Quality Lifestyles (QL)

Project Target Status Commentary
QL1.1.1 - Develop the Community Infrastructure Strategy Annual Action Plan for 2021/2022.

Purpose: Outline the priorities of community infrastructure for 2021/2022.
June 2021 On Track The project is not due to commence until early 2021.
QL1.1.2 - Deliver construction works of a new PCYC at Cronulla Park.

Purpose: Provide a new facility to encourage increased participation in physical activity.
June 2021 On Track Construction is progressing well with roof sheeting commencing shortly as the main steelwork has been completed. Works on the new access commencing soon. As at the end of the first quarter, this project is running on time and on budget.
QL1.1.3 - Construct an outdoor events space and redevelop the Kingston Butter Factory.

Purpose: Provide a performing arts space and social history museum. It will be a state-of-the-art cultural precinct for community celebration and entertainment.
March 2021 On Track The contaminated material found outside has been removed. Some contaminated material has been discovered under internal slabs which is also being removed. Civil works are progressing and the slab for the heritage centre and amenities have been completed.

Framing for that building will commence mid-October 2020, and works on the new bridge and access road will commence in late October 2020.
QL1.1.4 - Complete construction of the Underwood Park Multi Sport Development.

Purpose: To increase participation in physical activity.
September 2020 Completed The Underwood Park Multi Sport Development achieved Practical Completion on the 25th of September 2020. Stage 2 of the development included new Football Clubhouse and Change rooms, Meals on Wheels Facility, Cycling Storage Facility and Community Hall.

Combined with Stage 1, the Development represents a $12.2 million dollar investment in new sport, recreation and community infrastructure.
QL1.3.1 - Deliver the outcomes of the Libraries Learning and Discovery Strategy 2019-2023.

Purpose: Provide meaningful library programming to the community. This will be achieved through the six strategic priorities of:
  • access and inclusion
  • economic opportunity
  • nurturing learning and well-being
  • sustainability
  • connected community
  • embracing life-long curiosity and discovery.
June 2021 On Track Over the first quarter Libraries have completed the following actions in support of the objectives of the Libraries Learning and Discovery Strategy:
  • Commencement of the Libraries and Creative Industries branch community programming 2020 and beyond project.
  • Ongoing delivery of online programming including live streaming and on-demand events.
  • Delivery of take-home resources to support young people in their development of STEAM skills. Resources included take-home robot and science experiment kits.
  • Bulk deliveries of library items to 460 home library service customers.
  • Support of the City's COVID-recovery initiatives through business programming and continued delivery of adult literacy tuition and English conversation groups.

About
The Libraries Learning and Discovery Strategy informs the programming deliverables of the Libraries and Creative Industries' Business Plan. This strategy provides the framework to allow library staff to be guided in the development, implementation and evaluation of purposeful and engaging library programming and community engagement.
QL1.3.2 - Deliver the libraries early years services and 'First Five Forever' initiative.

Purpose: Support early years and literacy-based development for Logan families with children under five.
June 2021 On Track Over the first quarter First Five Forever has completed the following actions in support of the Libraries and Creative Industries 2020/21 Business Plan:
  • Development and delivery of virtual story times for children under five years old.
  • Collaboration with the Logan Together Backbone team to deliver content on the Logan Together online platform.
  • Distribution of early literacy packs to residents.
  • Ongoing work with community partners to deliver the First Five Forever key concepts of talk, sing, read, dance and move through the Logan community.
About
First Five Forever aims to support the learning outcomes for all Logan children aged 0-5 years old by providing programs that offer talking, reading, singing, playing, dancing, and moving.
First Five Forever also support parents and carers to be confident as their child's first and most important educator. This program provides parents with access to resources they need through public libraries and the First Five Forever website.
QL1.4.1 - Deliver a health and wellbeing program for all ages and abilities.

Purpose: Provide opportunities for residents to take part in physical activities and health and wellbeing programs that are affordable and accessible.
June 2021 On Track The new program for Live Well Logan commenced on 1 August 2020 with 44 providers that will deliver 123 activities.

From 24 March to 30 June 2020 activities were cancelled due to COVID-19.

The Annual Progress report for the 2019/2020 financial year will be presented to the City Lifestyle Committee on 30 September 2020.
QL1.5.1 - Deliver an Illegal Dumping Team project, funded by the State Government.

Purpose: Undertake key education and enforcement initiatives to reduce waste dumping issues in the city.
June 2021 On Track As at the end of the first quarter, the Waste Dumping Taskforce is on track. A breakdown of activities include:
  • Total incidents reported: 276 cases
  • Cases closed: 172 cases
  • Successful investigations: 22 cases
  • Penalty infringements notices (PINs) issued: 19 PINs
  • Waste removed: 1,587,169 litres
QL1.5.2 - Deliver actions from the City of Logan Animal Care Strategy 2018-2022.

Purpose: Maintain healthy and safe places and spaces for residents, businesses and visitors.
June 2021 On Track As at the end of the first quarter, the delivery of the City of Logan Animal Care Strategy 2018-2022 is running on track.
Summary of activities and their status include:

QL2.1.1 - Deliver the Arts, Culture and Heritage Strategy 2018-2022 action plan.

