Quality Lifestyles (QL)

Project Target Status Commentary
QL1.1.1 - Develop the Community Infrastructure Strategy Annual Action Plan for 2021/2022.

Purpose: Outline the priorities of community infrastructure for 2021/2022.
June 2021 On Track Work has commenced on the development of the 2021/2022 Annual Action Plan.
QL1.1.2 - Deliver construction works of a new PCYC at Cronulla Park.

Purpose: Provide a new facility to encourage increased participation in physical activity.
June 2021 On Track The project is progressing well with the Building nearly complete. External works are nearing completion. There have been significant delays due to rain this year which has put the project back on its original time frame.
QL1.1.3 - Construct an outdoor events space and redevelop the Kingston Butter Factory.

Purpose: Provide a performing arts space and social history museum. It will be a state-of-the-art cultural precinct for community celebration and entertainment.
June 2021 Monitor The rain and lockdowns have had a major impact on this project delaying works by multiple weeks. Due to its staging there are elements of the project that are nearly complete.

The KBF building has progressed quite slowly as it was without a roof during the recent periods of sustained rain. We are yet to finalise the rain delays however the completion date for the entire project will be beyond June.

Overall this project is proceeding well not withstanding the rain delays.
QL1.1.4 - Complete construction of the Underwood Park Multi Sport Development.

Purpose: To increase participation in physical activity.
September 2020 Completed The Underwood Park Multi Sport Development achieved Practical Completion on 24 of September 2020.

The facility is being well activated by the lessees with the Meals on Wheels organisation to move in to their new facility in the coming weeks.

Council are addressing some issues with drainage of the two storey building and the netball courts with QBuild and the Principal Contractor through the defects process.

Council is also completing designs to stabilise the banks on either side of the two storey building. Completion of the netball storage shed has been delayed and works will not commence until possibly late December.
QL1.3.1 - Deliver the outcomes of the Libraries Learning and Discovery Strategy 2019-2023.

Purpose: Provide meaningful library programming to the community. This will be achieved through the six strategic priorities of:
  • access and inclusion
  • economic opportunity
  • nurturing learning and well-being
  • sustainability
  • connected community
  • embracing life-long curiosity and discovery.
June 2021 On Track Over the third quarter, Libraries have completed the following actions in support of the objectives of the Libraries Learning and Discovery Strategy:
  • Progression of the Libraries and Creative Industries branch community programming 2020 and beyond project. Over the third quarter, the project group actioned the programming priorities that supported COVID-recovery and key areas of learning for the community. Priorities included the return of COVID-safe in-library children's activities, employment assistance programs, one-on-one Technology help and adult literacy support.
  • Ongoing delivery of online programming including live streaming and on-demand events.
  • Delivery of COVID-safe, in-library children's literacy sessions at seven libraries and online. Sessions include Wriggle and Rhyme, Baby Time, Page Turners.
  • Bulk deliveries of library items to 320 home library service customers.
  • Procurement of equipment to support the digital delivery of library programs.
  • Preparation for supporting recommencement of COVID-safe community use of the Library Meeting rooms.
About:

The Libraries Learning and Discovery Strategy informs the programming deliverables of the Libraries and Creative Industries' Business Plan. This strategy provides the framework to allow library staff to be guided in the development, implementation and evaluation of purposeful and engaging library programming and community engagement
QL1.3.2 - Deliver the libraries early years services and 'First Five Forever' initiative.

Purpose: Support early years and literacy-based development for Logan families with children under five.
June 2021 On Track Over the third quarter First Five Forever has completed the following actions in support of the Libraries and Creative Industries 2020/21 Business Plan:
  • Delivery of COVID-safe, face-to-face children's literacy sessions at libraries
  • Delivering COVID-safe community outreach through their network partnerships across the city.
  • Participation at the Springwood Early Feeding and Support clinic and Yarrabilba Family and Community Place.
  • Participation in 108 community network meetings.
  • Participation in the Welcome Jarjums to Country working group
  • Progression of the Logan Little Learning Stars and the Community Literacy Champions as part of a State Library of Queensland grant.
About:

First Five Forever aims to support the learning outcomes for all Logan children aged 0-5 years old by providing programs that offer talking, reading, singing, playing, dancing, and moving
QL1.4.1 - Deliver a health and wellbeing program for all ages and abilities.

Purpose: Provide opportunities for residents to take part in physical activities and health and wellbeing programs that are affordable and accessible.
June 2021 On Track Live Well Logan delivered over 130 active and healthy well-being activities between 11 January to 31 March 2021. During this time three days of activities were cancelled due to COVID lockdowns.

Council engaged with the community to gain feedback on activities being delivered and asked for information on what could be delivered in the future. This online feedback survey opened on 18 November 2020 and closed on 14 February 2021. 291 responses were received.

Request for proposals for service providers for the Live Well Logan program opened on 11 January and closed on 14 February 2021. Community members, organisations and businesses were invited to apply to deliver activities from July 2021 to June 2022. 132 applications were received.
QL1.5.1 - Deliver an Illegal Dumping Team project, funded by the State Government.

Purpose: Undertake key education and enforcement initiatives to reduce waste dumping issues in the city.
June 2021 On Track The Task Force continues to deliver value, including having to date:
  • investigated 607 complaints from concerned residents
  • identified 87 offenders through covert surveillance
  • issued $111,417 in fines
  • developed public education and awareness material
  • invested in covert surveillance assets to detect illegal dumping
  • gathered intelligence about repeat offenders in the city.
With the remaining grant funds, the team will shortly move to establish hotspot signage across the city. Due to the effectiveness of a proactive waste taskforce model, a service enhancement seeking an additional 12 month's funding has been prepared.
QL1.5.2 - Deliver actions from the City of Logan Animal Care Strategy 2018-2022.

