MS1.1.1 - Logan Listens Residents' Survey

Deliver the Logan Listens: Residents' Survey, including a review to identify and apply improvements.

Purpose: To monitor the level of community satisfaction with major services.
June 2023 Completed As at the end of the second quarter, delivery of the Residents' Survey (Survey) was completed. The process involved interviewing 1,600 adult residents from a random sample across the City of Logan.

The Survey was divided into two sections, each completed by 800 residents:
  • facilities and services
  • customer experience.
Taverner Research Group undertook analysis of the feedback received. The resultant report was presented to ELT in November 2022 and to City Governance Committee in December 2022. Council endorsed the Logan Listens: Residents Survey Research Report (Report) in December 2022.

An accessible version of the Report is being made publicly available on Council's website. Copies of the Report were provided to Council's Libraries and Customer Service Centres for public assess.

The Report was made available to staff electronically via the Manager's Toolkit intranet page, and e-copies were distributed internally in conjunction with the release of the Branch Business Planning process. The survey results will provide valuable input into performance reviews and the annual planning process.

MS1.2.1 - Customer Service charter and standards update

Deliver an update to the Customer Service Charter and standards.

Purpose: To support Council to meet the needs and expectations of the community.
June 2023 Completed The new customer charter will go live on Monday 3 July 2023.

Over Quarter 4, the following actions were completed to support delivery of the New Customer Charter:
  • consultation with key content contributors
  • design of Customer Charter completed
  • Stakeholder Communication and Engagement Plan completed
  • consultation with People and Engagement Director completed
  • consultation with Chief Executive Officer (CEO) completed
  • Collective Leadership Team (CLT) engagement completed
  • Executive Leadership Team (ELT) endorsement completed
  • Councillor briefing completed
  • Customer Charter represented at May City Governance Committee and endorsed at the May Ordinary Council meeting
  • Stakeholder Communication and Engagement Plan completed, and internal communications strategy delivered prior to go-live

Following go-live, internal and external marketing campaigns will continue for the next six months. Key service standards have been published on the corporate website and will be reported on monthly.

MS1.3.1 - Data analytics and customer insights

Deliver a data analytics and customer insights system.

Purpose: To better understand what our customers, and the community are saying and experiencing when interacting with Council.

Those insights will be used to make more meaningful data-driven decisions.
June 2023 Completed Phase one has been completed and includes:
  • City at a Glance dashboard which went live with emails and phone calls
  • labelling, classification, and modelling will continue as more data is ingested and machine learning matures.
Over Quarter 4, the following actions were completed in support of the project:
  • completion of system development
  • implementation of machine learning
  • system testing and information audit.
Phase two has commenced and will deliver:
  • social media feeds
  • bang the table (community engagement) content
  • development of additional dashboards
  • insights to action project

PC2.2.1 - City of Logan: Safe City Strategy and Action Plan 2021-2025

Deliver the second-year actions outlined in the City of Logan: Safe City Strategy and Action Plan 2021-2025 through a broad range of crime prevention and community-based safety initiatives.

Purpose: To create a safer City of Logan.
June 2023 Completed Throughout June 2023, eight community engagement initiatives from the Safe City Strategy and Action Plan 2021 - 2025 were delivered, including, senior safety, perceptions of crime, fraud and scams, and home and vehicle security.

PC2.2.2 - Swim Logan

Deliver water safety awareness education sessions. Provide culturally appropriate learn-to-swim activities for:
  • First Nations people
  • newly arrived migrants and refugees.

Purpose: To increase participant swimming skills.
December 2022 Completed Swim Logan 2020-22 achieved the following highlights:
  • 649 newly arrived migrants and refugees attended 95 water safety sessions at various locations across the city.
  • 1,193 newly arrived migrants and refugees attended 46 learn to swim programs, resulting in 7,792 attendances.
  • 137 Aboriginal and Torres Strait Islander participants attended 8 swim programs resulting in 605 attendances.
  • 1,979 newly arrived migrants, refugees, and Aboriginal and Torres Strait Islander participants engaged in 95 water safety awareness sessions.
  • 440 individual swimming lessons were delivered.
  • the project successfully exceeded its total target of 4,000 attendances across water safety awareness sessions and individual swimming lessons with 9,046 attendances.
  • 1,200 welcome bags were provided to migrants and refugees, consisting of goggles, a swim cap and welcome card in language.
  • 154 participants were provided with culturally appropriate swimwear, nappies and incontinence pads.
  • 150 shirts designed by local indigenous artist, Casey Coolwell, were provided to Aboriginal and Torres Strait Islander participants and instructors.
  • 20 Islamic swimwear sets were distributed.
  • 475 participants accessed free childcare during lesson times.
  • 85 participants were identified as high needs and accessed an extra lessons.
  • 100 participants attended first aid and CPR awareness training.
  • 9 newly arrived migrants and refugees were employed as Bicultural Aquatic Assistants.
  • 4 Aboriginal and Torres Strait Islander young people were upskilled as pool lifeguards.
  • 30 staff members and 15 Swim Logan participants undertook Cultural Awareness in Aquatics (CAIA) training.
  • 4 key water safety messages were translated into 5 different languages with signage now displayed in Council-owned pools.

