Maintaining current levels of service - Quarter 3, 2022 / 2023

MS1.1.1 - Logan Listens Residents' Survey

Deliver the Logan Listens: Residents' Survey, including a review to identify and apply improvements.

Purpose: To monitor the level of community satisfaction with major services.
June 2023 Completed As at the end of the second quarter, delivery of the Residents' Survey was completed.

The process involved interviewing 1,600 adult residents from a random sample across the City of Logan.

The Survey was divided into two sections, each completed by 800 residents:
  • Facilities and services.
  • Customer experience.
Taverner Research Group undertook analysis of the feedback received. The resultant report was presented to ELT in November 2022 and to City Governance Committee in December 2022. Council endorsed the Logan Listens: Residents Survey Research Report in December 2022.

An accessible version of the Report is being made publicly available on Council's website.

Copies of the Report were provided to Council's Libraries and Customer Service Centres for public assess.

The Report was made available to staff electronically via the Manager's Toolkit intranet page, and e-copies were distributed internally in conjunction with the release of the Branch Business Planning process. The survey results will provide valuable input into performance reviews and the annual planning process.

MS1.2.1 - Customer Service charter and standards update


Deliver an update to the Customer Service Charter and standards.

Purpose: To support Council to meet the needs and expectations of the community.
June 2023 On Track As at the end of the third quarter, we are on track to deliver against the revised timeline submitted in the second quarter:
  • Communication and Engagement plan completed
  • Engagement with key stakeholders (Corporate Governance, Marketing and City Safety & Liveability)
  • Consultation with Director People & Engagement and Chief Executive Officer
  • Amendments and final draft ready for consultation with Managers
  • Report completed for Executive Leadership Team meeting being held week commencing 11 April

MS1.3.1 - Data analytics and customer insights

Deliver a data analytics and customer insights system.

Purpose: To better understand what our customers, and the community are saying and experiencing when interacting with Council.

Those insights will be used to make more meaningful data-driven decisions.
June 2023 On Track As at the end of the third quarter, we are on track to deliver the customer insights platform by 30 June 2023.

To support the delivery, the below tasks were completed:
  • Project plan delivered by vendor
  • Data and modelling discovery workshops completed
  • Project status meetings and Stand-ups scheduled for the 14 week build
  • Contract management handed over from Procurement Program to Customer Experience and Community Engagement Branch
  • 2 Main data sets are up and running in the modelling phase of the build (Genesys and Outlook)

  • Proud City campaign content finalised and planning under way for execution in market (external consultants appointed)

PC2.2.1 - City of Logan: Safe City Strategy and Action Plan 2021-2025

Deliver the second-year actions outlined in the City of Logan:

Safe City Strategy and Action Plan 2021-2025 through a broad range of crime prevention and community-based safety initiatives.

Purpose: To create a safer City of Logan.
June 2023 On Track During March 2023, delivery of a range of actions from the City of Logan: Safe City Strategy and Action Plan 2021-2025 continued. The following key highlights were achieved:
  • As part of the pre-planning stage for several Sports, Leisure and Facilities redevelopment projects, The Community Safety (CS) program provided CPTED advice for 3 locations including Oliver Sports Centre - Eagleby, Belivah Park - Belivah and Cornubia Park - Shailer Park.
  • Completed CPTED audits of Charles Barton Park, Underwood and Skinners Park, Carbrook in response to resident complaints of homelessness and illegal, noisy, aggressive behaviour. Completed CPTED audit of Tansey Park, Tanah Merah in response to Cricket Club shed break in and theft of equipment.
  • In response to a resident request, advised Queensland Police Service (QPS) and Park Rangers of concerns regarding antisocial behaviour in Darlington Park, Yarrabilba. Camera room priority monitored location and crime prevention initiative will be held by team at Mingle Markets in April.
  • Held a Frauds and scams presentation at Logan Central Library, Logan Central where 9 community members were engaged.
  • Held an Interactive information display in partnership with QPS and Crimestoppers at Marsden on Fifth shopping village, Marsden in response to community concern regarding vehicle and home security.
  • Attended the QPS Domestic and Family Violence (DFV) Tenacity Event at The Family Place, Woodridge. Distributed information on personal safety and home security to attendees.
  • Provided feedback on 1 liquor licence application.
  • Attended several external community safety meetings and networks including:
  • The Logan Central 5 Neighbourhood Watch (NHW) meeting – discussed the importance of being an active bystander and offered to participate in NHW Easter Family Fun Day.
  • QPS Cross Cultural Liaison Unit meeting to discuss the 'Rise Program'- a support group for women who are victims of DFV. CS Organised to conduct a home security/personal safety presentation in May for at risk community members.
  • Community Stakeholder Meeting - Kingston State School - This meeting was held in response to requests made by the First Nations Cluster (collaborative body of ten schools in the Logan Central area). The cluster suggested that increases in racially motivated/gang style fights were occurring in schools, specifically amongst the First Nations, African and Pasifika populations. Further understanding of issue to be sought by school administration before any progression can be made in a community context.
  • District NHW Area Co-ordinators Meeting – Inspector Scott Prestidge (Support Services) provided an update on the new service delivery program and the new way police are responding to incidents. Also explained the role of the Prevention and Engagement Unit (DCPU, CCLU & SBPO) within this new framework and their role in taking carriage of NHW.
  • Logan Youth Network Meeting – promotion of Youth Street Hubz event and presentation by QLD Health on legal/criminal elements to vaping and young people.
  • Crestmead NHW rejuvenation meeting - Provided Council perspective on the importance of working in partnership with NHW in undertaking community safety and crime prevention initiatives. Also discussed the importance of community connectedness and how this impacts positively on the fear of crime and also addresses perceptions of crime.