Purpose: Maintain healthy and safe places and spaces for residents, businesses and visitors
June 2021 On Track As at the end of the third quarter, actions from the Animal Management Strategy continue to be delivered. These include:
  • A draft of the cat management plan has been completed however the project remains on hold until quarter 4;
  • Annual inspections of regulated dog keeping conditions has proceeded with 100% completion year-to-date;
  • Implementation of the Barking Dog Management Plan has been completed and continues to be reviewed;
  • The review of Cat and Dog provisions in Local Law 4 and Subordinate Local Law 4.1 has been completed and continues to be implemented.
  • The Be-Pet Smart program is being delivered in a COVID-19 safe format with provision of learning material to schools for their delivery to students. Classroom bookings will resume in Term 2.
QL2.1.1 - Deliver the Arts, Culture and Heritage Strategy 2018-2022 action plan.

Purpose: Improve community capacity and the image of the city. This will be achieved across the City of Logan through the five strategic outcomes of:
  • development
  • engagement
  • places and spaces
  • partnerships
  • communication.
June 2021 On Track The five key actions of Creative City: Logan City Council's Arts, Culture and Heritage Strategy 2018-2022 are development, engagement, places and spaces, partnerships and communication. These were delivered through exhibitions, activities, programs, events and activations during the third quarter of the 2020/2021 financial year

About:

The strategy is a whole of council document that states Council's commitment to arts, culture and heritage. It defines the key areas, strategies and actions to guide the management, sites and provision, and plan for its future growth and development. The strategy outlines areas where Council will work to develop more opportunities for the community and its arts, culture and heritage professionals to watch, enjoy and participate in creative activities, with the aim of enhancing quality lifestyle, creative industries and business across the region. It is an integral part of developing the city as an emerging tourist destination.

Actions:

Development: Artist-led face-to-face public programs recommenced at Logan Art Gallery with COVID-19 safe plans for each event. 8 applications were received from artists for the Regional Arts Development Fund.

Engagement:

Two COVID-safe 'staggered' exhibition openings were held at Logan Art Gallery during this quarter to launch nine exhibitions. Online gallery presentations continue on social media platforms and interactive online practical workshops were developed and delivered. 'Do@home' take home art packs have been developed, promoted and proven very popular with families especially over the school holiday period.

Places and spaces:

COVID-19 safe requirements are being undertaken to ensure visitor safety at all Council venues. The 'Check in QLD' app has been introduced at venues and take up has been positive. 6,564 people attended Logan Art Gallery or participated in outreach activities. Artists were consulted with about their designs for Beenleigh Town Square shade structure.
Partnerships: Creative Industries is partnering with Logan Hospital to provide input into developing an engaging look and feel for the community, as part of the expansion project. Regional Arts Development Fund application was developed for submission to Arts Queensland.

Communication:

Electronic direct mail invitations and e-bulletins were distributed to residents promoting exhibitions, resources, activities, events and funding. Logan Art Gallery Instagram account now has 1,118 followers.

Outcomes:

Social media remains the key platform for promoting Creative Industries' exhibitions, events and activities.
Visitors to the gallery have welcomed 'staggered openings' and the reintroduction of COVID-19 safe programs.
Work has commenced on the Beenleigh Town Square which will showcase local artists' works as part of the shade structure.
QL2.1.2 - Develop and curate content for the Living Museum of Logan at the Kingston Butter Factory Cultural Precinct.

Purpose: Share the stories of:
  • our culturally diverse communities
  • Logan's Aboriginal and Torres Strait Islander communities
  • themes of importance to Logan's people.
June 2021 On Track About:

The Living Museum of Logan will tell the stories of the people of Logan. It will be a non-collecting, family-friendly space where residents and visitors to Logan can be inspired and learn about Logan City.

Actions:

Museum Curator Ms Sana Balai commenced in February, undertook induction, and met with internal and external stakeholder groups, particularly First Nations community. Community members and artists are being selected to contribute to the first displays. Research and development continues to be undertaken for the annual program.

Outcome:

Development of the Living Museum of Logan spaces, displays and programs continues.
QL2.2.1 - Deliver community services grants that fund community organisations.

Purpose: Support projects that respond to community priorities.
June 2021 On Track The following Community Development Funding grants were awarded between January and March 2021:
  • Two community organisations were awarded Community Project Grants to the value of $11,622.50.
  • One community organisation was awarded a Community Response Grants to the value of $5,000.
Council's COVID-19 Community Response Grants ceased on 30 December 2020 with the final seven community organisations being awarded funding to the value of $34,098 in January 2021.

Based on a review of Council's Community Services grants a revised “Community Development Funding” program was implemented on 26 February 2021. The revised grants program now includes:
  • Community Project Grants (up to $10,000) - available for organisations working collaboratively to deliver projects that respond to a community priority and support long term outcomes.
  • Community Response Grants (up to $5,000) - available for a quick response to an immediate community priority.
QL2.2.2 - Deliver a school holiday program for five to 17-year-olds.

Purpose: Encourage young people to take part in active and healthy programs during school holidays.
June 2021 On Track The January KRANK school holiday program ran from 9 to 25 January 2021 and delivered 98 in person activities and 14 at home activities with a total of 1,734 young people attending. 50 additional activities were programmed for this school holiday period to assist with demand

Bookings for the April 2021 school holiday program opened on Monday 22 March 2021.
QL2.2.3 - Coordinate the implementation of the Access and Inclusion Plan 2019 - 2022.

Purpose: To create a more accessible and inclusive city for everyone.
June 2021 On Track Council's Access and Inclusion Internal Working Group met in February where actions of the Access and Inclusion Plan continue to be progressed.

The following are highlights of achievements from this reporting period:

The Community Services branch have partnered with People & Culture to support the procurement process for Disability Awareness Training to over 2,000 employees.

Community Services has increased accessible activities within the Live Well Logan program.

The Health, Environment and Waste branch are in the process of developing new Braille stickers to be made available to vision impaired residents to assist in identifying their general waste, recycling, and green waste bins.
QL2.2.4 - Coordinate the implementation of the Reconciliation Action Plan.

Purpose: To achieve Council's vision for reconciliation. To increase respect and understanding.
June 2021 On Track An outcome report for Council's Reconciliation Action Plan 2019-2020 was presented to the City Lifestyles Committee in January 2021. The report outlined that of the 55 deliverables committed to in our second RAP, 42 (76.4%) were achieved, eight (14.5%) are in progress and five have not commenced. A plan is in place to commence the remaining actions.