PC2.2.3 - KRANK School Holiday Program

Deliver a school holiday program for 5- to 17-year-olds.

Purpose: To encourage participation in active and healthy programs.

To increase community participation during school holidays.
June 2023 Completed June 2023 key highlights include the attendance at 2 large community events to increase awareness of the program. The Logan Eco Action Festival and the Forde Family Fun Expo were attended, engaging with over 500 people.

From July 2022 to June 2023, the KRANK School Holiday program engaged with 48 service providers to deliver 526 unique activities. This resulted in 7,625 individual participants attending activities delivered by the KRANK School Holiday program.

PC2.2.4 - Active and Healthy Program

Deliver a health and wellbeing program for all Logan residents.
Purpose: To encourage participation in:
  • affordable and accessible physical activities
  • health and wellbeing programs.
June 2023 Completed June 2023 key highlights include:
  • 110 health and wellbeing activities were delivered
  • 2,046 people participated in the Active & Healthy program from April to June
  • over 200 different health and wellbeing activities were programmed for the 2023/24 financial year
  • 87 different health and wellbeing activities already being delivered in community were included in the 23/24 Active & Healthy program.
From July 2022 to June 2023, the Active & Healthy program engaged with 44 service providers to deliver 1,312 individual health and wellbeing activities. This resulted in 8,134 individual participants supporting their physical, mental, and social wellbeing by attending classes delivered by the Active & Healthy program.

PC2.2.5 - Libraries Learning and Discovery Strategy 2019-2023

Deliver the outcomes of the Libraries Learning and Discovery Strategy 2019-2023.

This is delivered through the 6 priorities of:

    Purpose: To support Logan's community through purposeful library programming

  • embracing life-long curiosity and discovery.

Purpose: To support Logan's community through purposeful library programming
June 2023 Completed A wide range of library programs and outreach activities were provided across the city, including programs supporting residents to improve their digital literacy skills, job seeking assistance, creative writing sessions. Many programs were provided to support residents to increase their economic opportunities, learn new skills and enhance their wellbeing, such as English for migrants and the ever-popular Tui n Friends events for young families.

Popular school holiday and adult programs featured sustainability-themed events during June, as well as our ongoing Story Time in the Park sessions enjoyed by young families and Men's Conversation Collectives.

During June:
  • 5,404 residents attended 441 library programs and library outreach activities
  • 226 take home packs celebrating National Pride Month were distributed from Logan Libraries.
Quarter four update:
  • 18,916 attendees participated at Logan Libraries programs during quarter four
  • library programs including Job Help, Tech Help, Be Connected, Writing Fridays, Family History and a range of local heritage information sessions continued to support residents to enhance their economic opportunities, connect with others in their community, learn new skills, become more confident online and discover new interests
  • young children and their families gained valuable knowledge and skills towards becoming school-ready at First 5 Forever programs in the community and early literacy sessions at our 9 libraries

PC2.3.1 - Events Strategy deployment

Deliver strategic outcomes from the endorsed Events Strategy.

Purpose: To enhance delivery of the existing events portfolio.
June 2023 Completed Events Delivered across quarter include:
  • Imagination Children's Festival at Kingston Butter Factory (KBF) on 5 April 2023 attracted 5,000 attendees
  • Eats and Beats at IKEA on 21 April 2023 attracted 2,500 attendees
  • ANAZC Day Services at Logan Central and Jimboomba on 25 April 2023 attracted more than 2,500 attendees per service
  • Volunteers Thankyou Breakfast at Logan Entertainment Centre (LEC) on13 May 2023 attracted 450 attendees
  • 2 x Citizenship Ceremonies at LEC on 29 May 2023 attracted more than 500 attendees per ceremony
  • Logan Eco Action Festival (LEAF) at Griffith University, Meadowbrook on 4 June 2023 attracted more than 7,000 attendees
  • Eats and Beats at Kingston Butter Factory (KBF) on 30 June 2023 attracted 2,750 attendees

Sports Marketing Attraction:

During quarter 4 we hosted four events that were secured through the Events Attraction Program including:

  • 2023 Australian Esports League Event (Premium Level Event)
  • 2023 Gymnastics Queensland (QLD) Senior State Championships - Rhythmic, Aerobic and Trampolining Gymnastics
  • 2023 Tennis Qld Junior Tournament Series - Beenleigh (Boys only)
  • 2023 Tennis Qld Junior Tournament Series - Canterbury (Girls only)
This was an investment of $40,600 with the estimated return on investment (ROI) being $995,508 (24:1)

We successfully secured one new event being the 2023 Squash Queensland Open event in October 2023. The investment is $9,700 and ROI of $607,500 (63:1).

