bulk bin KCU service criteria for property managers for improved and tightened messaging around Kerbside clean-up program waste acceptance criteria. Included review and update of website content, kerbside flyer and creation of uncollected kerbside notice.
  • Action item 24 - Waste audit conducted in December facilitated by Envirocom, in partnership with COEX.
  • Action item 25 - In partnership with Marketing developed a series of animated bin education videos, to deliver and promote messages on what should go in each bin type. Planning and preparation for bin inspection program to commence in the new year, includes development of advisory and warning bin tags for use by bin inspectors and truck operators to advise customers of incorrect bin use.

HC4.2.2 - Animal management strategy

Deliver a new animal management strategy that creates a strategic roadmap for the future of animal management services.

Purpose: To improve public safety and animal-keeping outcomes in response to community demand and trends.

HC4.3.2 - Biosecurity strategy

Purpose: To create a strategic roadmap for protecting the biosecurity, health and environment of the city.

  • The draft was sent to Biosecurity Queensland for review and feedback.

HC4.3.3 - Illegal Dumping and Litter Enforcement Strategy 2022-2025

Purpose: To ensure the city of Logan is a clean and safe place to be.

  • Logan Art Gallery won a Gallery and Museum Achievement Award (GAMAA) on 11 December 2022 at the prestigious state-wide awards for their important truth-telling exhibition My story: the unbroken spirit of the Kalkadoons (Kalkadunga). This was the sixth consecutive year that Logan Art Gallery has been acknowledged for their outstanding achievements with a GAMAA.

HC4.5.1 - Rosia Park

This project now forms part of the Park Ridge Sports and Recreation Precinct.
  • This amendment to scope was endorsed by the City Lifestyle Committee on 19 October 2022, and subsequently adopted by Council on 26 October 2022 (minute# 97/2022).
Update on the revised project for the second quarter:
  • Application for environmental approval remains in progress, with the existing Environment Protection and Biodiversity Conservation Act (EPBC) application referral being continued.
  • The project is exploring potential options to reduce the land area for sports park and the impact on the EPBC process.
  • It is anticipated the EPBC conditions approval will be achieved by the fourth quarter.
  • Council is awaiting confirmation from the Department of Infrastructure, Transport, Regional Development and Communications on Extension of Time (EOT) for the Local Roads and Community Infrastructure (LRCI) Phase 2 funding.
  • Schematic design is being reviewed by Council prior to the commencement of construction documentation.
  • Council will continue to work with consultants (NGH) to finalise the EPBC referral.
  • Preparation is in progress for a new programme to be prepared for the revised Park Ridge Sports and Recreation Precinct.

  • The updating of the city centre implementation plans are close to completion with the aim to commence with internal consultation before the end of 2022.
  • The draft Place Plan will be finalised following feedback from the manager and Director, will be workshopped with internal branches with the aim to brief Councillors early in 2023.
  • Actions from the night time economy strategy is scoped out and costed for future budget allocations.

EG5.4.1 - Roadmap for Brisbane 2032

  • The draft Roadmap went to ELT for first review in October 2022.
  • Feedback was positive with direction received to proceed to consultation with Council.

EG5.5.1 - Logan Plan 2025

Deliver activities for the Logan Plan 2025 program of work. This includes:
  • drafting of the new planning scheme
  • legal review
  • submission to the Queensland Government for State Interest Review.
Purpose: To support the delivery of Logan Plan 2025 as the key land use policy to guide future growth.

  • 80% of the new planning scheme is complete. This is in line with expected progress.
  • Drafting of the scheme continues and some content now been shared with lawyers for their review.

EG5.8.1 - Digital Infrastructure and Connectivity Program

Deliver the Digital Infrastructure and Connectivity Program.

  • support the City of Logan to be globally competitive.

  • MFEDC - Ongoing discussions with providers and completion of strawman setting potential partners and capability.
  • LEO trial - Analysis finalised and BAFO with provider.
  • Smart IoT Platform - Continuing engagement with providers to explore further opportunities for phase two.
  • Program - Finalised formal variation agreement with State Development Department - Formal variation agreement approved 9 December to progress with focus on improving and upgrading fixed broadband access technologies and MFEDC.
EG5.9.1 - CoLab

Deliver the coLab Growth Hub.