The RAP Working Group has commenced planning for a third Reconciliation Action Plan and will prepare an interim plan so that Council can continue and deliver and monitor actions and outcomes between RAP's.
QL2.2.5 - Deliver the Community Development Action Plan.

Purpose: To work with the community to build a more cohesive and connected City of Logan.
June 2021 On Track The two year Community Development Action Plan reached its completion date in December 2020.

An outcome report is being finalised, detailing the outcomes against the actions within the ten priority areas between 2019-2020.
QL2.3.1 - Implement and evaluate the SafeRoads4Logan, Road Safety Strategy 2017-2021.

Purpose: Encourage safer travel for residents, businesses and visitors.
June 2021 On Track During the third quarter, Traffic Services Coordinator continued to meet every one (1) to two (2) weeks with Queensland Police Service traffic representatives and Department of Transport and Main Roads (TMR) road safety representatives to discuss and develop strategies in response to current crash trends and planned Police traffic operations.

Commenced a number of speed limit reviews and awaiting outcome of nominations TMR Vulnerable Road User Program funding for 40 km/h speed zones in pedestrianised road corridors. Speed management advisory committee and road safety strategy working group postponed to May due to flooding and COVID events.
QL2.4.1 - Deliver a crime profile that provides a detailed analysis of key crimes in the City of Logan.

Purpose: Help plan community safety and crime prevention activities for the next year.
June 2021 Completed Throughout this quarter, crime statistics for the Logan Local Government Area have been collected and analysed to identify priority issues, locations and emerging trends through the development of an annual Crime Profile for the City of Logan.

Crime statistics for 2019/2020 have also been utilised to develop Divisional Crime and Safety Profiles to help inform planning for targeted crime prevention initiatives for the year ahead.

These documents have also been distributed to the Mayor and relevant Councillors.
QL2.4.2 - Deliver an awards event.

Purpose: Acknowledge those who work to create a safer City of Logan:
  • individuals
  • community groups
  • not-for-profit organisations
  • businesses
  • government agencies
June 2021 Completed The 2020 City of Logan Safe City Awards were held in November 2020.

These awards acknowledge the work of volunteers, not-for-profit groups and government/businesses that have contributed to making Logan more welcoming, inclusive and safe through initiatives, activities or events over the past 12 months.

A total of 12 nominations were received and a total of 7 awards were presented to the community.
QL2.4.3 - Deliver a community survey.

Purpose: Gain an understanding of community perceptions on safety and crime in the City of Logan. This will support planning for community safety and crime prevention activities. It will also determine if the Community Safety Program is meeting the goals identified in the City of Logan Safe City Strategy and Action Plan.
June 2021 Completed Analysis of the 2020 survey results and development of a key findings report for the city and divisional key findings reports for Council's 12 divisions have been completed and distributed to the Mayor and relevant Councillors.

The city-wide key findings report has been made publicly available to the community on Council's website.

Results from the 2020 Safe City Logan community survey and crime profiles will assist the Community Safety Program in the planning of targeted community safety initiatives for the year ahead.
QL2.4.4 - Deliver expo-style 'building social capital' community hubs that bring together social support networks.

Purpose: Create opportunities for referral pathways for Community Corrections clients and other community members.
June 2021 On Track The first Services on Station (formerly Building Social Capital) hub was held on 18 March at Logan Central. Over 40 clients of Probation and Parole and 10 general community members attended. 8 service providers engaged with attendees with 54 direct links made via these interactions.

Knitted donations of blankets, jumpers and toys were distributed to those in need in preparation for winter. The next event is scheduled in the April – June quarter at the same location in Logan Central.
QL2.4.5 - Install and replace CCTV safety cameras as scheduled.

Purpose: Ensure continued successful operation and expansion of the Logan Safety Camera Program network.
June 2021 On Track The Logan Safety Camera Program capital works and replacement schedule for 2020/2021 remains on track. Highlights of the work undertaken during the last quarter includes the installation of CCTV cameras at the following locations:
  • Brandon Park, Marsden
  • Intersection of Riverbend Boulevard and Glynton Road, Riverbend
  • Intersection of Cusack Lane and Sunline Way, Riverbend
  • Roundabout of Duncan Road and Payne Road, Riverbend
  • Tudor Park, Loganholme
  • Brigade Drive and River Hills Road, Eagleby
  • Fryar Road and Herses Road, Eagleby
QL2.4.6 - Deliver a new Safe City Strategy and Action Plan. It will replace the current 2016-2020 Strategy and Action Plan.

Purpose: Provide tangible actions for the Community Safety Program that will help create a safer City of Logan.
December 2020 Completed The draft City of Logan: Safe City Strategy and Action Plan 2021-2025 was available for community consultation for a period of three weeks, from 17 September 2020 to 11 October 2020. Once the community consultation period had closed, community feedback was analysed and appropriately incorporated into the draft Strategy and Action Plan.

The final version of this document was adopted by the City Lifestyle Committee on 10 November 2020.
QL2.4.7 - Deliver at least 48 targeted crime prevention and community safety activities. Four will be delivered per division each year. These will respond to crime and safety concerns of each local community.

Purpose: Increase community safety and positive community perceptions about crime and safety.
June 2021 On Track During the January to March quarter, there were 2 divisional activities undertaken within the City. These initiatives were undertaken within Divisions 1 and 10. Planning for crime prevention and community safety initiatives in other divisions is now underway.

Division 1: A Drink Rite Event was held in collaboration with Springwood Lions, Logan City Council, Queensland Police Service and Queensland Health. At this event, 6 participants consumed various alcoholic beverages and were breathalysed at 20 min intervals in order to demonstrate the difference in intoxication levels between different people. Planning is currently underway to hold a Crime Time (Seniors) Trivia event at one of the retirement/aged care facilities in Division 1 within the next quarter. The aim of this event is to engage with residents and to provide personal safety information in a fun and relaxed atmosphere.