We have submitted one bid being for the 2024, 2025, and 2026 Pickleball Australia Association (PAA) Australian Pickleball Championships. The three-year investment is $52,500 with an economic impact of $2,941,200 per year (168:1).

PC2.3.2 - Reconciliation Action Plan

Progress a detailed development plan for Council's next Reconciliation Action Plan.

Purpose: To:
  • strengthen relationships
  • build knowledge within Council
  • identify opportunities
  • work towards outcomes that will support the organisation and Logan's Aboriginal and Torres Strait Islander community.
June 2023 Completed June 2023 key highlights include:
  • The First Nations Community Development Officer position has been vacant during this reporting period
  • 1 Reconciliation Action Plan (RAP) Ambassador sharing circle took place at Logan Central Library with 30 ambassadors in attendance.
From June 2022 to July 2023 the following key highlights were achieved to progress Council's next RAP:
  • Executive Leadership Team endorsed a report on Thursday 19 January to progress with Council's third Innovate Reconciliation Action Plan
  • The Reconciliation Ambassador Program has grown to 102 members
  • 2 sharing circles have been delivered resulting in a total of 45 Ambassador attendees
  • Supported the Logan Central First Nations School Cluster network to host a Services Fair at Logan Central Library in September 2022
  • Successful coordination and delivery of Logan's 2022 NAIDOC event on Wednesday 17 August, in partnership with the Logan District Aboriginal and Torres Strait Islander Corporation for Elders, with 24 stall holders participating, resulting in 805 attendees.
For noting, the First Nations Community Development Officer position has been vacant since March 2023. Current action is being taken with the Executive Leadership Team (ELT) to determine strategic fit of this position. Once the position has been recruited, Council's third Innovate Reconciliation Action Plan will be delivered as endorsed by ELT and outlined in the 2023/24 Operational Plan.

PC2.3.3 - Access and Inclusion Plan

Coordinate and support implementation of the Access and Inclusion Plan 2019-2022.

Purpose: To create a more accessible and inclusive city for everyone.
June 2023 Completed As at the end of the second quarter the Access and Inclusion Plan 2019/2022 progressed well and is now completed. The following key highlights were achieved:
  • prepared and presented the Access and Inclusion Plan 2019-2022 outcome report to the Executive Leadership Team (ELT) and the Community Lifestyle Committee. This highlighted that 83 out of the 84 actions have been achieved in the plan with an additional 11 actions delivered over the past 4 years.
  • following community consultation, 40 staff representatives from 26 branches have developed 103 actions to form the draft Disability Action Plan 2023-2025.
  • The draft Disability Action Plan 2023-2025 was presented to the Community and Lifestyle Committee on Wednesday 7 December 2022 and was endorsed for public consultation.
  • The draft Disability Action Plan 2023-2025 was released for public consultation via Council's Have Your Say platform on Thursday 15 December 2022 and was open until for public consultation until Sunday 5 February 2023.
  • following public consultation, the draft Disability Action Plan 2023-2025 progressed to final stages, was presented to the Community and Lifestyle Committee on Wednesday 15 March 2023 and was consequently endorsed by Council for immediate action.

PC2.3.4 - Community development initiatives

Deliver community development initiatives that strengthen and build the community.

Purpose: To respond to local priorities.
June 2023 Completed From July 2022 to June 2023 a range of community development initiatives were delivered to the community. The following key highlights were achieved:
  • 7 Stories from the Kitchen dinners were delivered in partnership with local community centres, schools and the Kingston Butter Factory Cultural Precinct. The dinners were supported by 8 volunteers and resulted in 190 attendees from 29 different cultural backgrounds.
  • 9 Chatty Café sessions were delivered in partnership with 4 local cafe's and supported by 17 volunteers, which resulted in a total of 158 attendees.
  • Connect 4 Seniors picnic, delivered in partnership with the Logan Seniors network, was held at Tygum Park on Wednesday 26 October 2023 to celebrate Seniors Month. 200 resource bags were provided to seniors and carers and 40 Logan 'Mums n Bubs' families attended to engage with elderly residents.
  • 2 Neighbour Day events were delivered in partnership with Beenleigh Neighbourhood Centre and Logan Village Community Centre resulting in over 300 attendees.
  • over 4,500 homelessness support resources were distributed internally and externally, including an updated version of Logan Street Services guide.
  • Logan City Council joined the Welcoming Cities Network and became an official Welcoming Cities member. An application for bench marked assessment has been submitted.
  • 5 Logan Youth Action Group meetings were delivered supporting 101 young community leaders to achieve their projects. This included 'Stressed Out' and 'Party Safe' youth resources, mental health and community safety workshops and a Koala Family Fun Day resulting in a combined attendance of 1,300 attendees.
  • 53 applications to be part of the 2023 Logan Youth Action Group were received, including 13 returning members.

PC2.3.5 - Aboriginal and Torres Strait Islander Bursary Program

Deliver the Aboriginal and Torres Strait Islander Bursary.