PC2.2.2 - Swim Logan

Deliver water safety awareness education sessions. Provide culturally appropriate learn-to-swim activities for:
  • First Nations people
  • newly arrived migrants and refugees.
Purpose: To increase participant swimming skills.
December 2022 Completed Swim Logan 2020-22 achieved the following highlights:
  • 649 newly arrived migrants and refugees attended 95 water safety sessions at various locations across the city.
  • 1,193 newly arrived migrants and refugees attended 46 learn to swim programs, resulting in 7,792 attendances.
  • 137 Aboriginal and Torres Strait Islander participants attended 8 swim programs resulting in 605 attendances.
  • 1,979 newly arrived migrants, refugees, and Aboriginal and Torres Strait Islander participants engaged in 95 water safety awareness sessions.
  • 440 individual swimming lessons were delivered.
  • the project successfully exceeded its total target of 4,000 attendances across water safety awareness sessions and individual swimming lessons with 9,046 attendances.
  • 1,200 welcome bags were provided to migrants and refugees, consisting of goggles, a swim cap and welcome card in language.
  • 154 participants were provided with culturally appropriate swimwear, nappies and incontinence pads.
  • 150 shirts designed by local indigenous artist, Casey Coolwell, were provided to Aboriginal and Torres Strait Islander participants and instructors.
  • 20 Islamic swimwear sets were distributed.
  • 475 participants accessed free childcare during lesson times.
  • 85 participants were identified as high needs and accessed an extra lessons.
  • 100 participants attended first aid and CPR awareness training.
  • 9 newly arrived migrants and refugees were employed as Bicultural Aquatic Assistants.
  • 4 Aboriginal and Torres Strait Islander young people were upskilled as pool lifeguards.
  • 30 staff members and 15 Swim Logan participants undertook Cultural Awareness in Aquatics (CAIA) training.
  • 4 key water safety messages were translated into 5 different languages with signage now displayed in Council-owned pools.

PC2.2.3 - KRANK School Holiday Program

Deliver a school holiday program for 5- to 17-year-olds.

Purpose: To encourage participation in active and healthy programs.

To increase community participation during school holidays.
June 2023 On Track As at the end of the third quarter the KRANK program continued to provide a range of school holiday activities to the community. The following key highlights were achieved:
  • 125 school holiday activities were delivered
  • 74 at-home activities were purchased
  • 2,091 children and young people participated in the January school holiday program

PC2.2.4 - Active and Healthy Program

Deliver a health and wellbeing program for all Logan residents.
Purpose: To encourage participation in:
  • affordable and accessible physical activities
  • health and wellbeing programs.
June 2023 On Track As at the end of the third quarter the Active & Healthy program continued to deliver a range of health and wellbeing activities to the community. The following key highlights were achieved:
  • 343 health and wellbeing activities were delivered
  • 15 new activities were added to the program to support children and families, people with disability and culturally and linguistically diverse communities.
  • 82 service providers applied to deliver activities in the 2023/24 financial year

PC2.2.5 - Libraries Learning and Discovery Strategy 2019-2023

Deliver the outcomes of the Libraries Learning and Discovery Strategy 2019-2023.