Purpose: Improve community capacity and the image of the city. This will be achieved across the City of Logan through the five strategic outcomes of:
  • development
  • engagement
  • places and spaces
  • partnerships
  • communication.

Quarter 1 update
The five key actions of Creative City: Logan City Council's Arts, Culture and Heritage Strategy 2018-2022 are development, engagement, places and spaces, partnerships and communication. These were delivered through exhibitions, activities, programs, events and activations during the first quarter of the financial year 2020/2021.

About
The strategy is a whole of council document that states Council's commitment to arts, culture and heritage. It defines the key areas, strategies and actions to guide the management, sites and provision, and plan for its future growth and development. The strategy outlines areas where Council will work to develop more opportunities for the community and its arts, culture and heritage professionals to watch, enjoy and participate in creative activities, with the aim of enhancing quality lifestyle, creative industries and business across the region. It is an integral part of developing the city as an emerging tourist destination.

Actions
Development: Logan Live Boost professional development sessions were held at Logan Entertainment Centre under their COVID safe plan. This was supported by JMC Academy and Regional Arts Services Network through Bemac. Logan City Council's Regional Arts Development Fund bid to Arts Queensland was successful, and will support Random Acts of Art as a strategic initiative along with direct grants to artists and cultural workers.

Engagement: Libraries and Creative Industries have pivoted from predominantly face-to-face interaction to developing a number of online programs to assist people learning at home, for example Home learning hub and Virtual book club. A series of videos were uploaded to Council's social media to assist people at home and provide a level of engagement with Logan Art Gallery exhibitions and activities. First 5 Forever developed a series of online storytime videos to engage young audiences. A new activity booklet was produced for the September school holidays for Mayes Cottage House Museum.

Places and spaces: COVID-19 safe requirements are being undertaken to ensure visitor safety at all Council venues. The mural design Cycles of change by Aunty Peggy Tidyman was painted on Logan Art Gallery. 6,049 people visited Logan Art Gallery or participated in related outreach activities, this includes 2,744 people visiting or participating in related outreach activities during September. 146 people visited Mayes Cottage in the first quarter of the financial year 2020/2021.

Partnerships: Creative Industries staff partnered with Economic Development and Strategy and Parks Branches to integrate artworks into the Springwood shared pathway and Beenleigh Town Square shade structure. Shibukawa and Logan Sister Cities art exhibition was held, and a video created to increase access, including to Shibukawa. Logan Art Gallery hosted Australian Museums and Galleries Association of Queensland Annual General Meeting with an online presence. Staff contributed to the South East Queensland Cultural Workers Network data asset management meeting, and Arts, Culture and Environment group for Logan Hospital expansion.

Communication: Our Logan magazine regularly features arts, culture and heritage events. Electronic direct mail invitations and e-bulletins were distributed to databases promoting exhibitions, resources, activities, events and funding. Logan Art Gallery Instagram has developed a new audience.

Outcomes
Logan Live Boost helped build the capacity of live music in Logan by supporting 34 musicians develop their careers.
$32,500 was received from the Queensland Government to support RADF in the 2020/2021 financial year which will support the development of arts and culture in Logan.
Public art projects continue to increase amenity of Logan, engage residents and visitors to the city and help tell the stories of Logan.
Local Heritage Specialist received a Queensland Day Award.

QL2.1.2 - Develop and curate content for the Living Museum of Logan at the Kingston Butter Factory Cultural Precinct.
Purpose: Share the stories of:
  • our culturally diverse communities
  • Logan's Aboriginal and Torres Strait Islander communities
  • themes of importance to Logan's people.

About
The Living Museum of Logan will tell the stories of the people of Logan. It will be a non-collecting, family-friendly space where residents and visitors to Logan can be inspired and learn about Logan City.

Actions
The Museum Curator position was developed and advertised, with the closing date 30 September 2020.
Research and development continues to be undertaken for the annual program.
A community engagement plan has been developed to assist with engaging with the Aboriginal and Torres Strait Islander community which will be critical to both the museum and performing arts venues' success. Initial discussions have taken place with community members.
Consultation is being undertaken with Sport and Leisure Facilities staff to develop the museum furniture and fittings.

Outcome
Development of the Living Museum of Logan spaces, displays and programs continues.
Two proposed curatorial themes have been developed for the initial annual program: food and fashion.
QL2.2.1 - Deliver community services grants that fund community organisations.

Purpose: Support projects that respond to community priorities.
June 2021 On Track Four community organisations were awarded funding to the value of $20,299 through Councils Community Project Grants program. The estimated additional value of these projects to the community is $48,268.

In August 2020 the Community Development program launched a COVID-19 Community Response Grant program, which has so far provided funding support to four community organisations to the value of $17,970.
QL2.2.2 - Deliver a school holiday program for five to 17-year-olds.

Purpose: Encourage young people to take part in active and healthy programs during school holidays.
June 2021 On Track

The June/July KRANK School Holiday program was brought online due to COVID-19 offering 19 online activities. The program ran from 27 June to 12 July 2020 with a total of 800 activity kits distributed to young people across the city.