Purpose: To support employment opportunities in Council for Aboriginal and Torres Strait Islander peoples.
June 2023 Completed The 2022-2023 program commenced with one student appointed and another to be appointed during 2023.

Information was distributed to schools enabling the submission of applications for the bursary. Interviews were undertaken and an offer was made.

The successful candidate commenced in March, working 2 days per week with Council's Development Assessment Branch and has now integrated well into the role.

PC2.3.6 - Living Museum of Logan

Deliver the Living Museum of Logan exhibition and programs in collaboration with the community.

Purpose: To:
  • share the stories of our culturally diverse communities and of Logan’s Aboriginal and Torres Strait Islander communities
  • share themes of importance to Logan's people
  • enhance visitor experience to the City of Logan
June 2023 Completed Quarter four update:
  • The Living Museum of Logan continued to develop new audiences for the current exhibition program through tours, workshops and being open during other Kingston Butter Factory events.
  • During quarter four 3 schools tours were presented to 168 students.
  • During the quarter, 5 public programs and a self-led kids school holiday program was presented to 326 people.

Outcome:

Provision of quality exhibitions, public programs, and museum tours. A total of 11,098 people visited the Living Museum of Logan during quarter four which included 2,903 in June 2023. This brings the total number of visitors for the 2022/2023 financial year to 36,326.

PC2.4.1 - Enhancement to City Administration Centre main entry

Deliver an enhanced main entry to the Logan city Council City Administration Centre.

Purpose: To provide a more attractive area for customers conducting routine business.
June 2023 Completed The items that were part of the updated project scope include refreshing of the main entry, additional plants in the garden beds with various tropical species of plants, and installation of a concrete mowing edge.

The project has been completed with a reduced budget.

Environment - Quarter 4, 2022 / 2023

EN3.1.1 - Albert and Logan Rivers accessibility and connectivity projects

Deliver initiatives identified in the Albert and Logan Rivers Accessibility and Connectivity Plans.
Purpose: To increase community connection, user experience and activation.
June 2023 Completed During the 2022/2023 financial year, the Albert and Logan Rivers Accessibility and Connectivity project achieved the following:
  • the Albert River Trail artwork project brief and Expression of Interest was advertised, and 22 artists/writers/filmmakers expressed interest. The specific art projects and park locations were refined, and internal stakeholder feedback collated. Further discussions with art gallery were undertaken regarding streamlining art project internal processes and the decision made to continue to formalise the project processes before taking the proposed projects out for designs from the artists.
  • the Riedel Park art seat design was developed, and quotes were received. The manufacturing has been delayed until closer to the completion of
  • the Riedel Parks boardwalk to mitigate the need for excess storage time of this item.
The 2022/2023 projects are complete.

EN3.2.1 - Riparian Restoration Projects

Deliver riparian rehabilitation along priority areas of the Logan and Albert Rivers.
Purpose: To enhance our green canopy and urban forest.
June 2023 Completed During the 2022/2023 financial year, the following Riparian Restorations were completed:
  • Stage 1 Infill planting site at Riverdale was successfully handed over to Parks.
  • the third Trees for Fish community planting event was delivered. 900 tube stock were planted and approximately 45 community members attended. This site is now on maintenance.
  • the flood recovery planting of 1,700 plants at Logan River Parklands was completed and is now on maintenance.
  • a consultant was selected to provide a detailed design for the Quinzeh Creek Bank Stabilisation project. The inception meeting was held in May and a subsequent site meeting was held in June 2023 with the consultant.
  • 8 Gossia gonocladas were planted at Luscombe Park and the site was infilled with an additional 100 tubestock during March 2023.
  • maintenance works continued at Wendt Park, Wolffdene South Reserve, Luscombe Park and Riverdale Park.
  • the final meeting to hand Wendt Park over to Parks Natural Areas was held in June 2023.
The 2022/2023 projects are complete.

EN3.3.1 - Environmental offset delivery

Deliver and maintain environmental (vegetation) offset planting sites.
Purpose: To enhance wildlife corridors and core habitat across the city.
June 2023 Completed During the 2022/2023 financial year, the following Environmental Offset delivery actions were completed:
  • maintenance activities continued across 67 hectares of the currently active environmental offset sites
  • two new environmental offset contracts were awarded, and initial groundworks commenced at Brushwood Park, Cedar Grove (1.8 hectares) and Sebring Park, Riverbend (2.8 hectares)
  • Council has been successfully awarded a contract to deliver a Koala offset project with the Queensland Department of Environment and Science (DES). Early surveying and scoping of the project has commenced.
  • the following environmental (vegetation) offset sites were approved by Council: Geoff Philp Reserve, Logan Village; Bahrs Hill, Bahrs Scrub; Ooah Park, Buccan; and Mundoolun Park, Mundoolun

EN3.4.1 - Environmental conservation partnerships

Deliver environmental conservation partnerships.
Purpose: To support the community to:
  • become more sustainable

  • 1,759 individual community engagement interactions were provided to community members
  • 472 program members placed annual conservation incentive orders totalling 11,773 native plants, 94 nest boxes, 123 resource books, and 94 orders for herbicide
  • the "Share your Land with Nature" electronic newsletter was provided to members each quarter.