This is delivered through the 6 priorities of:

    Purpose: To support Logan's community through purposeful library programming
  • nurturing learning and well-being
  • sustainability
  • connected community
  • embracing life-long curiosity and discovery.
June 2023 On Track About: Deliver the outcomes of the Libraries Learning and Discovery Strategy 2019-2023 to provide purposeful library programming support to the community through the six strategic priorities of access and inclusion, economic opportunity, nurturing learning and well-being, sustainability, connected community and embracing life-long curiosity and discovery.

Quarter three update:
  • During the third quarter, a range of learning and literacy programs were delivered, including youth employment programs through Job Help sessions across libraries in Logan.
  • Logan City Council Libraries Job Help programs and services won the 2022 Dare to Try Logan City Council Employee Excellence Award in January.
  • Continued delivery of activities in Libraries including Page Turners, Baby Time, Wriggle and Rhyme and the Be Connected Service for older Australians.
  • Delivery of 355 take home packs celebrating World Pride Month were distributed to families.
  • Library staff continued to raise awareness of library services across the community at a range of outreach events presentations and network meetings.
  • 1,709 residents living with disability or barriers utilised inclusive services through the Accessibility Centre at Logan North Library.
Outcome: The continued delivery of programs and services to support Logan's community well-being and resilience.

PC2.3.1 - Events Strategy deployment

Deliver strategic outcomes from the endorsed Events Strategy.

Purpose: To enhance delivery of the existing events portfolio.
June 2023 On Track As at the end of March the project achieved the following;
  • Delivery of Citizenship Ceremony and continued planning of events to come in April
  • Ongoing support of events delivered through Sports Marketing Attraction (SMA) Program.
  • As at the end of the third quarter the following planned activities were successfully delivered to the community:
  • Australia Day Awards
  • Eats and Beats Underwood Park
  • Citizenship Ceremony x 2
  • SMA events including Australian Junior Darts Competition and Australian Esports League Event

PC2.3.2 - Reconciliation Action Plan

Progress a detailed development plan for Council's next Reconciliation Action Plan.

Purpose: To:
  • strengthen relationships
  • build knowledge within Council
  • identify opportunities
  • work towards outcomes that will support the organisation and Logan's Aboriginal and Torres Strait Islander community.
June 2023 On Track At the end of the third quarter the following was achieved:
  • A report was presented to the Executive Leadership Team (ELT) business meeting on 19 January, detailing planning and a review of Council's Reconciliation Action Plan (RAP). ELT supported the recommendation that Council's next Reconciliation Action Plan be an Innovate level RAP and internally focussed.
  • Progress continued on expanding the RAP allyship program to grow Council-wide staff capacity to support the development of the third RAP. Community Engagement program completed project planning to refresh the Aboriginal and Torres Strait Islander engagement manual. Council's external website content and internal Buzz page content was updated to support increasing cultural knowledge across the City of Logan and within Council.

PC2.3.3 - Access and Inclusion Plan

Coordinate and support implementation of the Access and Inclusion Plan 2019-2022.

Purpose: To create a more accessible and inclusive city for everyone.
June 2023 Completed As at the end of the second quarter the Access and Inclusion Plan 2019/2022 progressed well and is now completed. The following key highlights were achieved:
  • Prepared and presented the Access and Inclusion Plan 2019-2022 outcome report to the Executive Leadership Team and the Community Lifestyle Committee. This highlighted that 83 out of the 84 actions have been achieved in the plan with an additional 11 actions delivered over the past 4 years.
  • Following community consultation, 40 staff representatives from 26 branches have developed 103 actions to form the draft Disability Action Plan 2023-2025.
  • The draft Disability Action Plan 2023-2025 was presented to the Community and Lifestyle Committee on Wednesday 7 December and was endorsed for public consultation.
  • The draft Disability Action Plan 2023-2025 was released for public consultation via Council's Have Your Say platform on Thursday 15 December. It will be open for public consultation until Sunday 5 February 2023.
  • Following public consultation, the draft Disability Action Plan 2023-2025 will progress to final stages and be presented to the Community and Lifestyle Committee on Wednesday 15 March 2023.