Division 2: Mayes Place Project – In partnership with QPS, Department of Housing and Crime Stoppers design stickers with direct crime prevention information to be placed on wheelie bins which are in highly visible locations at the front of the unit complexes. Stickers have been ordered. This initiative will be delivered next quarter. CALD Communities domestic and family violence resources – The Community Safety Program have developed educational resources specifically designed for CALD communities. This have been developed in partnership with the QPS, Access Community Services, Multilink, the Islamic Women's Association of Australia (IWAA), members of the Not Now, Not Ever in Logan Reference Group, as well as Council's Community Development Program and Council's Marketing Program. Presentations will commence during Domestic and Family Violence month in May.

Division 3: Youth and Family event – In response to concerns regarding youth disengagement, the Community Safety program is planning to hold a youth and family event in partnership with the QPS and Community Development program. One of the key aims of this initiative is to activate a public space currently experiencing antisocial behaviour. This space will be chosen in consultation with key stakeholders. This event will; include prosocial activities, educational materials, interactive displays as well as the provision of entertainment. Planning for this event has commenced and it is anticipated that it will roll out in the July – September quarter.

Division 4: MATE Cultural Change Workshop – As a result of community concern and high incidence of domestic and family violence within the community of Yarrabilba, the MATE Cultural Change Workshop is scheduled to be delivered on April 27 at the Family and Community Place. This initiative is in partnership with the Yarrabilba Stakeholder Collaborative Network and Griffith University. The training is aimed at creating safer communities through education and training on the role of the bystander and the bystander framework. This training provides participants with a suite of tools they can apply to any situation (racism, discrimination, sexual harassment, violence) to address the behaviour respectfully and safely. This training is unique in that it is not aimed at the victim or the perpetrator but rather at all individuals who may witness bad behaviour.

Division 5: Other theft continues to be the highest reported offence within division 5. This offence category includes shop stealing. In response to this, the Community Safety Program will engage with businesses in order to deliver crime prevention packs to help reduce their risk of becoming a victim of crime. These packs include loss prevention tips, fact sheets, and information on incident reporting and height markers. The packs will be proactively distributed to smaller and more isolated shopping precincts that may be vulnerable to this offence. Additionally, 'steal from motor vehicle' offences make up a large proportion of theft offences in division 5.
QL2.4.8 - Deliver expo-style 'Youth Street Hubz' focused on young people. These will bring together social support networks for young people across the Logan community.

Purpose: Create opportunities for referral pathways for Youth Justice clients and other local young people.
June 2021 On Track The first Youth Street Hubz for 2021 were held at Crestmead Park on Thursday, 28 February.

Approximately 50 young people and their parents attended the event at which they engaged with service providers in activities such as stress ball and badge making, ball games, arts and crafts, music and dance. Although attendance rates were lower than expected, rain was forecast and the original date was changed (due to inclement weather) which impacted on numbers. 70% of young people and 28% of adults who attended were referred to local services, with both results exceeding targets.

The next event is scheduled to occur for Queensland Youth Week in the April – June quarter.

CC1.1.1 - Deliver a report on the medium term needs for Logan's public transport system.

Purpose: Identify infrastructure requirements for the City of Logan for the next five to 15 years.
June 2021 Completed A report on the medium-term needs for Logan's public transport system was written to Council to fund the medium-term passenger transport strategy. Council after considering the report indicated that the matter may be considered in a future budget.
CC1.2.1 - Complete a condition survey of the sealed road network.

Purpose: Assess overall condition and prioritise future rehabilitation.
June 2021 On Track As at the end of the third quarter, field work for the sealed road condition survey was completed by the contractor. Data processing is scheduled for completion mid-2021.
CC1.2.2 - Deliver the annual Road Maintenance Program.

Purpose: Maintain the quality of the local road network.
June 2021 On Track As at the end of the third quarter, delivery of the annual road maintenance program is on track with 75% of the program having been delivered.
CC1.2.3 - Deliver the annual road and drainage capital program.

Purpose: Improve active transport across the city.

The Capital Roadworks and Drainage Program delivers enhanced transport and drainage infrastructure across the City of Logan. The program delivers infrastructure upgrades to cater for improvements and growth across the city as well as renewal of the existing infrastructure.

At the end of the Third Quarter of the 2020/2021 Financial Year, delivery of the Capital Roadworks and Drainage Program has achieved $34.7 million in overall expenditure:

Significant projects, which were underway or completed in the Third Quarter include the following:
  • Kerb and channel rehabilitation at numerous locations to support future asphalt resurfacing works ($1 million)
  • Compton Road Shared footpath / cycleway, Slack Creek between Allgas Street and Baker Street ($3.2 Million)
  • Holmview Road local road kerbing and stormwater drainage upgrade, Beenleigh ($0.7 Million)
  • Pavement reconstruction works at Silverwood Drive, Red Ash Court and Red Cedar Crescent, Flagstone ($2.0 million)
  • Stage 1 of the Woodlands Drive Catchment Master Drainage Project, Rochedale South ($1.1 million
  • Stage 1 of Doug White Drive, Park Ridge ($3.0 million)
  • Local road kerb and stormwater drainage upgrade of Webb Road, Loganlea ($2.9 million)
  • Early works associated with Stage 1 of local road kerbing and stormwater drainage upgrades to streets in Jimboomba (South Street, Nichols Street, John Street, Mary Street and Hill Street) ($7.8 million)

CC2.3.1 - Deliver a review of the Local Government Infrastructure Plan.

June 2021 On Track Work is continuing on LGIP V1.2 however has been delayed due to an additional item being added into the schedule of works. There is an approximate 3 month delay at this time. LGIPV2 has now been extended with a completion date in 2023.

Economic Transformation (ET)

A national healthcare provider has site purchase options for a strategic land holding in Meadowbrook and is working on concept designs for a major healthcare precinct including a private hospital, medical centre, aged care facility, office space and education service.

A new gymnasium open in Slacks Creek has refurbished and fitted out their premises and created 5 new jobs.” The year-to-date total is $221.755 million which far exceeds the annual target.