Deliver a range of environmental events and activities.
Purpose: To:
  • encourage environmental stewardship

June 2023 Completed During the 2022/23 financial year, Environmental Events and Activities program achieved the following:
  • delivered 62 events and activities to 2,496 community members, these included guided walks, waterway recreation activities, kids' activities and landholder workshops. Event highlights include:
  • the annual Pest Fishing Cup was held at JJ Smith Park for World Rivers Day with 234 participants. 21 carp, 6 tilapia and 4 gold fish were caught and correctly disposed of
  • the annual Logan Eco Forum saw 3 events delivered during June to over 400 community members, these included an interactive opening session at the Logan Eco Action Festival (LEAF), an Activity Day in Logan Village and a community celebration at Kingston Butter Factory
  • partnered with over 20 different external organisations and other South East Queensland (SEQ) councils to deliver events and activities to the Logan community
  • a minimum of 2 events and activities were delivered in each council division during this financial year
  • 93.9% of participants agreeing or strongly agreeing that they enjoyed their event/activity overall. Over 57% of participants felt that our events benefited their connection to nature and allowed them to socialise with others in our community. After attending our events, over 63% of participants felt an increase in their understanding of the natural environment and how to make choices that have a positive impact on the environment.

Complete an investigation to identify options for delivering sustainable outcomes in the way Logan Water delivers its services.

June 2023 Completed The investigation into identifying options for delivering sustainable outcomes in the way Logan Water delivers its services has been completed.

The findings associated with sustainable outcomes through renewable energy and carbon reduction was presented to a meeting of the Executive Leadership Team (ELT) on 29 June 2023. ELT supported the recommendations to proceed to increase renewable energy capacity such as solar and Battery Energy Storage Systems (BESS) batteries.

The findings associated with sustainable outcomes through renewable energy and carbon reduction will be presented in a future report to Council.

June 2023 Completed As of the end of the year, 100% of the ongoing and short timeframe actions in the Implementation plan have commenced. Highlights for the year include:
  • Action item 1 – Green waste bin uptake by the community has reached 20,175.
  • Action item 4 – Mattress segregation at all waste and recycling facilities has commenced; over 3,960 mattresses have been diverted from landfill and over 30 tonnes of metal recovered.
  • Action item 11 – Council contributed to Department of Environment and Science (DES) education and behavioural change initiative, providing Council with access to resources to use on social media.
  • Action item 15 - Successfully conducted a range of community Upcycling workshops at the Logan Recycle Market.
  • Action item 16 - Compost rebate scheme has issued 436 rebates to the community.
  • Action item 18 - Braille Stickers for bins are now available on request.
  • Action item 20 & 21 - Kerbside Clean up notices and messaging has been reviewed in consultation with City Standards Branch and Road Construction and Maintenance Branch promoting and informing customers on the proper use of the service.
  • Action item 25 - Collaboration between a range of internal and external stakeholders to develop an enhanced bin inspection program whereby customer bins are identified and tagged when containing unacceptable materials with instructions provided on what must be done.
  • Action item 33 - Following audits of all waste facilities a priority action plan is being developed to address health and safety hazards and operational/environmental issues that were identified.
  • Action item 37 - Potential solar panel resource recovery providers identified with a view to providing a future solar panel recovery service.

Council resolved (Minute No 50/2023) to progress the design and construction of the Beenleigh Aquatic Centre upgrade, and following consultation with affected Council employees, to issue a tender for future operation and management of the centre.

Purpose: To support early years learning and reading for Logan families with children aged under 5 years

  • delivery of 329 face-to-face children's literacy sessions to 6,495 participants across the city.
  • delivery of 113 community outreach sessions to 3,821 participants, through network partnerships across the city.
  • Tui 'n' Friends sessions continue with great success in the libraries with 995 participants across 20 sessions during quarter three.
  • Frog Squad @ the Splash Pad Program continues with great success at Beenleigh Aquatic Centre. 8 sessions were held with 527 participants. The program is part of a First 5 Forever Innovation grant and will continue through 2023-2024
  • continued expansion of outreach opportunities and promotions.
During the 2022/2023 financial year, First 5 Forever continued to support the learning outcomes for all Logan children aged 0-5 years old by providing programs that offer talking, reading, singing, playing, dancing and moving. A total of 1,595 sessions were held with 38,211 participants during the 2022/2023 financial year.

The current Environment Protection Biodiversity Conservation Act application with the Australian Government is currently expected by early October 2023. This is subject to any further information requests from the Australian Government and the required consultation period not being extended.

The next step is to seek feedback from the community and undertake detailed analysis to move to the next stage of implementation.

After the final pitch event hosted in May 2023, the program has come to a formal close with the graduated company's finalising engagements with their assigned Entrepreneurs in Residence. During these sessions Trade Investment Queensland (TIQ) provided a market readiness template to be completed, TIQ are reviewing and will assist if or where possible.