PC2.3.4 - Community development initiatives

Deliver community development initiatives that strengthen and build the community.

Purpose: To respond to local priorities.
June 2023 On Track As at the end of the third quarter a range of community development initiatives were delivered to the community. The following key highlights were achieved:
  • Stories from the Kitchen dinner was held on Saturday 11 February at Springwood Community Centre and Saturday 25 March at Woodridge State High School, where 56 people from 11 cultural backgrounds attended.
  • Chatty Cafe was held on Wednesday 15 March at 4 local cafes. A total of 15 residents attended the program with 6 volunteers. This program provides a safe and inclusive space where residents can connect and meet new people
  • Partnered with Access and MultiLink to host a Community Leaders Forum on Thursday 30 March. Approximately 60 community leaders and residents attended and participated identifying challenges to accessing quality healthcare and opportunities to better support our multicultural communities.
  • Supported Beenleigh Neighbourhood Centre and Logan Village Community Centre to host Neighbour Day events on Saturday 25 and Sunday 26 March at Eagleby Wetlands and Logan Village Green. More than 300 residents attended and participated in activities on the day making new community connections.
  • Delivered both the Logan Seniors and Community Centres network meetings on Wednesday 8 February and Thursday 16 February where 27 service providers, local seniors and 6 centres attended.
  • Delivered Strategic Planning training on Wednesday 22 March to 5 Community Centre's as part of the Community Training Program
  • Partnered with Carers QLD to deliver disability awareness training to 5 community garden groups on Saturday 25 March.
  • Partnered with Multilink to distribute over 1,800 Logan Street Services Guides to housing and homelessness service providers
  • Supported the Logan Disability Coalition on Wednesday 15 March where service providers provide support to Logan residents with disability.

PC2.3.5 - Aboriginal and Torres Strait Islander Bursary Program

Deliver the Aboriginal and Torres Strait Islander Bursary.

Purpose: To support employment opportunities in Council for Aboriginal and Torres Strait Islander peoples.
June 2023 On Track At the end of the third quarter:

The successful applicant has commenced working 2 days a week in Council for Development Assessment.

The applicant is spending time with both the Development Operations Team and the Management Support Team.

PC2.3.6 - Living Museum of Logan

Deliver the Living Museum of Logan exhibition and programs in collaboration with the community.

Purpose: To:
  • share the stories of our culturally diverse communities and of Logan’s Aboriginal and Torres Strait Islander communities
  • share themes of importance to Logan's people
  • enhance visitor experience to the City of Logan
June 2023 On Track About: Deliver the Living Museum of Logan exhibition and programs in collaboration with the community, sharing the stories of our culturally diverse communities, Logan's Aboriginal and Torres Strait Islander communities, the themes of importance to Logan's people and enhancing visitor experience to the City of Logan.

Quarter three update:
  • The Living Museum of Logan continued to develop new audiences for the current exhibition program through tours and workshops.
  • During March, a museum tour was presented to 108 primary students from Canterbury College, and a creative activity by artist Sally Terare was presented to 100 students in conjunction with the 'A Bee Story' performance.
  • The quarter three milestone 'Big Voices: children's art matters exhibition' is progressing with partner stakeholders and will be installed during quarter four.
  • A total of 5,548 people visited the Living Museum of Logan during quarter three, which includes 2,800 in March. This brings the total number of visitors for the 2022/2023 financial year to 25,228.
  • Outcome: Provision of quality exhibitions, public programs and museum tours.

PC2.4.1 - Enhancement to City Administration Centre main entry

Deliver an enhanced main entry to the Logan city Council City Administration Centre.

Purpose: To provide a more attractive area for customers conducting routine business.

Deliver initiatives identified in the Albert and Logan Rivers Accessibility and Connectivity Plans.

Purpose: To increase community connection, user experience and activation.
June 2023 On Track During the third quarter of 2022/23 financial year the following actions were progressed:
  • the expression of interest for the Logan and Albert Rivers Trail artworks was developed, opened and advertised.
  • discussions were held with Parks design regarding the design and ordering of the Riedel Park art seat.

EN3.2.1 - Riparian Restoration Projects

Deliver riparian rehabilitation along priority areas of the Logan and Albert Rivers.