The additional 5 jobs created brings the year-to-date total of new and retained jobs to 719 which exceeds the annual target of 500.
ET1.2.1 - Deliver 15 business-relevant workshops for businesses in the City of Logan.

Purpose: Build the capacity of the local economy.
June 2021 On Track Logan Office of Economic Development partnered with Beenleigh Yatala Chamber of Commerce to deliver the Joint Chambers Breakfast in January 2021. Robyn Moore was the guest speaker and the event was sold out and attended by over 90 people. The annual target of15 workshops has been exceeded.

A large program of events is being planned in the fourth quarter as part of Queensland Small Business Month.
ET1.4.1 - Deliver two investment attraction events in the City of Logan.

Purpose: Attract investment and local jobs.
June 2021 On Track No Investment attraction events were hosted in the third quarter. Planning for an event in the fourth quarter is underway.
ET2.1.1 - Prepare for Council Endorsement a new Economic Development Vision and Strategy for the City of Logan.

Purpose: To attract investment and provide a framework for the community, businesses and investors in the city.
June 2021 On Track As at the end of the third quarter, the consultants - SGS Economics - have completed the draft Economic Development Strategy. The Draft is currently under review by Economic Development and and Strategy Branch for feedback to SGS. This will be followed by distribution and review to internal branches before finalisation of the draft.
ET2.3.1 - Plan and deliver the city's first innovation hub (coLab).

Purpose: Support entrepreneurship, scaling businesses and capability uplift. Attract investment and highly skilled jobs to the City of Logan.
June 2021 On Track As approved by Council (10/11/2020) a Heads of Agreement has been executed with Go1 to take up a tenancy at the existing Go1 global headquarters at 2904 Logan Rd, Underwood. Subsequently a licence agreement with Go1 to occupy the space has been executed.

The Expression of Interest for Portfolio Company selection was advertised' subsequently three Portfolio Companies were selected as the first cohort for the coLab. The coLab Advisory Board has met twice and additionally to provide advice and recommendations on the selection of Portfolio Companies.

The coLab was launched on Friday the 26th of March with a significant number of key stakeholders in attendance.
ET2.4.1 - Develop a combined "Think Local, Buy Logan" social and local marketing campaign.

Purpose: To increase social and local spend in the city.
June 2021 Completed The 'Think local, Buy Logan' internal campaign objectives have been delivered.

An animated video was distributed to all staff by Council's A/Chief Executive Officer to provide awareness and education about best value decision making, supported by the Local Buy Policy.

To demonstrate Council's commitment to proactively supporting local businesses local benefits, amendments to the current Buy Local Policy have been adopted. This includes increasing opportunities for best value decision making that creates new jobs and upskills our workforce, with an advantage to businesses who demonstrate a commitment to local development growth and initiatives.

There will now be a shift to target the campaign externally with communication, media and marketing plans developed to deliver a Supplier engagement and network session.

The Steering Group has agreed to a framework for proceeding with the initiative. In March 2021 the Mayor wrote to State and Federal governments requesting discussions on an MOU for the initiative.
II1.3.1 - Deliver the Catapult Program in collaboration with:
  • young people
  • industry
  • community
  • educators.

Purpose: Build job readiness and entrepreneurial capability for young people in Logan.
June 2021 On Track During the month of March the City Transformation team finalised program details for Term 2. Schools that will participate in Term 2 are Shailer Park SHS, Park Ridge SHS and Mabel Park SHS.

Schools who have expressed interest in taking part in the program for Term 3 include Flagstone State Secondary College, Woodridge SHS, Loganlea SHS and Springwood SHS.

Over 150 students will take part in 2021 which is double the number who participated in 2020 and the program will provide opportunities to young people from more divisional areas across the City of Logan.

Following a robust procurement process, the vendor who will support delivery of the program is Young Change Agents who facilitated the pilot program in 2020.

Work is also being done to identify partners who can help provide support for students who wish to develop their skills more deeply through the launch of their business ideas, and the City Transformation team are also in the process of identifying partnerships and opportunities to connect students to existing job vacancies.
II2.1.1 - Deliver the Parks Asset Renewal Program.

Purpose: Provide and maintain healthy and active recreation opportunities for families.
June 2021 On Track As at the end of the third quarter, the delivery of the 2020/21 Parks Asset Renewal Program is on track. 100% of the asset renewal program funding has been allocated and committed to projects that are currently in design or construction.

Drafting of the 2021/22 Parks Asset Renewal Program will be completed shortly.
II2.1.2 - Deliver park infrastructure through the Parks Capital Works Program.

Purpose: Increase tourism in the city. Create healthy and active recreation opportunities for families.
June 2021 On Track As at the end of the third quarter, the delivery of the Parks Capital Works Program is currently on track. Construction program for 2020/21 projects is progressing positively.

It is noted the delivery of a number of recently identified projects and larger Local Infrastructure Program funded projects will roll over into the 2021/22 financial year.
II2.2.1 - Implement a Logan City Council Events Strategy 2020-2025.

Purpose: Guide the strategic direction of city-wide events across a five-year period.
June 2021 On Track Work continues in this space with a large focus on the COVID restrictions and upskilling the community in how to navigate COVID requirements.

While a long-term strategic approach needs to be taken the landscape of Events is increasingly evolving under COVID restrictions/short notice lock downs/increased costs for delivering events and community confidence.
II2.6.1 - Deliver detailed design work for a new general community space at Greater Flagstone.

Purpose: Enable the next stage of the proposed Greater Flagstone Integrated Service Hub to progress.
June 2021 On Track At the end of the third quarter, officers are still waiting on confirmation from PEET that the land transfer process has been approved. Until notification is received other flow on work cannot commence.
II2.6.2 - Deliver detailed design for a new district level community centre at Yarrabilba.

Purpose: Enable construction to start on the Yarrabilba Integrated Service Hub.
June 2021 On Track During this quarter the schematic design process was approved by the Steering Committee, and progress has been made on the various Agreements being developed in relation to the funding and the planned operational arrangements.