Residency Update:

The 2022/23 Residency Program concluded on 31 May 2023. coLab has not yet gone to market for the next round of its Residency Program (TBA).

SportX Program Update:

The SportX program continues with firms having completed 8 weeks of coaching sessions from Yunus Sport Hub and Creative HQ, as well as coLab's Entrepreneurs in Residence. Each firm is developing their presentation for the end of program Showcase event happening mid-July 2023 at the coLab hub.

  • coordinating launch of Hold My Hand child road safety campaign trial in partnership with Little Blue Dinosaur Foundation (Action A5a).
  • regular meetings between Council, Police and Department of Transport and Main Roads (TMR) road safety officers (Action A5b).
  • coordinating actions from third meeting of Road Safety and Active Transport (RSAT) Advisory Group on 9 March 2023 and preparing for next meeting scheduled 27 July 2023 (Action A6).
  • organising Safe Systems Assessment training for Traffic and Road Planning officers (Action A7b).
  • finalising scoping briefs to initiate detail design and delivery of 7 Black Spot projects announced as receiving Federal funding in 2023/24 and preparing funding submissions for 2024/25 (A11).
  • completing final reports for implementation of 40km/h High Active Transport User Area (HATUA) zones in two Logan Central precincts as part of TMR sponsored Vulnerable Road User Project (Action A24).
  • Commissioning trial of Smart Safety Platform, a real-time analytical tool attached to monitoring cameras and sponsored by Motor Accident Insurance Commission (Action A29).
Recruitment is also underway for a Road Safety Coordinator to lead the Road Safety Strategy. The unplanned departure of Council's lead road safety officer during the second quarter has impacted the ability to deliver more during this first full year of the six-year road safety strategy.

However, the Action Plan is ongoing and will be addressed by end of the current strategy as part of Road Infrastructure Planning Branch activities going forward. Strategy progress was reported to Council's RSAT Advisory Group on 9 March 2023 (Action A31), with future updates to be provided at subsequent RSAT meetings.

IN6.2.1 - Chambers Flat Wastewater Treatment Plant site master plan

Develop the draft and final site master plan for the Chambers Flat Wastewater Treatment Plan.

Purpose: To support the delivery of reliable and sustainable water services.
June 2023 Completed Road alignment has been confirmed and does not affect site lay-out. The master plan has been confirmed and is the subject of ongoing community consultation as site projects are developed.

The Chambers Flat Community Reference Group (CRG) was established in 2022 and to date Logan Water have met with the group twice. The first was in May 2022 and the second in July 2022.

A third meeting was set up for February 2023, however it did not proceed as the project was on hold and there was no 'new' news to share with the group.

An email was sent to the CRG to let them know this. In June 2023 a newsletter was emailed out to the CRG and delivered to the wider Chambers Flat community informing them the WWTP was not required until around 2032, however Logan Water was progressing with engineering investigations to support master planning activities.

IN6.2.2 - Loganholme Wastewater Treatment Plant (WWTP) Stage 8. Beenleigh WWTP close

Deliver critical upgrades to the Loganholme WWTP.
Decommission the Beenleigh WWTP.

Purpose: To respond to anticipated increases in growth and demand in water services
June 2023 Completed During June 2023, the following activities were completed:
  • permeate tank apron slab
  • flowmeter pit internal fit out
  • pump station concrete works
  • structural steel installation in chemical dosing room and electrical switch room
  • switchboards installation in switch room.
The following works are in progress:
  • underground piping installation
  • odour control slab construction
  • outfall line river works
  • bioreactor diffuser disk installation
  • outfall bypass line above ground section
  • truck washdown slab construction.
The various tasks and activities on the project scheduled for this financial year were completed as planned.

The project is on track for construction completion in December 2023 as scheduled.

IN6.2.3 - Water and wastewater capital works program

Deliver water and wastewater infrastructure through the Water and Wastewater Capital Works Program.

Purpose: To deliver safe and efficient water and wastewater infrastructure to support the community and city growth.
June 2023 Completed The Water and Wastewater Capital Works Program has met the performance Key Performance Indicator (KPI) of greater than 90% expenditure and the component projects and renewal programs have been delivered to target.

IN6.2.4 - Water for SEQ Plan

Contribute towards the development of the Water for SEQ Plan.

Purpose to:
  • ensure the best possible outcomes for City of Logan communities
  • effectively inform the region’s future through input in the SEQ Regional Plan.
June 2023 Completed As at the end of June 2023:
  • the Draft Position Statement was received by the South East Queensland (SEQ) Water Service Providers (WSP) for review and comment. WSPs have completed their review of the document.
  • the SEQ WSPs are: Seqwater, Gold Coast, Logan, Redland, UnityWater and Urban Utilities. Each of the agencies had a plan for their component of the region but there was no holistic plan or framework for bringing them together or for guiding and supporting other levels of government when putting together the SEQ Regional Plan.