Purpose: To enhance our green canopy and urban forest.
June 2023 On Track During the third quarter of 2022/23 financial year the following actions were progressed:
  • Maintenance works continued at Wendt Park, Wolffdene South Reserve, Luscombe Park and Riverdale Park
  • Stage 3 Riverdale Park Infill Planting procurement process was completed and site preparation works was completed
  • Reclink Australia, Skilling Queenslanders for Work, undertook weed management actions in the riparian area at Albert River Park; and
  • Albert River Park Stage 1 Riparian Revegetation procurement process was completed and site preparation works were completed
  • 8 Gossia gonocladas were planted at Luscombe Park and the site was infilled with an additional 100 tubestock during March.
This project is on track.

EN3.3.1 - Environmental offset delivery

Deliver and maintain environmental (vegetation) offset planting sites.

Purpose: To enhance wildlife corridors and core habitat across the city.
June 2023 On Track During the third quarter of 2022/23 financial year the following actions were progressed:
  • maintenance activities of Environmental offset sites continued on active sites of 67ha
  • internal stakeholder engagement for future offset sites was completed
  • three new sites were approved by Council for new Environmental Offset projects, with 4 more approved for release in September 2023
  • initial contract meeting was held with Queensland Department of Environment and Science (DES) to deliver Koala offsets in the City of Logan and are now awaiting confirmation from DES prior to project commencement.

EN3.4.1 - Environmental conservation partnerships

Deliver environmental conservation partnerships.

Purpose: To support the community to:
  • become more sustainable
  • conserve and restore private land.
June 2023 On Track During the third quarter of 2022/23 financial year, Environmental Conservation Partnerships achieved the following:
  • 889 members in total participating in the program.
  • 16 new Habitat Connections members joined the program making 435 properties in total
  • 21 new Land for Wildlife properties were registered totalling 454 properties (3 properties were deregistered from the program)
  • 2 new formal agreements finalised making 30 in total (Voluntary Restoration Agreement, Voluntary Conservation Agreement and Voluntary Conservation Covenant)
  • 3 formal agreement annual visits were completed
  • 37 Land for Wildlife property revisits were conducted
  • 543 individual community engagement interactions were provided to community members
  • 44.43 hectares were added to the Land for Wildlife habitat network bringing the total to 6225.42 ha
  • Oxley Creek Landholder Engagement project selected 7 new properties to participate in the program
  • 199 Environmental Conservation Partnership members submitted orders for conservation incentives (yearly total is 472 orders)
  • 6,288 incentives plants were provided (yearly total to date is 11,773 plants)
  • 59 incentives nest boxes were provided (yearly total to date is 97)
  • 59 incentives books were provided (yearly total to date is 97)
  • 63 herbicide orders were made (yearly total to date is 94).

EN3.5.1 - Environmental events and activities

Deliver a range of environmental events and activities.

Purpose: To:
  • encourage environmental stewardship
  • enhance environmental awareness across the community.
June 2023 On Track During the third quarter of 2022/23 financial year, the Environmental Events and Activities program delivered 16 events to 317 community members. The following events and activities were delivered to the community:
  • 6 x Agents of Discovery Walks were held at various parks (Darlington Parklands on 9 and 24 January 2023, Logan Gardens on the 9 and 24 January 2023, Glenlogan Lakes Park on 5 March, Homestead Park on 5 March) with 11 participants
  • 3 x Cane Toad Busting events were held across various parks (Berrinba Wetlands on 25 January, Spring Mountain Reserve on 4 February, Mundoolun Park on 17 February) with 85 participants and 770 toads collected
  • paddle the Logan was held at Skinners Park on 4 February with 9 participants
  • resilient Rivers - Mid-Albert River landholder gathering was held at Wolffdene on 18 February with 12 participants
  • equiculture Workshop was held at Underwood Park on 25 February with 61 participants
  • upper Oxley Creek Recovery Plan open property was held at Greenbank on 26 February with 17 participants
  • wildlife Awareness Workshop was held at Mundoolun Community Centre on Saturday 11 March with 63 participants
  • Platypus Watch Survey was held at Cedar Creek on Saturday 25 March with 17 participants and no sightings were recorded
  • Froggy Fun with Watergum was held at Orlando Park on Saturday 18 March with 42 participants.

EN3.6.1 - Decarbonisation - extended solar and new hydrogen capability

Complete an investigation to identify options for delivering sustainable outcomes in the way Logan Water delivers its services.