Purpose: To support scaling ventures to achieve their high-growth objectives in the innovation-driven economy.
June 2023 On Track As at the end of the second quarter, the following was achieved across the key areas of the CoLab Growth Hub:
  • US Market Access Program - Session 7 of the program was delivered on Friday the 2 December 2022 and Session 8 of was delivered on Friday the 16 December 2022. Each session comprised of a 2-hour component where each participant company delivered a work product presentation based on training provided at previous session, followed by 1-hour of training content provided by our facilitator NGIN. Mentoring between the companies and Entrepreneurs in Residence was held before delivery of each sessions work product presentations.
  • Residency - The current cohort of coLab Portfolio Companies continue to work with their dedicated Entrepreneur in Residence and have participated in coaching sessions to enhance their company.
  • Branding and Marketing - A brand refresh has been completed including an improved brand, brand strategy, brand narrative and collateral/assets. Preparation for delivery of the new brand is currently being undertaken.

Infrastructure - Quarter 2, 2022 / 2023

IN6.1.1 - SafeRoads4Logan Road Safety Strategy Action Plan 2022-2026 implementation

Implement current year actions for of the SafeRoads4Logan Road Safety Strategy Action Plan 2022-2026.

Purpose: To reduce incidents and improve safety on roads in the City of Logan and promote road safety.
June 2023 Monitor As at the end of the second quarter, a number of items from the Road Safety Strategy for Logan 2022-2026 Action Plan (A1 to A31) were progressed including:
  • Commencing partnership with Little Blue Dinosaur Foundation (LBDF) to undertake research-based pilot study targeting child care centres for prevention of child road trauma (Action A5a).
  • Weekly meetings between Council, Police and Department of Transport and Main Roads (TMR) road safety officers (Action A5b).
  • Coordinating second meeting of Road Safety and Active Transport (RSAT) Advisory Group on 27 October 2022 (Action A6).
  • Inviting a number of Council traffic staff and TMR road safety officers along to road fatality inspection to develop crash investigation skills (Action A8).
  • Installation of high activity zones in Logan Central precincts either side of rail line as part of TMR sponsored Vulnerable Road User Project (Action A24).
  • Scoping sites for potential trial of Smart Safety Platform, a real-time analytical tool attached to monitoring cameras and sponsored by Motor Accident Insurance Commission (Action A29).

The recent unplanned departure of Council's lead road safety officer is likely to have some impact on the delivery of the road safety strategy until a permanent replacement can be found. The role is temporarily being filled through a 6 month internal secondment, focusing on maintaining road safety coordination and liaison tasks (rather than any new engineering activities). Due to this transition, preparation of the annual report (Action A31) has been postponed to the third quarter, and is proposed to be presented to the new RSAT Advisory Group in the fourth quarter. It is not anticipated that this will impact the project's delivery date (June 2023).

Recovery actions
  • Seek a new permanent staff member for lead road safety officer.
  • Fill the role on a temporary basis through an internal secondment until a permanent replacement is found.
IN6.2.1 - Chambers Flat Wastewater Treatment Plant site master plan

Develop the draft and final site master plan for the Chambers Flat Wastewater Treatment Plan.

Purpose: To support the delivery of reliable and sustainable water services.
June 2023 On Track As at the end of the second quarter:
  • Initial meetings have been held with the Chambers Flat community reference group.
  • The group has put forward key goals that they each have for the site. Logan Water has share a preliminary site map that shows the proposed location of the treatment plant site and other areas that at this stage will be reserved for Logan Water purposes.
  • There remains a significant part of the site that can be used for community and environmental uses.
  • Further consultation is on hold until the alignment of the upgraded Kenny Road is finalised, this has been delayed at least three months as the roads team reassesses the proposed design considering the updated flood modelling.
  • Contact was made with Community Reference Group thanking them for their contribution during 2022 with advice that the next meeting will be programmed early in 2023.
IN6.2.2 - Loganholme Wastewater Treatment Plant (WWTP) Stage 8. Beenleigh WWTP close

Deliver critical upgrades to the Loganholme WWTP.
Decommission the Beenleigh WWTP.