The September/October KRANK School Holiday program runs from 19 September to 4 October 2020 delivering 103 activities to young people.

The Annual Progress report for the 2019/2020 financial year will be presented to the City Lifestyle Committee on 30 September 2020.

QL2.2.3 - Coordinate the implementation of the Access and Inclusion Plan 2019 - 2022.

Purpose: To create a more accessible and inclusive city for everyone.
June 2021 On Track The first annual progress report for the period from April 2019 to March 2020 was presented to the Executive Leadership Team on the 3 September 2020. The report outlines the achievements of the plan where a total of 60.7% or 51 out of 84 deliverables have been completed or are in progress.

The progress report will proceed to the City Lifestyle Committee on 30 September seeking endorsement to be publically released.

Council's Access and Inclusion Internal Working Group met twice over this reporting period to finalise the first annual progress report of Council's Access and Inclusion Plan.
QL2.2.4 - Coordinate the implementation of the Reconciliation Action Plan.

Purpose: To achieve Council's vision for reconciliation. To increase respect and understanding.
June 2021 On Track In August 2020 Council participated for the first time in the biannual Reconciliation Australia Workplace RAP Barometer. It is a survey to monitor attitudes towards reconciliation at the workplace level. 295 Council employees completed the survey.

Council's RAP Working Group have met three times over this reporting period to undertake progress reporting and plan for the development of Council's third RAP. As of 4 September, 48 of the 55 deliverables set out in Council's current RAP are either completed, ongoing or being progressed.

The annual Impact Measurement Questionnaire is being prepared for submission to Reconciliation Australia in late September. It is an annual reporting requirement and helps monitor the collective impact of the RAP program.
QL2.2.5 - Deliver the Community Development Action Plan.

Purpose: To work with the community to build a more cohesive and connected City of Logan.
June 2021 On Track From July to September 2020, deliverables continued to be progressed and actioned against all priority areas in the Community Development Action Plan (CDAP).

Highlights from this reporting period include establishing the COVID specific grants, delivering collaborative activities during Seniors Week, launching the Logan Youth Action Group and establishing an Emergency Relief network.

In June 2020, Council was successful in securing $644,080 from the Federal Government's Driving Social Inclusion through Sport and Physical Activity grant program to deliver The Swim Logan project. The Swim Logan project will educate participants on water safety and provide culturally-appropriate lessons at four Logan pools.

In collaboration with Griffith University, a new mental health initiative called the Walk and Talk for Wellness project has been launched in Logan to respond and support mental wellbeing in the community. The program provides a low cost walking counselling service for local residents.
QL2.3.1 - Implement and evaluate the SafeRoads4Logan, Road Safety Strategy 2017-2021.

Purpose: Encourage safer travel for residents, businesses and visitors.
June 2021 On Track During the first quarter, Road Safety Working Group met on 17 September 2020 to discuss matters concerning current Road Safety Strategy focus, including statistics, COVID-19 impacts and commencement for strategy review leading to development of next strategy. Speed Management Advisory Committee (SMAC) met prior to the working group and agreed to new speed limits on five (5) Council controlled roads. Traffic Services Coordinator continues to meet every one (1) to two (2) weeks with Queensland Police Service traffic representatives and Department of Transport and Main Roads road safety representatives to discuss and develop strategies in response to current crash trends and planned Police traffic operations.
QL2.4.1 - Deliver a crime profile that provides a detailed analysis of key crimes in the City of Logan.

Purpose: Help plan community safety and crime prevention activities for the next year.
June 2021 On Track Analysis of 2019/2020 Queensland Police crime statistics and development of a crime profiles for the city and Council's 12 divisions has commenced and are on track for completion by December 2020.

Purpose:Acknowledge those who work to create a safer City of Logan:

June 2021 On Track Nominations for the 2020 City of Logan Safe City Awards opened in August 2020. A total of 20 nominations were received and 7 award winners have been chosen.

Planning has now commenced for the formal awards ceremony, which will be held in November 2020.

QL2.4.3 - Deliver a community survey.

Purpose: Gain an understanding of community perceptions on safety and crime in the City of Logan. This will support planning for community safety and crime prevention activities. It will also determine if the Community Safety Program is meeting the goals identified in the City of Logan Safe City Strategy and Action Plan.
June 2021 On Track The 2020 Safe City Logan community survey successfully launched and subsequently closed during the past quarter. A total of 529 community members participating in this year's survey.

Analysis of the 2020 survey results and development of a key findings report for the city and divisional key findings reports for Council's 12 divisions will commence in October 2020.
QL2.4.4 - Deliver expo-style 'building social capital' community hubs that bring together social support networks.

Purpose: Create opportunities for referral pathways for Community Corrections clients and other community members.
June 2021 On Track This quarter the Community Safety Program have been working in partnership with Community Corrections to put together a COVID safe plan for future Services at the Square events.

The first COVID safe Services at the Square Hub is scheduled to be held on 22 October 2020 at the Beenleigh Town Square.
QL2.4.5 - Install and replace CCTV safety cameras as scheduled.

