Do I need approval for film production?

Filming on Council or public land

You may need permission to film on public land or council property. We have an obligation to ensure that:

  • activities are performed in a safe manner
  • minimal disruption is caused to residents and businesses
  • public health, safety and amenity are maintained.

Local Law No. 12 (Council Property and Other Public Places) 2003 states that a person must not carry on business on a public place unless they have a permit from Council.

A public place includes a:

  • road
  • footpath
  • nature strip
  • premises which Council owns or occupies.

Film production is considered a business and includes:

  • feature films
  • short films
  • television shows
  • documentaries
  • commercials
  • corporate videos.

Filming in a park

If you want to film in a Council Park or on parkland controlled by Council you must get an approval from our Parks Branch.

Filming in parks is governed by Local Law No. 5 (Parks, Jetties and Boat Ramps) 2003.

Filming on private property

You don’t need a permit to film on private property for short periods of time.

If you are filming on private property for an extended time, you may need to get Planning approval. You can contact our Development assessment team for more information.

Students filming for education purposes (school, TAFE, or university)

Filming by students is limited to a maximum of 2 students using handheld cameras only.

Students must not obstruct pedestrian or vehicular traffic.

Student productions needing more than 2 students requires approval.