Purpose: To respond to anticipated increases in growth and demand in water services
June 2023 On Track As at the end of the second quarter the following were achieved:
  • Completed permeate pumps slab.
  • Completed permeate flowmeters slab.
  • Completed bioreactor aeration piping.
  • Commenced installation of diffuser grids.
  • Continued with installation of underground services.
The project is on track for commissioning as scheduled.
IN6.2.3 - Water and wastewater capital works program

Deliver water and wastewater infrastructure through the Water and Wastewater Capital Works Program.

Purpose: To deliver safe and efficient water and wastewater infrastructure to support the community and city growth.
June 2023 Monitor As at the end of the second quarter:
  • The expenditure on the Water and Wastewater Capital Works Program was $49.02 million against the phased budget of $61.45 million.
  • It is not expected that this will impact the overall Program's budget target spend for the financial year as there were many projects in design and development phase during the first half of the financial year.
Recovery actions
  • None required at this point.
  • It is expected that expenditures will ramp up in coming months as more projects enter the construction phase where the bulk of moneys are spent.
  • The Branch is working with Council's construction partners to monitor project schedules to ensure budget spend recovers. Budget spend is recovering which is evident by an improvement seen in estimated versus actual spend gap from 75% of estimated spend in quarter 1, to 80% of estimated spend in quarter 2.
  • It is expected that performance KPIs will still be met.
IN6.2.4 - Water for SEQ Plan

Contribute towards the development of the Water for SEQ Plan.

Purpose: To:
  • ensure the best possible outcomes for City of Logan communities
  • effectively inform the region’s future through input in the SEQ Regional Plan.
June 2023 On Track As at the end of the second quarter:
  • The South-East Queensland Water Service Providers (WSPs) Partnership have engaged consultants to facilitate the development and preparation of the regional planning high-level strategic Position Statement, and development and implementation of the related Communication and Stakeholder Plan. Logan Water's role in this process will predominately be in the last quarter of the financial year.
  • The Water for SEQ Plan is an initiative of the SEQ Water Service Providers (WSP) Partnership with a vision for integrated and collaborative water cycle management across South-East Queensland ensures water and sewerage services are reliable, affordable, and sustainable both now and in the future. The benefits and costs of an integrated and regional approach to water management are realised, pursued and shared equitably between stakeholders.
  • The SEQ WSPs are Seqwater, City of Gold Coast, Logan City Council, Redland City Council, Unitywater and Urban Utilities. Each of the agencies had a plan for their component of the region but there was no holistic plan or framework for bringing them together or for guiding and supporting other levels of government when putting together the SEQ Regional Plan.
IN6.3.1 - Parks Asset Renewal Program

Deliver the Parks Asset Renewal Program.

Purpose: Provide and maintain healthy and active recreation opportunities for families
June 2023 On Track As at the end of the second quarter the following was achieved:
  • The program is on schedule with 46% of the program delivered so far and is running ahead of quarterly budget splits.
This is within acceptable parameters. Highlights include:
  • Eridani Park toilet.
  • Tully Memorial Park toilet demolition.
  • Lissadell Park adventure play unit.
  • Lancaster Park drinking fountain.
  • Bayes Park shelter.
  • Settlers Park (Flagstone) renewal.
  • Nexus Forest Park renewal.
  • Peters Park renewal.
Other highlights include:
  • The full 2022/23 Asset Renewal Program has now been designed, with work commencing on designs for 2023/24 Asset Renewal projects in Q3.
  • Two projects are facing delays, which the Parks Branch will continue to monitor:
  • Wearing Park – Feedback received at community consultation was critical of the design. Parks are working with stakeholders to meet community expectations.
  • Lincoln Green Park – Detailed design of the asset renewal project has been delayed due to community consultation.
  • Alternative projects are being advanced to mitigate the potential impact of these delays on the program.
IN6.3.2 - Waterford West Park

Deliver the detailed design for the Waterford West Park.