Purpose: To support the increased use of:
  • renewable energy
  • energy efficient technology
  • carbon reduction capabilities.

EN3.6.2 - Climate change resilience actions

Deliver actions identified in the Climate Change Resilience Strategy 2021-2031.

Purpose: To achieve climate change resilience outcomes for Council.
June 2023 On Track During the third quarter of 2022/23 financial year the following actions were progressed:
  • media coverage of carbon neutral announcement
  • state government request permission to trade carbon credits
  • sustainable building working group meeting set
  • contacted commercial lessees about access to electricity data
  • ongoing consultation with Logan Water regarding Energy strategy
  • further development of resilience strategy implementation plan.
This project is on track.

EN3.7.1 - Waste management and resource recovery

Deliver actions identified in the Waste Management and Resource Recovery Strategy 2022-2032.

Purpose: To minimise waste to landfill and increase recycling
June 2023 On Track As at the end of the third quarter, 80 % of the ongoing and short timeframe actions in the Implementation plan have commenced.

Examples and highlights for the quarter include:
  • Action item 1 - Green bin promotion continued during quarter; 1607 new green bins ordered in Q3.
  • Action item 4 - Media and information campaign on mattress separate collection and processing. Transfer Station collection service started.
  • Action item 5– Met with Blocktexx to explore potential integration of textile recycling service into existing material diversion operations. Also, to discuss a public stall at the LEAF 2023.
  • Action item 11 –Input into Department of Environment and Science (DES)'s education and behavioural change initiative. Now have resources for Council to use on social media.

  • Exhibitions, events, workshops and public programs were presented at the Living Museum of Logan and Logan Art Gallery. Kingston Butter Factory Cultural Precinct continued to provide opportunities for local performers and musicians to perform to local audiences.

Deliver the coLab Growth Hub.

Purpose: To support scaling ventures to achieve their high-growth objectives in the innovation-driven economy.
June 2023 On Track Residency Program update - Mentoring sessions with the resident portfolio companies and their dedicated 'Entrepreneurs in Residence' continue. Companies are in the final quarter of their 12-month residency within the coLab. The team celebrated the 2nd anniversary of coLab's official opening.

SportX Program update – Finalising the EOI process, five applicants were selected as the successful participants for the SportX Program. The Program kicks off with a two-day bootcamp event in mid-May.

US Market Access Program (USAMP) update – Modules 13 -15 of the program were delivered, and 1 hour fortnightly EiR mentoring sessions occurred allowing for discussion on company progress and any action that needs to occur to improve outcomes. USAMP sessions have now been moved to weekly to prepare for the final pitch in a few weeks' time.

June 2023 On Track During the third quarter, a number of items from the Road Safety Strategy for Logan 2022-2026 Action Plan (A1 to A31) were progressed including:
  • Continuing partnership with Little Blue Dinosaur Foundation (LBDF) to undertake research-based pilot study targeting child care centres for prevention of child road trauma (Action A5a).
  • Weekly meetings between Council, Police and Department of Transport and Main Roads (TMR) road safety officers (Action A5b).
  • Coordinating third meeting of Road Safety and Active Transport (RSAT) Advisory Group on 9 March 2023 (Action A6).
  • Preparing final reports for investigations and installation of high activity zones in Logan Central precincts either side of rail line as part of TMR sponsored Vulnerable Road User Project (Action A24).
  • Final scoping of potential trial of Smart Safety Platform, a real-time analytical tool attached to monitoring cameras and sponsored by Motor Accident Insurance Commission (Action A29).
  • Comence preparation of the annual report (Action A31), partially reported as update to March RSAT Advisory Group, with final report proposed to be presented to next RSAT Advisory Group (now scheduled in July rather than in the fourth quarter). This will have an impact the project's delivery date (from June to July 2023).
The road safety officer role continues to be temporarily being filled through a 6 month internal secondment, focusing on maintaining road safety coordination and liaison tasks (rather than any new engineering activities). A new permanent staff member for lead road safety officer will be sought during the fourth quarter.

IN6.2.3 - Water and wastewater capital works program

Deliver water and wastewater infrastructure through the Water and Wastewater Capital Works Program.