  • Oxley Creek weed management open property event was held on February 20 at Greenbank with 30 community members in attendance.
  • Clean Up Australia Day event was held on March 7 at Beenleigh with 45 community members in attendance.
  • PlatypusWatch children and adults workshops were held on March 13 at Beenleigh with 15 community members in attendance.
  • Guided spotlighting at Berrinba Wetlands was held on March 20 at Berrinba with 30 community members in attendance.
Planning continued for the following environmental events and activities to be delivered in 2021:
  • PlatypusWatch survey day on April 10 at Cedar Creek.
  • Pest Fishing Cup event on April 10 at Berrinba.
  • Guided spotlighting at Berrinba Wetlands on April 17 at Berrinba.
  • Waterbug monitoring activity on 17 April at Cedar Creek.
  • Swift Parrot and Wetlands walk on May 15 at Eagleby.
  • Logan Eco Action Festival stall on 23 May at Meadowbrook
  • Koala education workshops (children and adult) on June 26 at Chambers Flat.
GR1.2.2 - Deliver a Logan Environment Strategy that aligns with the Federal Strategy for Nature and Queensland Biodiversity Strategy.

Purpose: Provide overarching goals and actions. These will protect and enhance healthy and functioning biological systems in the City of Logan.
June 2021 On Track During the third quarter of the 2020/21 financial year, a review was undertaken of the information gathered during Phase 2 of the Logan Environment Strategy. Internal consultation was finalised and a draft vision and objectives were developed.
GR1.3.1 - Deliver priority on-ground wildlife movement solutions based on hot spot prioritisation mapping.

Purpose: Enhance road safety and reduce wildlife-vehicle collisions.
June 2021 On Track During the third quarter of the 2020/2021 financial year, the Wildlife Movement Solutions Project progressed well.

Planning for the next stage of the Wildlife Movement Awareness Campaign began. Analysis of the results from the December round of monitoring of the trial virtual fences began.

A maintenance check of the Rosia Road virtual fence was completed. Monitoring at Rosia Road was undertaken, which meant completion of 2 of 3 monitoring events. Maintenance works at Cusack Lane/ Henderson Road virtual fence was completed.

Discussions with Roads Infrastructure Delivery continues regarding delivery of future on-ground wildlife movement solutions. Site visits were completed to assess sites for solution delivery. This project is on track.
GR2.1.1 - Deliver riparian rehabilitation along priority areas of the Albert River.

Purpose: Enhance water quality, biodiversity connection and ecological values along the Albert river. Work towards achieving the Albert River vision.
June 2021 On Track During the third quarter of the 2020/2021 financial year, the Albert River Riparian Rehabilitation project progressed well.

Wolffdene South Reserve and Luscombe Park riparian rehabilitation projects are now on maintenance. The rare and threatened plants included in Belivah Creek restoration plantings were mapped for inclusion on Council's mapping system. To enhance the Luscombe Park project, an eroded channel had remediation works undertaken.

The Eagleby Wetlands bank stabilisation and river access project was awarded to the successful consultant. Engagement with internal stakeholders was undertaken and the draft concept designs were received and reviewed in March. This project is on track.
GR2.2.1 - Deliver a feasibility study to establish a Riverine Discovery Centre.

Purpose: Promote community environmental awareness and eco-tourism in the City of Logan.
March 2021 Monitor During the third quarter of the 2020/21 financial year, two alternative site locations and an additional option for the building orientation for the Riverine Discovery Centre were investigated due to unforeseen flood complications relating to the original location.

An update of the project was presented to the Strategic Leadership Team who supported the progression of the project as well as a submission to the South East Queensland Community Stimulus Program Grant Funding for the construction of the centre.

It is recommended that the target date for this project be changed to June 2021, to allow for the completion of extra tasks required as a result of the introduction of additional site options and potential funding.
GR2.3.1 - Deliver riparian rehabilitation along priority areas of the Logan River.

Purpose: Enhance water quality, biodiversity connection and ecological values along the Logan river. Work towards achieving the Logan River vision.
June 2021 On Track During the third quarter of the 2020/21 financial year, the Logan River Riparian Rehabilitation project progressed well. Contracts were awarded for works at Bethania Shores Park, Spann Park and Logan River Parklands.

Preliminary clearing works commenced and the projects are on track to be planted by mid-April. Maintenance works continued at Wendt Park. This project is on track.
GR3.1.1 - Deliver a report on service options available under the 2021 Waste Collection Contract.

Purpose: Prepare for commencement of the new waste collection contract in July 2021.
April 2021 Completed The greenwaste service report was considered and approved by Council during 2020/21 budget deliberations. A further report on how the service will be rolled out was considered by Council in a Briefing Session on 17 September 2020.

Approval was obtained to proceed with the call for Expressions of Interest (EOI's) in the service on a dedicated web page with promotion via City Mag, brochures delivered with Kerbside Clean Up flyers, social media and various other means at Council facilities and customer service centres. 7,449 EOI's had been received by the end of March 2021.

More detailed planning on how greenwaste bins would be booked on and delivered was also undertaken in February 2021. By the end of the month email contact had been made with residents who had lodged expressions of interest to formally register (and pay for) their services. This commenced on 26 February 2021. By the end of March 2021 5,400 registrations had been received.

Council in August 2020 resolved to not implement an on-demand KCU service and stay with the scheduled service.

Council considered a report on the innovation project in August 2020 and resolved to call for a business case from Lendlease. Lendlease conducted some stakeholder consultation to assist with development of the plan in December 2020. The business case was still awaited at the end of March 2021.
GR3.1.2 - Deliver a report for Council consideration on the evaluation of the regional waste disposal and resource recovery.

Purpose: To inform future waste management planning.
October 2020 Completed The Evaluation Report was considered by Council at its Planning, Environment and Economic Development Committee Meeting on 30 September 2020.

The recommendations of the report were endorsed for Council adoption.

Next Generation Governance (NG)

The Digital Customer Experience Team have completed the design component of the new Careers section of the corporate website. This section is now under development.

The new colour palette design work has been completed and is awaiting final approval.