Purpose: To enhance Council’s recreational infrastructure across the city’s green spaces.

IN6.4.1 - Asset Management deep dive

Deliver an enhanced level of maturity of strategic and operational asset management for Council facilities and properties.

Purpose: To support delivery of the related project: Enterprise Asset Management Systems and long-term sustainability of Council’s infrastructure.
March 2023 Completed As at the end of the first quarter, this project has been completed.
The scope of the project was to do a review of the Corporate Facilities Program asset maturity. This included recommendations on actions to be taken to bring the Program up to an improved standard of asset management. Once the recommendations and actions have been implemented, the Corporate Facilities Program will be well positioned from a project readiness perspective to engage in a meaningful way with the EAMS Project.
IN6.4.2 - Asset Management Improvement Plan

Implement the Asset Management Strategy 2020-2023. This will be achieved by delivering identified actions from the associated Asset Management Improvement Plan (AMIP). This includes reviewing:
  • condition assessment and defect identification regime for each asset class
  • risk analysis and monitoring regime for infrastructure assets
  • operations, maintenance, and renewal plans
  • asset management resources across the organisation
  • implementing AMIP Key Performance Indicators.

Purpose: To improve organisational financial reporting and analytics capabilities.

  • Corporate Asset Management (CAM)has been providing assistance to Branches with the preparation their lifecycle asset renewal models.
  • Further assistance with updating and verifying the Park's financial asset register has been undertaken by CAM.

Deliver park infrastructure through the Parks Capital Works Program.

Purpose: To Increase tourism in the city. To create healthy and active recreation opportunities for families.
June 2023 On Track As at the end of the second quarter, projects in the Parks Capital Works Program are progressing on schedule with:
  • Anticipated program milestone for the end of quarter 2 was 19% budget spend, but is ahead of schedule at 36%.
  • Consultation activities complete.
  • Projects are in the design and documentation phase l Where possible equipment is being procured early to mitigate supply chain delays and to manage consequential impacts on contractor availability.
  • Weather has not significantly impacted program delivery in Q1 or Q2. We are monitoring this for potential impacts on Q3 delivery and have prepared wet weather impact mitigation plans.

  • Cecil Clark Park footpaths.

IN6.5.2 - Flagstone Community Hub

Deliver detailed design work for the Flagstone Community Hub.

Purpose: To support development of the new Greater Flagstone community centre.

  • The functional brief was completed.
  • Community needs were verified and have informed the functional brief.
  • The community engagement outcomes have been summarised and the project web page will be updated accordingly.
IN6.5.3 - Yarrabilba Community Hub

Deliver the Yarrabilba Community Hub.

Purpose: To provide a new integrated community facility that delivers critical social services for the community.
November 2022 Completed As at the end of November 2022:
  • Works have been completed for the Yarrabilba Community Hub.
  • Practical completion has been issued and handover completed in early November 2022.
  • Project complete.
IN6.6.1 - Road and Drainage Capital Works Program

Deliver the road and drainage infrastructure 2022/2023 projects through the Road and Drainage Capital Works Program.

Purpose: To deliver sustainable transport infrastructure that provides city and regional connection.
To deliver drainage infrastructure that collects and discharges stormwater safely and effectively
June 2023 On Track At the end of the second quarter:
  • Delivery of the Capital Roadworks and Drainage Program has achieved $58.6 Million in overall expenditure.
  • This is slightly ahead of planned expenditure targets by 8%.
Notable projects under construction throughout the first quarter includes:
  • Stages 2 and 9 of Woodlands Drive Catchment Master Drainage Project, Rochedale South ($15.8 million).
  • Stage 1 of Jimboomba Local Road Kerbing and Stormwater Drainage Upgrade ($8.6 million).
  • Gilmore Road, Berrinba - Road Upgrade ($8.1 million).
  • Chambers Flat Road Upgrade, Chambers Flat ($38 million).
  • Gunungai Drive Cycleway and new bridge crossing, Slacks Creek ($4.1 million).
  • Woodbeck Street Catchment Master Drainage Project, Beenleigh ($1.7 million).
  • Middle & Teviot Road Roundabout Upgrade ($1.1 million).
  • Asphalt resurfacing, spray sealing works and pavement rehabilitation at numerous locations across the city (totalling $12.6 million).
The Capital Roadworks and Drainage Program delivers enhanced transport and drainage infrastructure across the City of Logan. The Program delivers infrastructure upgrades to cater for improvements and growth across the city as well as renewal of the existing infrastructure network.
IN6.7.1 - Monitoring room expansion investigation