Purpose: To deliver safe and efficient water and wastewater infrastructure to support the community and city growth.
June 2023 Monitor As at the end of March 2023, the expenditure on the Water and Wastewater Capital Works Program was $72.69 million against a phased budget of $88.77 million (82%).
Many projects were in the design and development phase in the first half of the year and are now entering the construction phase where the bulk of the expenditure on projects is incurred.
Expenditure will continue to ramp up in the remaining months of the financial year and it is expected that Capital Delivery targets will be met.

IN6.2.4 - Water for SEQ Plan

Contribute towards the development of the Water for SEQ Plan.

Purpose: To:
  • ensure the best possible outcomes for City of Logan communities
  • effectively inform the region’s future through input in the SEQ Regional Plan.
June 2023 On Track As at the end of March 2023:
  • Quarter three (March) Project Milestone achieved: The Draft Position Statement was received by the South East Queensland (SEQ) Water Service Providers (WSP) for review and comment.
  • The SEQ WSP Partnership has engaged consultants to facilitate the development and preparation of the regional planning high-level strategic Position Statement, and development and implementation of the related Communication and Stakeholder Plan. Logan Water participated in stakeholder workshops in January, February and March.
  • The Water for SEQ Plan is an initiative of the SEQ WSP Partnership with a vision for integrated and collaborative water cycle management across SEQ ensuring water and sewerage services are reliable, affordable, and sustainable both now and in the future. The benefits and costs of an integrated and regional approach to water management are realised, pursued, and shared equitably between stakeholders.
  • The SEQ WSPs are Seqwater, Gold Coast, Logan, Redland, UnityWater and Urban Utilities. Each of the agencies had a plan for their component of the region but there was no holistic plan or framework for bringing them together or for guiding and supporting other levels of government when putting together the SEQ Regional Plan.

IN6.4.1 - Asset Management deep dive

Deliver an enhanced level of maturity of strategic and operational asset management for Council facilities and properties.

Purpose: To support delivery of the related project: Enterprise Asset Management Systems and long-term sustainability of Council’s infrastructure.
March 2023 Completed As at the end of the first quarter, this project has been completed.

The scope of the project was to do a review of the Corporate Facilities Program asset maturity. This included recommendations on actions to be taken to bring the Program up to an improved standard of asset management. Once the recommendations and actions have been implemented, the Corporate Facilities Program will be well positioned from a project readiness perspective to engage in a meaningful way with the EAMS Project.

IN6.4.2 - Asset Management Improvement Plan

Implement the Asset Management Strategy 2020-2023. This will be achieved by delivering identified actions from the associated Asset Management Improvement Plan (AMIP). This includes reviewing:

  • risk analysis and monitoring regime for infrastructure assets
  • operations, maintenance, and renewal plans
  • asset management resources across the organisation
  • implementing AMIP Key Performance Indicators.

Purpose: To improve organisational financial reporting and analytics capabilities.
June 2023 On Track Asset Management has continued providing assistance to Branches with the preparation their asset lifecycle asset models. The timeframe for this is now expected to be delivered by April 2023 for all branch preparations to be completed, with a review of the models to be undertaken in May.

This is to feed into the related project – IN6.4.3: Organisational asset renewals modelling.

Updating and reviewing the Asset Roles & Responsibilities has been highlighted by the Asset Management Service Delivery Coordination Team as a key focus area of the coming months as this will impact the Enterprise Asset Management Solution (EAMS) project.

Update the organisation's asset renewal governance and practices.

June 2023 On Track Development of the renewal models is ongoing with Asset Management providing general assistance and creating models where branches have resourcing issues. The timeframe for this is now expected to be delivered by end of April 2023, with a review of models and development of a consolidated asset renewals model for all of Council to be undertaken in May.

A meeting with representative from the Institute of Public Works Australasia (IPWEA) was held in March to discuss Council's Asset Management Lifecycle Model development by asset class and their availability to provide an external review function.

Deliver the road and drainage infrastructure 2022/2023 projects through the Road and Drainage Capital Works Program.