IN6.3.2 - Waterford West Park

Deliver the detailed design for the Waterford West Park.

Purpose: To enhance Council’s recreational infrastructure across the city’s green spaces.
June 2023 Not Complete

During the year, a new site plan was developed to mitigate the impacts of flooding based on the new flood modelling data.

Following completion of a Significant Impact Assessment for koalas, against the Significant Impact Criteria for Critically Endangered and Endangered species, approval was granted for development of the site. Internal stakeholder consultation and landscape documentation was completed.

By June, detailed design documentation for Waterford West District Park was at 90% completion. The final documentation was due to be delivered by the end of June, however consultants advised they had experienced a confirmed cyber-attack which impacted their ability to deliver the documentation.

Regular check-ins with the consultants have highlighted the urgency for the delivery of the documentation. Consultants have confirmed the project's priority.

Once the detailed design documentation is delivered, the 2022/2023 component of the project will be complete.

Recommendation:

It is recommended that this project not be included in the Operational Plan 2023/2024, as the project forms part of the larger 2023/2024 Operational Plan project IN6.3.1 - 2023/2024 Parks Capital Works Program delivery.

IN6.4.1 - Asset Management deep dive

Deliver an enhanced level of maturity of strategic and operational asset management for Council facilities and properties.

Purpose: To support delivery of the related project: Enterprise Asset Management Systems and long-term sustainability of Council’s infrastructure.
March 2023 Completed As at the end of the first quarter, this project has been completed.

The scope of the project was to do a review of the Corporate Facilities Program asset maturity. This included recommendations on actions to be taken to bring the Program up to an improved standard of asset management. Once the recommendations and actions have been implemented, the Corporate Facilities Program will be well positioned from a project readiness perspective to engage in a meaningful way with the Enterprise Asset Management System (EAMS) Project.

IN6.4.2 - Asset Management Improvement Plan

Implement the Asset Management Strategy 2020-2023. This will be achieved by delivering identified actions from the associated Asset Management Improvement Plan (AMIP). This includes reviewing:
  • condition assessment and defect identification regime for each asset class
  • risk analysis and monitoring regime for infrastructure assets
  • operations, maintenance, and renewal plans
  • asset management resources across the organisation
  • implementing AMIP Key Performance Indicators.
Purpose: To improve organisational financial reporting and analytics capabilities.
June 2023 Completed A key focus area this year has been on reviewing Asset Roles & Responsibilities for infrastructure assets, with multiple workshops held with the Asset Management Service Delivery Coordination Team. A new Asset Roles Definitions document has been developed for use in role assignments. During May, asset roles & responsibilities assignments for the building and related unresolved asset classes were completed. This is important from an enterprise-wide perspective, forming a critical component for delivering the Enterprise Asset Management System.
Asset Management assisted branches with the preparation their asset lifecycle asset models. Models have been developed for major infrastructure classes, with a review of the models undertaken in May. These asset lifecycle models provided input into the related project – IN6.4.3: Organisational asset renewals modelling.

Presentations and on-site training by the Institute of Public Works Engineering Australasia (IPWEA) was organised and provided to all branches to develop lifecycle asset models for their infrastructure asset classes.

IN6.4.3 - Organisational asset renewals modelling

Update the organisation's asset renewal governance and practices.

Purpose: To provide improved information for future decisions around new and existing service levels.
June 2023 Completed Asset renewal models were developed for all the major infrastructure asset classes, which were used to create a consolidated all of Council asset renewal model which was finalised in June 2023.

The consolidated model was used to calculate the Asset Renewal Funding Ratio (ARFR) over the next 10 years.

The ARFR considers the forecast required infrastructure asset renewals versus the planned renewal budget over the next 10 years.

IN6.5.1 - Parks Capital Works Program

Deliver park infrastructure through the Parks Capital Works Program.

Purpose: To Increase tourism in the city. To create healthy and active recreation opportunities for families.

Parks have delivered their largest Capital works program to date, to the value of $22.5 million.

During the year a range of projects, including park upgrades and street landscaping, were delivered across the city to support healthy and active recreation opportunities.

Deliver detailed design work for the Flagstone Community Hub.

Purpose: To support development of the new Greater Flagstone community centre.
June 2023 Completed The milestone of delivering the draft concept design has been completed.

Negotiations with the developer and Economic Development Queensland (EDQ) regarding road access and provision is delaying detailed design process. Following resolution of negotiations, it is anticipated to deliver the finalised detailed design by late 2023/24.

It is proposed to progress EDQ approval process and continue to progress discussions with EDQ and developer regarding road access.

IN6.6.1 - Road and Drainage Capital Works Program

Deliver the road and drainage infrastructure 2022/2023 projects through the Road and Drainage Capital Works Program.

Purpose: To deliver sustainable transport infrastructure that provides city and regional connection.
To deliver drainage infrastructure that collects and discharges stormwater safely and effectively
June 2023 Completed At the end of June 2023, delivery of the Capital Roadworks and Drainage Program has achieved a record of $140.1 million in overall annual expenditure. This was ahead of anticipated planned expenditure targets by 15% primarily due to significant projects in the major roads and pavement rehabilitation programs progressing well with limited disruption due to wet weather.