Purpose: Ensure continued successful operation and expansion of the Logan Safety Camera Program network.
June 2021 On Track The Logan Safety Camera Program capital works and replacement schedule for 2020/2021 remains on track. Highlights of the work undertaken during the last quarter includes:
  • Integration of CCTV cameras from the Animal Management Centre and the Beenleigh Customer Service Centre into the Logan Safety Camera Program Monitoring Room.
  • Partnership works with the Economic Development and Strategy Branch, including installation of cameras at a number of their project sites.
  • Backhaul network works at Wineglass Water Tower and the City Administration Centre Tower.
QL2.4.6 - Deliver a new Safe City Strategy and Action Plan. It will replace the current 2016-2020 Strategy and Action Plan.

Purpose: Provide tangible actions for the Community Safety Program that will help create a safer City of Logan.
December 2020 On Track The draft City of the Logan Safe City Strategy and Action Plan 2021-2025 was presented and supported by Council's Executive Leadership Team at their meeting of 20 August 2020 to proceed to Council for endorsement for community consultation to occur.

At the City Lifestyle Committee on 9 September 2020, endorsement was received to proceed to community consultation, prior to final Council endorsement (expected by December 2020).
Community consultation is expected to be completed mid-October 2020.
QL2.4.7 - Deliver at least 48 targeted crime prevention and community safety activities. Four will be delivered per division each year. These will respond to crime and safety concerns of each local community.

Purpose: Increase community safety and positive community perceptions about crime and safety.
June 2021 On Track As the majority of the targeted divisional activities are delivered in a face-to-face format, the COVID-19 pandemic and the restrictions imposed by the Federal and State Governments regarding community events and activities have had a significant impact on the activities that the Community Safety Program had planned to deliver throughout 2020.

Despite this, throughout the July – September 2020 quarter, the Community Safety Program delivered 14 COVID safe targeted community safety and crime prevention activities.

With COVID-19 restrictions continuing to ease, The Community Safety Program are looking to re-introduce face-to-face targeted divisional activities where possible, starting in the October – December 2020 quarter.
QL2.4.8 - Deliver expo-style 'Youth Street Hubz' focused on young people. These will bring together social support networks for young people across the Logan community.

Purpose: Create opportunities for referral pathways for Youth Justice clients and other local young people.
June 2021 On Track Due to COVID-19 social distancing restrictions and in consultation with our project partners, the Youth Street Hubz initiative has been put on hold until 2021.

Planning for 2021 will commence in December 2020.

Conveniently Connected (CC)

CC1.1.1 - Deliver a report on the medium term needs for Logan's public transport system. June 2021 On Track In the first quarter project requirements and objectives were investigated. A consultancy brief was developed with the intent to procure an appropriate service provider in the second quarter.
CC1.2.1 - Complete a condition survey of the sealed road network.
Purpose: Assess overall condition and prioritise future rehabilitation.
June 2021 On Track The road pavement condition survey work has been awarded. The data gathering work is anticipated to be completed by December 2020. Thereafter, the condition data and the data analysis report is anticipated to be received for the assessment of renewal needs by the end of April 2021.
CC1.2.2 - Deliver the annual Road Maintenance Program.
Purpose: Maintain the quality of the local road network.
June 2021 On Track Delivery the annual road maintenance program is currently running on track as at the end of the first quarter. 25% of the program has been delivered.
CC1.2.3 - Deliver the annual road and drainage capital program.
Purpose: Improve active transport across the city.
June 2021 On Track Quarter 1 Update
The Capital Roadworks and Drainage Program delivers enhanced transport and drainage infrastructure across the City of Logan. The program delivers infrastructure upgrades to cater for improvements and growth across the city as well as renewal of the existing infrastructure network.
At the end of the July to September quarter, delivery of the Capital Roadworks and Drainage Program achieved $15.9 Million in overall expenditure.
Notable projects delivered throughout the first quarter include:
  • Numerous asphalt and spray seal works across the city, totalling $8.4 Million
  • Numerous kerb and channel rehabilitation projects across the city, totalling $1.5 Million
  • Anzac Avenue Stormwater Channel Rehabilitation, Browns Plains ($0.8 million)
  • Fryar Road Embankment Stabilisation, Logan Village ($0.3 Million)
>CC1.3.1 - Deliver construction works for the Compton Road cycleway project.
Purpose: Link the cycleway to Logan Road and provide connections to the Springwood Bus Station.
June 2021 On Track The $3.2M Compton Road Cycle Way Project is jointly funded between Logan City Council and Queensland Government's Cycle Network Local Government Grant Program. Final grant funding approvals were received in July 2020. Procurement of the construction works, and engagement with electrical and telecommunication utility providors has commenced in the first quarter.
Construction is anticipated to commence in the second quarter, subject to final approvals and coordination of works with utility providors.
CC2.1.1 - Commission the Cedar Grove Wastewater Treatment Plant (WWTP) in the Cedar Grove Environment Centre.
Purpose: Improve services to the southern region of the City of Logan.
June 2021 Completed The Cedar Grove Wastewater Treatment Plant (WWTP)has been commissioned and is treating wastewater from the Greater Flagstone Priority Development Area (PDA).
CC2.1.2 - Deliver master planning works for the Chambers Flat Wastewater Treatment Plant (WWTP) and associated trunk infrastructure.
Purpose: Improve services to the southern region of the City of Logan.
June 2021 On Track Site acquisition processes are near complete. Early planning has commenced with preparation of the Recycled Water Strategy as a precursor to discussions with the Department of Environment & Science regarding an Environmental Authority.
CC2.2.1 - Deliver a review of the planning scheme.
Purpose: Enable well planned development for residents and businesses.
June 2021 On Track As at the end of the first quarter, the delivery of a review of the Planning Scheme is on track for the Planning and Environment Committee in November 2020.
CC2.3.1 - Deliver a review of the Local Government Infrastructure Plan.
Purpose: Deliver trunk infrastructure in the City of Logan.
June 2021 On Track As at the end of the first quarter, this project is on track for Committee submission in early 2021. Ongoing work with our network partners on the schedule and works is being conducted.