Purpose: To deliver sustainable transport infrastructure that provides city and regional connection.
To deliver drainage infrastructure that collects and discharges stormwater safely and effectively
June 2023 On Track At the end of the third quarter, delivery of the Capital Roadworks and Drainage Program has achieved $93.9 million in overall expenditure. This was slightly ahead of planned expenditure targets by 19%.
Notable projects under construction throughout the third quarter include:
  • Early works for Loganlea Road Upgrade, Loganlea ($73.6 million)
  • Chambers Flat Road Upgrade, Chambers Flat ($38 million)
  • Gunungai Drive Cycleway, Slacks Creek ($4.1 million)
  • Stage 1 and 2 of the Cowper Avenue Catchment Master Drainage Project, Eagleby ($15.4 million)
  • Stages 1 to 5 of the Kelly Street Catchment Master Drainage Project, Eagleby ($17.2 million)
  • Mundoolun Road Rehabilitation and Road Upgrade, Mundoolun ($17.4 million)
  • Asphalt resurfacing, spray sealing works and pavement rehabilitation at numerous locations across the city (totalling $12.2 million)
The Capital Roadworks and Drainage Program delivers enhanced transport and drainage infrastructure across the City of Logan. The Program delivers infrastructure upgrades to cater for improvements and growth across the city as well as renewal of the existing infrastructure network.

  • During the rollout to the public of the Logan Early Warning App campaign, it was discovered that phones that utilise the new Android system were unable to download or use the App. The campaign could be spilt to target iPhone and Android users, so the campaign to the Android users was immediately ceased. Unfortunately the general campaign (billboard, shop-a-live) was already active and could not be stopped.
  • Get Ready Queensland Logan Early Warning Campaign was public facing, Campaign completed 31/03/2023. Campaign consisted of Google Display prospecting, Shop-a-Live, Billboard, Facebook posts and LCC Website Super Banner and LCC screens. 100% Complete

HP7.3.1 - Digital Transformation Program

Deliver year 1 of the Digital Transformation Program. This includes upgrades to modernise the processes and technology to digitise Council systems.

Purpose: To ensure Council's IT systems are able to support the evolving needs of the organisation and community.

  • This project has been closed.

Plant Fleeet Services Branch has now received the stickers and will commence installation in all Fleet assets during scheduled servicing intervals.

HP7.4.1 - Contract management software

Deliver enhanced contract management functionality through the implementation of TechOne Contracts module.

Purpose: To ensure Council’s contract management systems are up to date and meet the needs of the organisation
December 2022 Completed As at the end of the second quarter:
  • The Corporate Procurement team have worked in collaboration with the Technology One project team to enhance the contract management functionality through the implementation of the TechOne contracts module.
  • Key deliverables for enhancing contract management functionality from Corporate Procurement were achieved in November 2022.
  • With a fully integrated and compliant contract-to-pay process, contract managers will have a single interface to ensure that relevant employees and contract parties are informed every step of the way.

Key features & benefits of the module include:
  • Provision of flexible contract types, smart date alerts and access to real-time reporting on contracts.
  • Streamlining of contract risk and activities with automated contract reviews including options for contract KPI, contractor performance and internal risk.
  • Automation and processing of progress claims with payment certificates and retentions.
  • Self-serve capabilities to maintain contact with contract parties across the whole contract-to-pay process.
  • Mitigation of risks with rich security options including limiting access to authorised users.
  • Enable compliance with Council's Contract Manual.

Additional scope has been added to the project to include training of key users in the organisation. This is being managed through the related project HP7.3.1 - Digital Transformation Program and will be reported through this program of work moving forward.

HP7.4.2 - Infrastructure Asset Information Management Plan

Implement an asset information management plan and governance framework for asset managers.

Purpose: To support asset management planning and enable informed decision-making for Council's long-term sustainability and service delivery.
June 2023 Completed The Information Asset Information Management Plan was discussed at the Asset Management (AM) Service Delivery Coordination Team (SDCT) meeting on February 28th.
It was agreed by AM SDCT that the Plan be received and that it would now be included for review in the body of work being undertaken by Enterprise Asset Management Solution (EAMS) / Attura, the "Strategic Asset Management Improvement Project".
This project aims to address gaps identified in Council's strategic asset management documents and implement improvements.

June 2023 On Track The Advocacy Program has assisted with the following matters: providing advice on a advocacy strategy in relation to the SEQ Regional Plan; capability development in relation to upgrades to the TechOne Grants Register; provided a report to the Governance Committee on motions and attendance in relation to the ALGA National General Assembly; advice on project variations in relation to the Local Roads and Community Infrastructure Program; and advice to the Innovation and City Transformation Branch on a communications strategy related to the roll out of new internet infrastructure.