Deliver an investigation into the expansion of the Logan Safety Camera Program Monitoring Room.

Purpose: To support the expansion of the Logan Safety Camera Program network.
June 2023 On Track As at the end of the second quarter the Monitoring room expansion investigation project progressed well and is on track. The following key highlights were achieved:
  • A Request For Quote to procure a consultancy firm to determine the current and future needs of Council's camera monitoring room including the identification of potential growth opportunities and requirements was finalised.
  • Key internal stakeholders engaged.
  • Selection panel members selected and confirmed. Panel members include representatives from the Information Technology Services Branch and the Logan Safety Camera Program.
  • Quotations are expected to be invited from suppliers in January 2023.
IN6.7.2 - Strategic Land Acquisition Program

Establish a 3-year Strategic Land Acquisition Program to coordinate the acquisition of commercial land and sale of surplus land.

Purpose: To support the efficient delivery of trunk infrastructure and generate investment and employment opportunities in our city.
June 2023 On Track As at the end of the second quarter:
  • Council was provided an update in November 20222 regarding the Innovation Precinct.
  • Feedback was positive with endorsement to proceed with further investigation.
  • The project is continuing investigation and studies of potential designs and drafting of the innovation precinct planning and options.

  • All the designs for LEW, storm preparedness and Beat the Heat are completed and the schedule is set. 100% Complete.
  • The Beat the Heat Campaign will be public facing in December 2022 and January 2023. This consists of Facebook posts, Website Super Banners, Our Logan magazine and website, and advertisements in the Jimboomba Times. 100% Complete.
  • Storm Preparedness will have a re-run of its public facing campaign starting on 2 Jan 2023 (website banner, Customer service tv slides, Libraries TV slide). This campaign will end on the 29 Jan. 100% Complete.
HP7.3.1 - Digital Transformation Program

Deliver year 1 of the Digital Transformation Program. This includes upgrades to modernise the processes and technology to digitise Council systems.

Purpose: To ensure Council's IT systems are able to support the evolving needs of the organisation and community.
June 2023 On Track As at the end of the second quarter:
  • Pathway Modernisation for Customer Experience and Community Engagement went live with no issues.
  • Information Modernisation Tender released for Enterprise Search and Records Management solutions.
  • EAMS successfully completed base build as per schedule and within budget.
  • Cyber - Cyber risk framework drafted.
  • M365 Teams Telephone - Pilot environment deployed.
  • Cherwell uplift - Phase 1 complete with improved customer service, data visibility and cloud based solution.
  • Network Refresh - Equipment has arrived.
HP7.3.2 - Implementation of QR Codes

Deliver a new data delivery system in fleet assets.

Purpose: To provide current driver information on the operation of fleet assets
June 2023 On Track As at the end of the second quarter:
  • IT Branch has approved the QR add-in for Microsoft office.
  • Plant Fleet Services will now create QR codes linking to the Fleet Driver handbook and roll out the installation to vehicle glove boxes.
  • QR development will commence on the return of the Business Support Coordinator.
HP7.4.1 - Contract management software

Deliver enhanced contract management functionality through the implementation of TechOne Contracts module.