Economic Transformation (ET)

ET1.1.1 - Deliver actions to generate $70 million of investment and 500 local jobs by promoting the City of Logan.

Purpose: Increase local jobs and stimulate economies.
June 2021 On Track In September, investment announcements to the value of $99.6 million were recorded in headquarters offices, showroom and storage, transport and logistics and retail and services all at Berrinba. This brings the quarter total investment into the city to $186.55 million far exceeding the annual target of $70 million.

As a result of these investments, 230 new jobs have been created bringing the quarter total of new and retained jobs to 441, which far exceeds the year-to-date target. It should be noted that these announcements are the culmination of many months engagement with the businesses involved.
ET1.2.1 - Deliver 15 business-relevant workshops for businesses in the City of Logan.

Purpose: Build the capacity of the local economy.
June 2021 On Track Three business relevant workshops were delivered in September bringing the quarter total to 11. This exceeds the year to date target. Topics included digital marketing, staff management, finance and tendering tips for government business.
ET1.4.1 - Deliver two investment attraction events in the City of Logan.

Purpose: Attract investment and local jobs.
June 2021 On Track No investment attraction events were held in the first quarter. These are being planned for later in the financial year.
ET2.1.1 - Prepare for Council Endorsement a new Economic Development Vision and Strategy for the City of Logan.

Purpose: To attract investment and provide a framework for the community, businesses and investors in the city.
June 2021 On Track Planning for online focus groups to develop the new Economic Development vision for the city.
ET2.3.1 - Plan and deliver the city's first innovation hub (coLab).

Purpose: Support entrepreneurship, scaling businesses and capability uplift. Attract investment and highly skilled jobs to the City of Logan.
June 2021 On Track Planning for the establishment of the City of Logan's inaugural coLab for innovation and entrepreneurship continues with the ambition to launch and begin operations by early December 2020. Current work underway includes the completion and acceptance of the contract Heads of Agreement to confirm intent between Logan City Council and Go1 in regards to the co-location at 2904 Logan Rd (Go1's existing premises) for the first cohort of resident Portfolio Companies. Additionally, as this will be a turnkey solution for Council, Go1 under this Heads of Agreement will provision shared services and communal facilities including video conferencing technology and access to meeting rooms and collaboration spaces as appropriate. Lease terms are currently being reviewed by the Council Administration Manager and legal advice has been sought in regards to the Portfolio Company EOI process and the establishment of the terms of reference for a coLab Advisory Board. The initiative remains on track to be operational this calendar year (2020) supported by resident EiR's and industry Mentors with key focus on economic development and high-value jobs for the City.
ET2.4.1 - Develop a combined "Think Local, Buy Logan" social and local marketing campaign.

Purpose: To increase social and local spend in the city.
June 2021 On Track Activities conducted/delivered during the quarter:
  • The 'Think local, buy Logan' project team presented the collaborate approach to increase Councils procurement spend with local businesses to ELT and CLT.
  • Corporate Innovation undertook an extensive problem discovery sprint to better understand our spend with local businesses. Insights and opportunities identified through this process will be used to ideate potential solutions to increase our spend with local businesses.
  • In consultation with Finance, a data cleanse on existing supplier information within Council's financial systems was undertaken to confirm the local status.
  • Corporate Procurement undertook a review and implementation process for procurement activities to monitor compliance and consistent application of our Buy Local Policy. This included action required for non-compliance activities to be addressed and reported.
  • The Corporate Forward Procurement Plan was distributed to Council Managers and Program Leaders. One of the focus areas within the plan was to maximise opportunities for our Local Businesses for large size contractual arrangements.
  • Representatives from Logan participating on Local Buymass tender refresh to maximise opportunities for our local businesses.

  • Internal 'Think local, buy Logan' roadshow - Deliver a presentation and training to increase awareness and provide training to Council staff.