The discovery phase has been completed on an e-Petitions section and is awaiting approval to proceed to design and development.

Rebranding of the corporate website is now complete with an ongoing focus on any remaining and new PDF's to ensure they are accessible and comply with the rebrand.

The Digital Customer Experience Team continue to provide support to other council websites including the open data portal, CoLab and LACE sites.
NG1.2.1 - Develop a proposal for proactive and targeted educational or compliance programs. These will link to systemic risks or priority city-wide issues of public importance.

Purpose: Increase compliance.
April 2021 On Track The report is being prepared as per planned and is targeted for Councillor consultation in the 4th Quarter.
NG2.1.1 - Deliver a news and community website.

Purpose: Provide stronger communication channels to the community.
June 2021 Not Completed This project has evolved over time from the original Community News Website, to now incorporate the online plans for the Our Logan digital magazine.

Therefore this project will now sit with the Marketing and Events Branch to deliver, given the Marketing and Events Branch is the owner of the Our Logan magazine. Media Branch will support this project with the provision of content.

It is recommended that this project be moved to the next financial year for delivery and be renamed Our Logan digital offering.
NG2.1.2 - Develop a revised community engagement strategy, with input from the community.

Purpose: Further enhance Council's commitment to broader engagement practices and processes.
June 2021 Completed Community consultation occurred and the feedback provided was reviewed. The draft strategy was updated to reflect feedback from the community and the final strategy has been endorsed by Council.

The Community Engagement Program are currently developing an action plan to support the strategy.
NG3.1.1 - Develop and implement a compliance management system.

Purpose: Ensure effective and accountable governance.
June 2021 On Track The implementation of a system for the capture and reporting of Council's compliance obligations has been delayed. It was initially anticipated that the compliance module could be captured as part of a separate procurement process. However, this did not eventuate. As a result, a full procurement activity is required.

Council's Information Communication and Technology Service Delivery Coordination Team has provided its support to the Corporate Governance Branch and the Risk and Compliance project team in identifying and procuring a technical solution for Council's risk and compliance functions.

The procurement process has commenced to source an appropriate solution. Procurement activity has also commenced for compliance data.
The development of a compliance policy and procedure and reporting requirements also continue.
NG3.1.2 - Develop and implement a governance framework.

Purpose: Promote best practice for corporate governance.
June 2021 Completed The Governance Framework was approved by Ordinary Council at its meeting held on 28 October 2020 (Minute No. 136/2020). This project is now complete.
NG3.1.3 - Deliver actions to secure Quality Management System ISO9001:2015 certification.

Purpose: Ensure a consistently high quality of service is delivered to customers and stakeholders.
June 2021 On Track An internal training session on familiarisation of the Quality Management System (QMS) and a Risk Workshop was conducted by Quality Business Documents (QBD).

This is to provide awareness of the QMS prior to the Stage 2 external audit on 23-24 April 2021.QBD continue to produce the QMS in preparation of the audit.
NG3.1.4 - Engage all stakeholder groups across the city to develop a long-term plan and city vision.

Purpose: Inform the strategic direction for the City of Logan.
June 2021 On Track During March, the Community Visioning process progressed to Stage 3 – Deliberative Panel.

This process involved an independently recruited representative group of community members who considered all community feedback gathered, to develop the Logan Community Vision.50 participants were recruited for the Deliberative Panel sessions.

Three Deliberative Panel sessions were held during March to develop the draft vision statement and themes.

The outcome for Stage 3 was delivery of a Draft Logan Community Vision document.

Deliberative Panel Evaluation Results for Panel 1 and Panel 3 Meeting are being finalised.
NG3.1.5 - Deliver the Asset Management Strategy.

Purpose: Build organisational capability in sustainable asset management practices. Enable cost optimisation to meet the current and future needs of the city.
June 2021 On Track The progress of key deliverables as per the Asset Management Strategy improvement plan continue and are currently being delivered per schedule. These Include:
  • Further investigation into dashboard reporting capability;
  • Further development of next generation asset management templates with Parks and Stormwater Asset Management Plans being updated
  • Scale up Asset Management Technical Reference Group (community of practice) across the organisation
  • The Strategic Business Case and cost estimates for implementation for Council's Enterprise Asset Management System (EAMS) were presented to EAMS Steering Committee. From discussions at Steering a Service Enhancement was developed for Council
  • Progressing the development of Council's Asset Information Handover Specification, with particular focus on Transport & Stormwater Assets as these are most critical in Developer handover
  • Development of draft Asset Revaluation Guidelines.
NG3.1.6 - Deliver the Corporate Innovation Strategy.

Purpose: Build organisational capability in using innovation models. Enable services to be delivered in new and better ways.
June 2021 On Track The program continues to roll out and support a number of initiatives for Quarter 3. Key highlights across the programs three service areas include:
  1. Service: Innovation Culture & Capability Uplift - Three Lunch and Learn sessions have been facilitated across Quarter 3. Online and real time delivery mode using the Microsoft Teams application has enabled staff to access the training easily and conveniently. These sessions have provided training on the use of innovation tools to solve problems across the problem framing, problem discovery and ideation phases of the Innovation Double Diamond process used by the program. At Quarter 3 there are 130 staff subscribed to our Lunch and Learns. Three podcasts have also been finalised and distributed each month and aim to provide knowledge exchange using both podcasts and readings to build staff knowledge of innovation practice across a range of sectors. At Quarter 3 there are 104 staff subscribed to our Podcast. The program is currently designing storyboards to inform the first of a suite of online training programs for staff and will be offered as a corporate training offering in the new financial year.