Purpose: To ensure Council’s contract management systems are up to date and meet the needs of the organisation
December 2022 Completed As at the end of the second quarter:
The Corporate Procurement team have worked in collaboration with the Technology One project team to enhance the contract management functionality through the implementation of the TechOne contracts module.
Key deliverables for enhancing contract management functionality from Corporate Procurement were achieved in November 2022.
  • With a fully integrated and compliant contract-to-pay process, contract managers will have a single interface to ensure that relevant employees and contract parties are informed every step of the way.
Key features & benefits of the module include:
  • Provision of flexible contract types, smart date alerts and access to real-time reporting on contracts.
  • Streamlining of contract risk and activities with automated contract reviews including options for contract KPI, contractor performance and internal risk.
  • Automation and processing of progress claims with payment certificates and retentions.
  • Self-serve capabilities to maintain contact with contract parties across the whole contract-to-pay process.
  • Mitigation of risks with rich security options including limiting access to authorised users.
  • Enable compliance with Council's Contract Manual.
Additional scope has been added to the project to include training of key users in the organisation. This is being managed through the related project HP7.3.1 - Digital Transformation Program and will be reported through this program of work moving forward.
HP7.4.2 - Infrastructure Asset Information Management Plan

Implement an asset information management plan and governance framework for asset managers.

Purpose: To support asset management planning and enable informed decision-making for Council's long-term sustainability and service delivery.
June 2023 On Track As at the end of the second quarter:
  • A final draft of the Infrastructure Asset Information Management Plan (IAIMP) was presented at the most recent AM SDCT Meeting.
  • The AM SDCT were requested to vote in an out of session email on whether to endorse the following proposal with regard to the draft IAIMP - "Endorsement of the Plan, and the proposed management of its implementation by the Portfolio Management Office."
  • The outcome of the vote will be discussed at the next AM SDCT meeting in February with a view to the recommendation being endorsed.
HP7.5.1 - Enterprise portfolio and transformation delivery

Establish an enterprise portfolio, program and project management capability.

Purpose: To support transformation project planning, management, and delivery in the organisation
June 2023 On Track As at the end of the second quarter:
  • End to end processes, procedures and governance structures were endorsed by ELT on 15 December 2022.
  • Draft structure consultation will be completed 12 January 2023.
  • Recruitment for vacant roles within the EPMO will commence early January 2023.
HP7.5.2 - Risk management framework improvements

Deliver identified improvements to the risk management framework.

Purpose: To support improved risk management practices in the organisation
June 2023 On Track As at the end of the second quarter
  • A revised draft incorporating initial feedback from the Corporate Governance Manager has been finalised.
  • This is now awaiting final review prior to circulating to CLT for their review and consideration.
This meets the (revised) quarter 2 milestone:
  • Review of first draft framework updates complete, with further consideration required prior to seeking endorsement.
HP7.6.1 - Safety Innovation

Develop an innovative new safety tool for our staff. The project will be delivered in partnership with Apple and Telstra.

Purpose: To be an industry leader in safe work practices for our people.
June 2023 On Track As at the end of the second quarter:
  • The App has been developed and tested.
  • ITC Design Authority approval obtained.
  • Transition to Telstra Purple Managed Services underway.
HP7.6.2 - People Plan 2022-2026

Deliver the People Plan 2022-2026 projects scheduled for the current financial year.

Purpose: To enhance our people's capability to achieve our Corporate Plan 2021-2026.
June 2023 On Track As at the end of the second quarter work continued across multiple focus areas per schedule. This includes:
  • Culture: Pulse survey conducted in November 2022 to steer next culture action steps.
  • Performance Management framework: Business interviews and research completed to inform design.
  • Employee value proposition: Business focus groups and research steering design conducted with follow up actions complete.
  • Leadership Capability framework: This was socialised earlier in the year and launched for use in November 2022.
HP7.7.1 - Advocacy Action Plan

Deliver on priorities identified in the Advocacy Strategy 2021-24, as well as other emerging advocacy priorities.

Purpose: To influence federal and state government decisions that support Logan's identified advocacy priorities.
June 2023 On Track As at the end of the second quarter:
  • The Advocacy Program had prepared a report to Council on the Transform Logan Framework.
  • This Framework was subsequently endorsed by Council.
  • A report on the proposed initial Work Program for Transform Logan will be provided to Council in March 2023.
  • The Advocacy Program also supported Community Services in convening a Housing and Homelessness Round Table.