The Advocacy Program held a workshop with Councillors in September 2020 to determine the focus for the new Leadership Team. Work is ongoing to further refine the scope, governance arrangements and next steps.
II1.3.1 - Deliver the Catapult Program in collaboration with:

Purpose: Build job readiness and entrepreneurial capability for young people in Logan.
June 2021 On Track Overview of Quarter 1:
As a Council-led partnership with the business, education and community sectors, Catapult brings together a range of opportunities that help to prepare young people for the jobs of today and of tomorrow by building an entrepreneurial mindset and enterprise skills. Catapult is being piloted across four local high-schools in 2020 with the view to scale the program to reach more young people into 2021.
As the program is firmly aimed at creating employment outcomes for young people, over time the measures will focus on job pathways created as a direct result of involvement with the program. However, with the program being in its initial stages it is anticipated that these outcomes may take one or more years to materialise. During the pilot phase the program will focus on demonstrating value for all stakeholders, building relationships, and generating further interest which we expect will support the long-term success of the program, and in turn eventually enable the job-pathway measures to be realised.
Outcomes include:
  • 17 industry partners engaged in program to date including representatives from key local businesses including GO1, TrakPro, MyWork along with Queensland Health
  • 84 students in total engaged throughout the program so far
  • Students surveys have indicated that, as a result of participating in the program:
  • 77% of participants agreed or strongly agreed that they know how to develop a business idea and pitch it to others
  • 82% felt that the problems that they identified and developed solutions for are relevant to their career aspirations
  • 93% of participants would recommend the program to others
The above markers, along with qualitative feedback gathered throughout the program, indicate that engagement across key stakeholder groups over the past quarter is very positive. Over the coming quarter the City Transformation team will continue to build on this engagement and momentum to both grow the program and eventually transition the success measures to job pathway creation.
II2.1.1 - Deliver the Parks Asset Renewal Program.

Purpose: Provide and maintain healthy and active recreation opportunities for families.
June 2021 On Track Delivery of the 2020/2021 asset renewal program is on track. 90% of the asset renewal program funding has been allocated and currently in design.
II2.1.2 - Deliver park infrastructure through the Parks Capital Works Program.

Purpose: Increase tourism in the city. Create healthy and active recreation opportunities for families.

II2.2.1 - Implement a Logan City Council Events Strategy 2020-2025.

Purpose: Guide the strategic direction of city-wide events across a five-year period.
June 2021 On Track The City of Logan Events Strategy 2020-2020 and supporting research was endorsed by Council after it went to the City Lifestyle Committee on August 18.
II2.6.1 - Deliver detailed design work for a new general community space at Greater Flagstone.

Purpose: Enable the next stage of the proposed Greater Flagstone Integrated Service Hub to progress.
June 2021 On Track This project is on track for completion as scheduled at this stage. However commencement has been delayed as a result of proposed changes to the land transfer from the developer. This includes the timing and also the proposed site.
II2.6.2 - Deliver detailed design for a new district level community centre at Yarrabilba.

Purpose: Enable construction to start on the Yarrabilba Integrated Service Hub.
June 2021 On Track The detailed design process is on track with architects appointed during this quarter to commence work. In addition to this the community consultation was undertaken during this period, which has been shared with the architects to help inform the design work.

Significant progress has also been made in the development of the partnership agreement with all key stakeholders.

Green and Renewable (GR)

October 2021 On Track During the first quarter of the 2020/21 financial year detailed review and drafting of the Climate Change Resilience Strategy and Climate Change Resilience Policy was undertaken. Remodelling of climate scenarios was also included. A Draft Climate Change Resilience Procedure was completed and drafting of the Climate Change Resilience Implementation Plan commenced.
GR1.2.1 - Deliver a range of environmental events and activities across the City of Logan.

Purpose: Raise awareness and provide community education on the environment and sustainability.
June 2021 On Track During the first quarter of the 2020/2021 financial year the following Environmental activities were delivered:
  • A World Rivers Day Kayaking event was held with 32 community members in attendance.
  • Two community platypus watch induction sessions were held with 22 community members in attendance.

GR1.2.2 - Deliver a Logan Environment Strategy that aligns with the Federal Strategy for Nature and Queensland Biodiversity Strategy.

Purpose: Provide overarching goals and actions. These will protect and enhance healthy and functioning biological systems in the City of Logan.
June 2021 On Track During the first quarter of the 2020/21 financial year internal scoping and preliminary project planning work was undertaken to inform the development of a Logan environmental strategy Community Engagement Plan. The project is on track.
GR1.3.1 - Deliver priority on-ground wildlife movement solutions based on hot spot prioritisation mapping.

Purpose: Enhance road safety and reduce wildlife-vehicle collisions.
June 2021 On Track During the first quarter of the 2020/2021 financial year, the Wildlife Movement Solutions Project Plan and a Wildlife Movement Awareness Campaign was developed. Key actions from the Wildlife Movement Awareness Campaign have been implemented which includes radio advertisements, social media posts, electronic posters, article in the environmental e-newsletter and internal staff notices. Already there has been an increase in visits to the associated Council webpages.
GR2.1.1 - Deliver riparian rehabilitation along priority areas of the Albert River.

Purpose: Enhance water quality, biodiversity connection and ecological values along the Albert river. Work towards achieving the Albert River vision.
June 2021 On Track During the first quarter of the 2020/2021 financial year, Albert River riparian rehabilitation sites at Luscombe Reserve and Wolffdene South Reserve have been scoped and contract awarded for works. Site preparation has begun for planting. This project is on track.
GR2.2.1 - Deliver a feasibility study to establish a Riverine Discovery Centre.