  2. Service: Corporate Innovation Services - In Quarter 3, the program provides innovation services to the organisation and a summary of some of the key initiatives supported include:
    • In partnership with the People and Culture Branch, the program designed and facilitated the Leadership Development Program two day hackathon. - Introducing emerging leaders to the use of innovation tools and techniques to design and deliver a project to address a real business need
    • In partnership with the Governance Branch, the program facilitated problem framing and discovery sprints to explore opportunities to improve records compliance
    • In partnership with Sports, Leisure and Facilities (SLF), the program facilitated a range of workshops, engagement and collaboration to address business challenges across two SLF programs
    • Coordinated cross organisational engagement and collaboration to explore opportunities to improve the management of Aboriginal Cultural Heritage for capital works activities.
  3. Service: Innovation Communication and Engagement -In Quarter 3, some of the core communication functions included the design and delivery of Lunch and Learns sessions and the monthly Podcast. The program also provided communications support for the Catapult and City Studio initiatives delivered by the City Transformation Branch to schools in the City of Logan. Communications support was provided as part of the CoLab launch. The program also finalised in partnership with the Governance Branch, an application for the upcoming Records and Information Management Professionals Australasia Excellence Awards (Qld Chapter).
NG3.2.1 - Deliver an advocacy campaign leading into the State Government election in October 2020.

Purpose: Secure infrastructure investment for the City of Logan from the State Government.
October 2020 Not Proceeding Council made a decision to remove this project from the Operational Plan at its meeting 18 November 2020 (Minute number 153/2020).

A decision was made to pause Council's FairShare4Logan platforms in March 2020 due to the COVID-19 pandemic. No budget was allocated towards a state election campaign in 2020/2021. Assistance was offered and provided to Councillors who wished to advocate for divisional priorities with State Candidates, as per the program's usual scope of business.
NG3.2.2 - Deliver the Advocacy Strategy 2020-2024 and implement a program of priorities.

Purpose: Build strategic relationships to influence policy and investment in the best interests of the city.
June 2021 On Track The draft Advocacy Strategy is being circulated for internal and Councillor feedback in April/May. Advocacy Program has requested for this item to be on the agenda for the Councillor briefing scheduled for April. Will be presented to ELT in May and go to Council for its June 2021 meeting.
NG3.3.1 - Deliver actions from the City of Logan Biosecurity Plan 2017-2022.

June 2021 On Track At the end of third quarter, the Biosecurity Surveillance Program and invasive biosecurity matter control are on target year to date:
  • 195 monthly water body inspections which lead ot 46 treatments
  • 1955 weed treatments on parks, public land and roadsides
  • 264 weed treatments provided by Council on private property
  • 2522 weed inspections.
NG4.1.1 - Deliver a Safety Culture Action Plan and an organisational wellness strategy.

Purpose: Ensure the safety of our people, contractors and community. Build resilience and maximise the physical and mental health and well-being of our people.
June 2021 On Track Council's new Health and Safety Strategy was endorsed at the end of July 2020. This strategy serves to strengthen and deepen our existing positive safety culture.

The formal health and safety strategy was launched with each Branch Management Team during February and March 2021.

Council's Wellness Blueprint is currently under review by the recently engaged Health Promotions Officer. The review will incorporate considerations for the work environment and challenges experienced over the past 12 months.
NG4.1.2 - Deliver 14 strategic people projects.

Purpose: Enable and support our people to deliver on the Corporate Plan 2017-2022.
June 2021 Monitor Project deliverables within the People Plan have been resumed post a significant COVID-19 pause during 2020. An amended focus, prioritisation and timing of projects has been discussed with the A/CEO and is currently being finalised to ensure initiatives support Council's current and changing business needs within our new operating environment.
NG5.1.1 - Deliver an updated hazard and risk profile for the city.

Purpose: Improve disaster management capabilities.
June 2021 On Track Elements of the annual disaster management campaign continued to be delivered during quarter 3. Messaging focussed on:
  • SES recruitment
  • Heatwave and how to stay healthy during hot weather
  • Storm preparedness, with tips on how to prepare your family and home
  • Disaster preparedness for businesses, and information on business continuity planning
  • Getting to know your neighbours and how you can help your neighbours prepare for severe weather. This messaging was promoted in the lead up to Neighbour Day (28 March 2021)
  • Logan Early Warning and Disaster Dashboard, with the addition of QR codes to encourage the community to download the app and visit the disaster dashboard
  • Reviewing COVID-19 content on Council's website to ensure vaccination information was available
Methods of engagement included:
  • Shopping centre advertising
  • Bus shelter advertising
  • Mobile Truck Billboard
  • Google Display Prospecting
  • Translated information on 4EB radio
  • Advertisements on Rebel FM Radio
  • Promotion of key messages via super banners on the Logan City Council website and via the Customer Service Centre and Library TV screens
  • Social media, including Facebook and LinkedIn
  • Newspaper advertisements
  • Addition of QR codes on advertising material
The Disaster Management Program also facilitated a meeting between Council's Development Assessment Branch and Queensland Fire and Emergency Services (QFES) to discuss house fire safety and smoke alarm legislation. Further work will be done in partnership over the coming months, including:
  • Translation of house fire safety flyer into the top 5 languages
  • Distribution of key information via the Building Investigators on behalf of QFES
  • Delivery of smoke alarm and house fire safety education campaigns
  • Educational visits on the QFES Safe Home Visit Program
On 24 March 2021 a Community Centre and Organisation Workshop was held at Loganlea Community Centre in partnership with the Community Development Team, Disaster Management Program and GIVIT. 5 participants attended the session, which focussed on:
  • Disaster preparedness and business continuity planning for community centres and organisations
  • Supporting the community to prepare for and recover from an event
  • GIVIT key messages and how centres/organisations can access GIVIT's services to support the community
The City of Logan Recovery Report COVID-19 was produced to signify 12 months since Logan's Local Recovery Group activated in response to COVID-19. The report is available on Council's website and has been shared with the Local Recovery Group and Local Disaster Management Group.
NG5.1.2 - Deliver the annual review of the Local Disaster Management Plan, sub-plans and Standard Operating Procedures.

Purpose: Ensure policies, practices and operational procedures align with agencies. Identify opportunities for continuous improvement.

NG5.2.1 - Finalise the Logan and Albert River floodplain study and plan.

Purpose: Improve flood management strategies in the event of a flood disaster.
June 2021 On Track Final flood study report, flood model and addendum report has been received and the study is contractually complete. Internal consultation with key Managers and stakeholders will be undertaken to explain the study findings and formally accept the study as completed.