The Capital Roadworks and Drainage Program for the 2022/23 financial year is complete.

IN6.7.1 - Monitoring room expansion investigation

Deliver an investigation into the expansion of the Logan Safety Camera Program Monitoring Room.

Purpose: To support the expansion of the Logan Safety Camera Program network.

This project is currently on hold due to network upgrades and implementation of the Video Management System (VMS).

The investigation will continue following the completion of these works.

HP7.3.1 - Digital Transformation Program

Deliver year 1 of the Digital Transformation Program. This includes upgrades to modernise the processes and technology to digitise Council systems.

Purpose: To ensure Council's IT systems are able to support the evolving needs of the organisation and community.
June 2023 Completed As at the end of June 2023, the following was achieved by the Digital Transformation (DT) Program:
The DT Program commenced the reshaping of the Program including:
  • closing the Information Management Modernisation Project and Pathway Modernisation Project
  • finalising the Program Integrated Master Schedule
  • completing the programs risk and issues re-evaluation
  • drafting the Information Management Framework, and circulated it for internal peer review
  • continuing with engagement activities with Corporate Procurement.
The DT Program commenced vendor engagement to complete the Benefits Realisation Plan, Program Management Plan, Business Case, Finance and Supply Chain Project Management Plan. The high-level Change Impact Assessment for the business case has commenced.

The Business Case will be due for completion by mid-September with subsequent Council approval process to be completed by mid-November 2023.

The Pathway Functional Analysis has commenced to understand the current business processes performed within the Pathway Application. This is due for completion by the end of July 2023.

Year 1 of the Digital Transformation Program has been delivered to ensure Council's Information Technology (IT) systems are able to support the evolving needs of the organisation and community by:
  • completing a program review by the EPMO in conjunction with an external consultant
  • reviewing the Program Governance and structure
  • identifying Program roles and recruiting resources to set up the DT Program
  • commencing Business Case activities to reshape the program and investigate opportunities to generate better business and customer benefits
  • outlining a detailed program schedule, reviewing program risks, issues and dependencies and management in governance forums.

Deliver enhanced contract management functionality through the implementation of TechOne Contracts module.

Purpose: To ensure Council’s contract management systems are up to date and meet the needs of the organisation

  • The Corporate Procurement team have worked in collaboration with the Technology One project team to enhance the contract management functionality through the implementation of the TechOne contracts module.
  • Key deliverables for enhancing contract management functionality from Corporate Procurement were achieved in November 2022.
  • With a fully integrated and compliant contract-to-pay process, contract managers will have a single interface to ensure that relevant employees and contract parties are informed every step of the way.
Key features & benefits of the module include:
  • Provision of flexible contract types, smart date alerts and access to real-time reporting on contracts.
  • Streamlining of contract risk and activities with automated contract reviews including options for contract KPI, contractor performance and internal risk.
  • Automation and processing of progress claims with payment certificates and retentions.
  • Self-serve capabilities to maintain contact with contract parties across the whole contract-to-pay process.
  • Mitigation of risks with rich security options including limiting access to authorised users.
  • Enable compliance with Council's Contract Manual.
Additional scope has been added to the project to include training of key users in the organisation. This is being managed through the related project HP7.3.1 - Digital Transformation Program and will be reported through this program of work moving forward.

HP7.4.2 - Infrastructure Asset Information Management Plan

Implement an asset information management plan and governance framework for asset managers.

Purpose: To support asset management planning and enable informed decision-making for Council's long-term sustainability and service delivery.

The Information Asset Information Management Plan was discussed at the Asset Management (AM) Service Delivery Coordination Team (SDCT) meeting on February 28th.

It was agreed by AM SDCT that the Plan be received and that it would now be included for review in the body of work being undertaken by Enterprise Asset Management Solution (EAMS) / Attura, the "Strategic Asset Management Improvement Project".
This project aims to address gaps identified in Council's strategic asset management documents and implement improvements.

HP7.7.1 - Advocacy Action Plan

Deliver on priorities identified in the Advocacy Strategy 2021-24, as well as other emerging advocacy priorities.

Purpose: To influence federal and state government decisions that support Logan's identified advocacy priorities.
June 2023 Completed Major achievements for the past year include coordinating and advising on grant applications and reporting, particularly in relation to the Local Roads and Community Infrastructure Program, the SEQ Community Stimulus Program, the SEQ Liveability Fund and Federal election commitments.

The Advocacy Program also provided advocacy advice and a range of issues, including dangerous dogs, homelessness, infrastructure charges, the roll-out of new digital infrastructure and motions for the Australian Local Government Association (ALGA) and Local Government Association of Queensland (LGAQ) conferences.

A key output for this year was developing the Transform Logan framework that will support the long-term planning and collaborative relationships necessary to achieve transformational change in the city.