Purpose: Promote community environmental awareness and eco-tourism in the City of Logan.
December 2020 On Track During the first quarter of the 2020/21 financial year consultants were appointed and an inception meeting was held to progress the development of a full feasibility study for a Logan Riverine Discovery Centre. The project is on track.

State approval has been received for the banks stabilisation works at Logan River Parklands. This project is on track.
GR3.1.1 - Deliver a report on service options available under the 2021 Waste Collection Contract.

Purpose: Prepare for commencement of the new waste collection contract in July 2021.
April 2021 On Track

The greenwaste service report was considered and approved by Council during 2020/21 budget deliberations. A further report on how the service will be rolled out was considered by Council in a Briefing Session in September 2020.Approval was obtained to proceed with the call for Expressions of Interest in the service on a dedicated web page with promotion via City Mag, brochures delivered with Kerbside Clean Up flyers, social media and various other means at Council facilities and customer service centres.

  • Council in August 2020 resolved to not implement an on-demand KCU service and stay with the scheduled service.
  • Council considered a report on the innovation project in August 2020 and resolved to call for a business case from Lendlease. The business case was still awaited at the end of September 2020.
GR3.1.2 - Deliver a report for Council consideration on the evaluation of the regional waste disposal and resource recovery.

Purpose: To inform future waste management planning.
October 2020 Completed The Evaluation Report was considered by Council at its Planning, Environment & Economic Development Committee Meeting on 30 September 2020.
The recommendations of the report were endorsed for Council adoption.

Next Generation Governance (NG)

NG1.1.1 - Deliver enhancements and new features to the corporate website.

Purpose: Provide enhanced digital customer experiences.
June 2021 On Track The Digital Customer Experience Team have reviewed and updated the majority of all documents available via the corporate website and all web content to ensure compliance against the Web Content Accessibility Guidelines (WCAG) 2.1 AA standard.

The focus areas for the following quarter are the completion of any outstanding attached documents requiring updates for compliance against the WCAG 2.1 AA standard and amending our web content and layout to support the recently endorsed rebranding strategy.
NG1.2.1 - Develop a proposal for proactive and targeted educational or compliance programs. These will link to systemic risks or priority city-wide issues of public importance.

Purpose: Increase compliance.
December 2020 On Track We are currently scoping out the larger strategic project regarding the educational program. We have also continued our pool compliance program, and begun work on the retaining wall awareness project.
NG2.1.1 - Deliver a news and community website.

Purpose: Provide stronger communication channels to the community.
June 2021 On Track The Media Branch has prepared a report to go to the Executive Leadership Team (ELT). The report will be seeking endorsement for the project to present at a future committee meeting. The project will be a collaboration between Media Branch and Marketing.
NG2.1.2 - Develop a revised community engagement strategy, with input from the community.

Purpose: Further enhance Council's commitment to broader engagement practices and processes.
June 2021 On Track Council approved the draft strategy to proceed to community consultation. This occurred for August to September. Review of feedback now occurring.

The focus for the following quarter will be to seek Council endorsement of the finalised strategy.
NG3.1.1 - Develop and implement a compliance management system.

Purpose: Ensure effective and accountable governance.
June 2021 On Track The development of the Compliance Framework is currently in progress. Consultation has taken place with the Executive Leadership Team and the Collective Leadership Team. The draft framework is being presented to the Executive Leadership Team for approval on 15 October 2020.

The Compliance Framework will then be presented to the City Governance Committee to be held on 20 October 2020.

Once the framework is finalised, stage 2 will involve risk management workshops with the Executive Leadership Team and stage 3 will involve implementation of a system for capture and reporting of Council's compliance obligations.
NG3.1.2 - Develop and implement a governance framework.

Purpose: Promote best practice for corporate governance.
June 2021 On Track The development of the Governance Framework is currently in progress with a draft being presented to the City Governance Committee Meeting to be held on 20 October 2020.
NG3.1.3 - Deliver actions to secure Quality Management System ISO9001:2015 certification.

Purpose: Ensure a consistently high quality of service is delivered to customers and stakeholders.
June 2021 On Track A gap analysis was provided from the internal compliance audit undertaken by Business Transformation branch, which enabled evolution of an accurate job scope. Job scope was uploaded to request for quotation (RFQ) on vendor panel for external contractor. RFQ submissions close 9 October and panel assessment and contractor selection will commence 12 October. External review to be completed January 2021 ready for precertification audit (Stage 1). Stage 1 audit and Certification audit tentatively booked with SAI Global for February 2021 and April 2021 respectively pending acceptance of their quote. First Quality Management System Management Review meeting held during September and will be held monthly here on in. Two internal audits were undertaken during September with no non conformances. The internal review of processes and documentation continues and is approximately 50% progressed.
NG3.1.4 - Engage all stakeholder groups across the city to develop a long-term plan and city vision.

Purpose: Inform the strategic direction for the City of Logan.
June 2021 On Track During September, the Business Transformation team and the Community Engagement team continued to work closely to progress the Community Visioning project. The following aspects of the process were delivered:
  • Marketing and Media Plans developed
  • Messaging and Scope Statement finalised
  • Engagement techniques reviewed
  • Internal Stakeholder Group parameters defined and Expression of Interest issued
  • Terminology and key definitions (Glossary) further developed
  • Phases 2 and 3 of the Community Engagement approach further developed
  • Reporting requirements and preferences determined, report template developed
  • First report to ELT successfully delivered
The Councillor briefing and presentation was successfully delivered in September with support gained for Phases 2 and 3 of the Community Engagement approach and the Community Visioning process to date.
Phase 1 - Broad Community Engagement – commenced on 14 September and will continue until 25 October. The process is supported by Councillors and underpinned by marketing and media initiatives to raise awareness in the community.
NG3.1.5 - Deliver the Asset Management Strategy.

Purpose: Build organisational capability in sustainable asset management practices. Enable cost optimisation to meet the current and future needs of the city.
June 2021 On Track Progress of the delivery of key deliverables as per the Asset Management Strategy Improvement Plan, continue and are currently per schedule.
These Include:
  • Asset Condition Assessment guidelines and plan which have been completed and will be provided to stakeholders for review and feedback in October.
  • Development of the new Total Asset and Services Management Plan (TASMP) using a new template
  • Development of dashboard reporting capability
  • Creating a new template for Asset Management Plan (AMP).
NG3.1.6 - Deliver the Corporate Innovation Strategy.

Purpose: Build organisational capability in using innovation models. Enable services to be delivered in new and better ways.
June 2021 On Track Following adoption of the Corporate Innovation Strategy on the 28 August 2019, the strategy has been designed to deliver across three key areas: Corporate Innovation Services, Capability Uplift and Innovation Communication & Engagement. The first year of delivery was focused on 'Establishing and Building Corporate Innovation' across the organisation. Now at the start of the second year of operation, the strategy focus is on 'Embed and Scale'. Corporate Innovation Services are provided to the organisation and with a priority focus on Tier 1 clients who are primarily internal service providers from the Organisational Services Directorate. Some of the internal initiatives supported through Corporate Innovation Services in September include:
  1. Lone Worker Pilot
  2. Logan Buy Campaign
  3. Corporate Governance DM Replacement

For capability uplift, Council has invested in a number of internal stakeholders to complete the world leading T4 Masterclass in Innovation Program. The staff graduated from the program in July and now form part of the T4 Alumni. The Corporate Innovation Program is working on delivering innovation services through the application of innovation tools and techniques derived from the program. The key focus of the program is to support corporate problem solving across four tiers of engagement including: Problem Discovery and validation, Ideating & Prototyping, Solution Testing and Facilitating innovation teams to solve problems.

The Corporate Innovation program is in the initial design phase for developing the innovation tools and techniques from the T4 program which will assist in organisational capability uplift and is facilitating activation of the T4 Alumni by engaging with the organisation for opportunities for the T4 Alumni to facilitate innovation teams to solve problems.

Innovation Communication & Engagement continues to be rolled out across the organisation through the monthly Innovation Podcast which is distributed internally. As at September there are 160 internal staff subscribed to the Innovation Podcast.
NG3.2.1 - Deliver an advocacy campaign leading into the State Government election in October 2020.

Purpose: Secure infrastructure investment for the City of Logan from the State Government.
October 2020 Not Proceeding A decision was made to pause Council's FairShare4Logan platforms in March 2020 due to the Covid-19 pandemic. No budget was allocated towards a State election campaign in 2020/2021. Assistance has been offered and provided to Councillors who wished to advocate for divisional priorities with State candidates, as per the program's usual scope of business.

It is recommended this project be removed from the 2020/2021 Operational Plan.
NG3.2.2 - Deliver the Advocacy Strategy 2020-2024 and implement a program of priorities.

Purpose: Build strategic relationships to influence policy and investment in the best interests of the city.
June 2021 On Track The Advocacy Program held a workshop with Councillors on 26 August regarding work to date on the new Advocacy Strategy. Work is underway to refine proposed priorities for inclusion in the Strategy following feedback received at the workshop.

NG4.1.2 - Deliver 14 strategic people projects.

Purpose: Enable and support our people to deliver on the Corporate Plan 2017-2022.
June 2021 Monitor Project deliverables within the People Plan are currently being reprioritised given the impact of COVID-19. During this quarter, People and Culture's priority has been the development of initiatives designed to ensure our people are physically safe, mentally resilient and able to effectively work under COVID-19 conditions.
NG5.1.1 - Deliver an updated hazard and risk profile for the city.

Purpose: Improve disaster management capabilities.
June 2021 On Track The All Hazards Risk Assessment has been reviewed, rationalised, and is due for completion by October 2020.

Community Profiling
The community profiling project has now been finalised. The divisional community profiles include:

Community Engagement
Messaging will transition from bushfire awareness into storm preparedness messaging from the start of October 2020 to align with the launch of Get Ready Week. This also fits in with Queensland Fire and Emergency Services (QFES) Bushfire Safety Campaign, which finished at the end of September 2020.
